【摘要】：貧困是長期伴隨人類發(fā)展的一個(gè)世界性難題,根據(jù)世界銀行發(fā)布的最新研究報(bào)告,2015年全世界仍有7.02億人每天生活費(fèi)不到1.90美元。中國作為世界上最大的發(fā)展中國家,也是世界反貧困的中堅(jiān)力量,截至2014年底,我國尚有農(nóng)村貧困人口7017萬人,農(nóng)村貧困發(fā)生率7.2%。長期以來我國扶貧工作面臨扶貧對象不準(zhǔn)確、扶貧措施針對性不強(qiáng)以及扶貧項(xiàng)目、扶貧資金指向不準(zhǔn)等問題。本文以永豐縣為考察對象,在對永豐縣扶貧情況和精準(zhǔn)扶貧現(xiàn)狀進(jìn)行總結(jié)的基礎(chǔ)上,找出扶貧工作中存在的問題和原因,最后提出永豐縣精準(zhǔn)扶貧工作的對策建議,本文研究對于完善永豐縣扶貧政策機(jī)制有較好的現(xiàn)實(shí)意義,同時(shí)對于貧困地區(qū)特別是贛南等原中央蘇區(qū)開展精準(zhǔn)扶貧有著一定的啟示和借鑒作用。文章研究的內(nèi)容包括六個(gè)部分:第一部分緒論,主要闡述本文研究的背景,說明研究的目的、意義,以及研究采用的方法和技術(shù)路線,同時(shí)理清貧困、扶貧、精準(zhǔn)扶貧等相關(guān)概念,總結(jié)本文研究的主要?jiǎng)?chuàng)新點(diǎn);第二部分理論基礎(chǔ)與文獻(xiàn)綜述,闡述精準(zhǔn)扶貧的相關(guān)理論,如經(jīng)濟(jì)增長理論、權(quán)利貧困理論、人力資本理論、綜合反貧困理論和參與式扶貧理論,對國內(nèi)外相關(guān)研究現(xiàn)狀進(jìn)行梳理,并對文獻(xiàn)進(jìn)行評述總結(jié),為后文的研究提供文獻(xiàn)基礎(chǔ)和理論支撐;第三部分江西省永豐縣農(nóng)村精準(zhǔn)扶貧工作現(xiàn)狀分析,對永豐縣的基本情況進(jìn)行介紹,總結(jié)永豐縣在“十二五”規(guī)劃期間農(nóng)村扶貧的主要做法和已取得的成效,并對永豐縣精準(zhǔn)扶貧工作的各個(gè)方面進(jìn)行歸納分析;第四部分江西省永豐縣農(nóng)村精準(zhǔn)扶貧中的主要問題與成因分析,對永豐縣農(nóng)村精準(zhǔn)扶貧中存在的主要問題進(jìn)行總結(jié),并分析問題存在的原因;第五部分江西省永豐縣發(fā)展農(nóng)村精準(zhǔn)扶貧的對策建議,提煉精準(zhǔn)扶貧對策的精華,對永豐縣政府完善扶貧工作提出有效建議;第六部分本文的結(jié)論與展望。
[Abstract]:Poverty is a worldwide problem that has long been accompanied by human development, with 702 million people living on less than $1.90 a day in 2015, according to a new World Bank study. As the largest developing country in the world, China is also the backbone of anti-poverty in the world. By the end of 2014, there were 70.17 million rural poor people in China, and the incidence of rural poverty was 7.2%. For a long time, poverty alleviation in our country has been faced with some problems, such as inaccurate object of poverty alleviation, weak pertinence of poverty alleviation measures, and poor poverty alleviation projects. This paper takes Yongfeng County as the object of investigation, on the basis of summing up the situation of poverty alleviation and the current situation of precision poverty alleviation in Yongfeng County, finds out the problems and causes existing in the work of poverty alleviation, and finally puts forward the countermeasures and suggestions for the work of precision poverty alleviation in Yongfeng County. The research in this paper has a good practical significance for perfecting the policy mechanism of poverty alleviation in Yongfeng County, and it has certain enlightenment and reference function for carrying out accurate poverty alleviation in the poverty-stricken areas, especially in the former central Soviet areas such as southern Jiangxi. The content of this paper includes six parts: the first part is the introduction, which mainly describes the background of this study, explains the purpose, significance, methods and technical route of the research, and clarifies the poverty and poverty alleviation. The second part of the theoretical basis and literature review, expound the relevant theories of precision poverty alleviation, such as economic growth theory, right poverty theory, human capital theory, the second part of the theoretical basis and literature review, such as economic growth theory, right poverty theory, human capital theory, Synthesizing anti-poverty theory and participatory poverty alleviation theory, combing the domestic and foreign related research status, and reviewing and summarizing the literature, to provide the literature basis and theoretical support for the later research; The third part analyzes the present situation of precision poverty alleviation in Yongfeng County, Jiangxi Province, introduces the basic situation of Yongfeng County, and summarizes the main methods and achievements of poverty alleviation in Yongfeng County during the 12th Five-Year Plan. In the fourth part, the main problems and causes of precision poverty alleviation in Yongfeng County of Jiangxi Province are analyzed, and the main problems in precision poverty alleviation in Yongfeng County are summarized. The fifth part of Jiangxi Province Yongfeng County development of rural precision poverty reduction countermeasures and suggestions, refining the essence of precision poverty alleviation countermeasures, Yongfeng County government to improve poverty alleviation work put forward effective recommendations; The sixth part is the conclusion and prospect of this paper.
