【摘要】：2007年7月《中華人民共和國(guó)農(nóng)民專(zhuān)業(yè)合作社法》施行,以法律形式明確了農(nóng)民專(zhuān)業(yè)合作社的市場(chǎng)主體地位,從合作社的建立、運(yùn)營(yíng)到優(yōu)惠政策都有了明確的規(guī)定。農(nóng)民專(zhuān)業(yè)合作社作為新型農(nóng)業(yè)經(jīng)營(yíng)主體,能夠更好地適應(yīng)大市場(chǎng)的要求,是提升農(nóng)民組織化水平,推進(jìn)現(xiàn)代農(nóng)業(yè)建設(shè)的重要載體之一,在社會(huì)主義新農(nóng)村建設(shè)中作用重大。村辦合作社是農(nóng)民專(zhuān)業(yè)合作社的主要類(lèi)型之一,實(shí)現(xiàn)了村組織與合作社的優(yōu)勢(shì)結(jié)合,對(duì)促進(jìn)村集體和村民增收發(fā)揮了積極作用。在對(duì)博興縣多家村辦農(nóng)民專(zhuān)業(yè)合作社調(diào)研中發(fā)現(xiàn),村干部與農(nóng)民專(zhuān)業(yè)合作社之間由于思想認(rèn)識(shí)等方面的原因,會(huì)產(chǎn)生矛盾沖突;基層政府在推動(dòng)合作社發(fā)展方面的工作也存在很多不足。因此需要對(duì)這些問(wèn)題進(jìn)行分析,采取針對(duì)性的措施,促進(jìn)村辦農(nóng)民專(zhuān)業(yè)合作社健康發(fā)展。
[Abstract]:In July 2007, the "Law of the people's Republic of China on Farmers' specialized Cooperatives" came into force, which defined the status of the farmers' professional cooperatives as the main body of the market in the form of law, from the establishment, operation and preferential policies of the cooperatives to a clear stipulation. As the main body of new agricultural management, farmers' specialized cooperatives can better adapt to the requirements of the large market, is one of the important carriers to promote the farmers' organizational level and promote the construction of modern agriculture, and plays an important role in the construction of the new socialist countryside. Village-run cooperatives is one of the main types of farmers' professional cooperatives, which realizes the combination of village organizations and cooperatives, and plays an active role in promoting village collectives and villagers' income. In the investigation of farmers' professional cooperatives run by many villages in Boxing County, it is found that there will be contradictions and conflicts between village cadres and farmers' professional cooperatives due to ideological understanding and other reasons. Grass-roots governments also have many shortcomings in promoting the development of cooperatives. Therefore, it is necessary to analyze these problems and take targeted measures to promote the healthy development of village farmers' specialized cooperatives.
