【摘要】：近年來,我國(guó)糧食產(chǎn)量逐年增加,實(shí)現(xiàn)了罕有的十連增,很多人覺得我國(guó)糧食生產(chǎn)一片大好,不用擔(dān)心�？墒羌Z食生產(chǎn)卻面臨著諸多的制約因素,人們熟知的人地矛盾一直存在,被拋荒的耕地更是連年增多,大量的農(nóng)村青壯年進(jìn)城打工賺錢,導(dǎo)致大面積的耕地被拋荒,威脅我國(guó)糧食安全。因此各地方都在探索解決問題的方法,就在這種情況下,浙江紹興、湖南益陽等地推出了土地信托流轉(zhuǎn)政策,進(jìn)行了試點(diǎn)活動(dòng)。尤其是湖南益陽在2009年,在總結(jié)了浙江紹興經(jīng)驗(yàn)的基礎(chǔ)上推出了具有益陽特色的土地信托流轉(zhuǎn)政策,歷經(jīng)5年時(shí)間的試點(diǎn),是時(shí)候檢驗(yàn)該政策的成果,并且總結(jié)經(jīng)驗(yàn),否存在新的問題,應(yīng)該怎樣解決,因此本文的研究具有重要的現(xiàn)實(shí)意義。本文的結(jié)構(gòu)內(nèi)容是在介紹研究背景研究意義以及國(guó)內(nèi)外對(duì)于糧食生產(chǎn)和土地信托流轉(zhuǎn)相關(guān)理論基礎(chǔ)上,首先分析了土地信托流轉(zhuǎn)對(duì)我國(guó)糧食生產(chǎn)的影響渠道,即通過科學(xué)技術(shù)、自然條件和其他人口經(jīng)濟(jì)政策渠道對(duì)我國(guó)糧食生產(chǎn)產(chǎn)生影響。其次介紹了我國(guó)土地信托流轉(zhuǎn)和糧食生產(chǎn)的基本情況出發(fā)以及土地信托流轉(zhuǎn)的優(yōu)勢(shì)。再次,以益陽為案例,介紹了益陽試行土地信托流轉(zhuǎn)的背景、運(yùn)作方式、特點(diǎn)以及對(duì)糧食生產(chǎn)產(chǎn)生的影響。再次,采用橫縱向?qū)Ρ鹊姆椒▽?duì)“益陽模式”產(chǎn)生的影響進(jìn)行檢驗(yàn),橫向上與在經(jīng)濟(jì),人口、交通等各方面較為相似的懷化市進(jìn)行對(duì)比,縱向上以流轉(zhuǎn)前和流轉(zhuǎn)后進(jìn)行對(duì)比分析,結(jié)果發(fā)現(xiàn)土地信托流轉(zhuǎn)對(duì)我國(guó)糧食生產(chǎn)具有很大的正向影響。表現(xiàn)為促進(jìn)了我國(guó)糧食生產(chǎn)的機(jī)械化水平,減少了耕地的拋面積,提高了糧食生產(chǎn)的規(guī)模,轉(zhuǎn)移了農(nóng)村剩余的勞動(dòng)力,促進(jìn)了糧食生產(chǎn)過程中農(nóng)藥化肥的合理使用,從而提高了我國(guó)糧食生產(chǎn)的效率,保護(hù)了農(nóng)村的生活環(huán)境,有利于提高糧食食用的安全性�？傊欣谖覈�(guó)現(xiàn)代化農(nóng)業(yè)的發(fā)展。最后,得出了結(jié)論,指出了在這一過程中可能存在的問題,并就此提出了相關(guān)的政策建議。
[Abstract]:In recent years, China's grain production has increased year by year, achieving a rare 10 consecutive increase, many people think that China's grain production is excellent, do not worry. However, grain production is faced with many restrictive factors. The well-known contradiction between people and land has always existed, the abandoned arable land has been increasing year after year, and a large number of young and middle-aged rural people are working in cities to earn money, leading to the abandonment of a large area of cultivated land. It threatens the food security of our country. In this case, Shaoxing, Zhejiang, Yiyang, Hunan and other places have launched the land trust transfer policy and carried out pilot activities. Especially in 2009, Hunan Yiyang put forward the land trust transfer policy with Yiyang characteristics on the basis of summing up Zhejiang Shaoxing's experience. After five years of trial, it is time to test the results of the policy and sum up the experience. Whether there are new problems and how to solve them, so the study of this paper has important practical significance. Based on the introduction of the research background and the related theories of grain production and land trust circulation at home and abroad, this paper first analyzes the influence channels of land trust circulation on grain production in China, that is, through science and technology. Natural conditions and other population economic policy channels have an impact on China's grain production. Secondly, it introduces the basic situation of land trust circulation and grain production in China and the advantages of land trust circulation. Thirdly, taking Yiyang as an example, this paper introduces the background, operation mode, characteristics and impact on grain production of Yiyang trial land trust circulation. Thirdly, using the method of horizontal and vertical contrast to test the influence of "Yiyang Model", and compare it horizontally with Huaihua City, which is similar in economy, population, transportation and so on. The results show that the circulation of land trust has a great positive effect on grain production in China. It has promoted the mechanization of grain production in our country, reduced the throwing area of cultivated land, increased the scale of grain production, transferred the surplus labor force in rural areas, and promoted the rational use of pesticides and fertilizers in the course of grain production. Therefore, it improves the efficiency of grain production, protects the living environment in rural areas and improves the safety of food consumption. In short, it is conducive to the development of modern agriculture in China. Finally, the paper draws a conclusion, points out the possible problems in the process, and puts forward some relevant policy suggestions.
