【摘要】：“三農(nóng)”問(wèn)題對(duì)于我國(guó)全面建設(shè)小康社會(huì)至關(guān)重要,而培養(yǎng)一支結(jié)構(gòu)合理且又兼具數(shù)量與質(zhì)量的農(nóng)村科技人才隊(duì)伍,是三農(nóng)問(wèn)題解決的重要方面。當(dāng)前形勢(shì)下,推進(jìn)新農(nóng)村建設(shè),迫切需要高質(zhì)量的農(nóng)村科技人才隊(duì)伍。同時(shí),數(shù)量充足且結(jié)構(gòu)合理的農(nóng)村科技人才隊(duì)伍,也能夠保障新農(nóng)村的建設(shè)。經(jīng)過(guò)一段時(shí)間的培養(yǎng)與建設(shè),農(nóng)村科技人才隊(duì)伍建設(shè)已經(jīng)取得了令人可喜的成果。但是在這些成果的背后仍然隱藏著一些薄弱環(huán)節(jié),這些薄弱的環(huán)節(jié)與新農(nóng)村的建設(shè)不適應(yīng)、不符合。千里之堤潰于蟻穴,薄弱環(huán)節(jié)制約著農(nóng)村經(jīng)濟(jì)社會(huì)的發(fā)展,同時(shí)也對(duì)社會(huì)的和諧穩(wěn)定構(gòu)成隱患。確保經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展,保證農(nóng)村社會(huì)環(huán)境的穩(wěn)定,必須解決這些薄弱環(huán)節(jié)。由于歷史與地域的原因,我國(guó)各地的經(jīng)濟(jì)發(fā)情情況各不相同,社會(huì)發(fā)展也層次不齊。因而各地的農(nóng)村科技人才在數(shù)量與質(zhì)量上也各不相同,各具特色。新時(shí)期下,我國(guó)先后提出了建設(shè)新農(nóng)村、構(gòu)建社會(huì)主義和諧社會(huì)的重大歷史使命。這對(duì)“三農(nóng)”即時(shí)機(jī)遇,也是挑戰(zhàn)。推進(jìn)新農(nóng)村建設(shè),維持農(nóng)村社會(huì)的穩(wěn)定與繁榮,關(guān)鍵在于能否探索一條符合當(dāng)?shù)貙?shí)際的農(nóng)村科技人才培養(yǎng)道路。本文以棲霞市的農(nóng)村科技人才作為研究對(duì)象,通過(guò)層次分析法、模糊綜合評(píng)價(jià)法、SWOT分析等方法,發(fā)現(xiàn)目前棲霞市面臨農(nóng)村科技人才總量不足、結(jié)構(gòu)比例失調(diào)、文化素質(zhì)偏低、區(qū)域分布不均衡和帶動(dòng)作用發(fā)揮不夠等五個(gè)方面的問(wèn)題。通過(guò)對(duì)問(wèn)題與制約因素的分析,結(jié)合棲霞市的當(dāng)?shù)厍闆r,提出了四種符合棲霞市實(shí)際情況的農(nóng)村科技人才培養(yǎng)模式。在借鑒國(guó)內(nèi)外經(jīng)驗(yàn)的基礎(chǔ)上,針對(duì)棲霞市的農(nóng)村科技人才培養(yǎng)現(xiàn)狀,提出了五條建議:首先,優(yōu)化農(nóng)村科技人才施展才能的環(huán)境;其次,加強(qiáng)對(duì)農(nóng)村人才隊(duì)伍建設(shè)的領(lǐng)導(dǎo)工作;第三,健全農(nóng)村人才隊(duì)伍建設(shè)運(yùn)行機(jī)制;第四,加強(qiáng)教育培訓(xùn),提高勞動(dòng)者素質(zhì);第五,加大農(nóng)村人才隊(duì)伍建設(shè)的資金投入。
[Abstract]:The problem of "agriculture, countryside and farmers" is very important for building a well-off society in an all-round way in our country. It is an important aspect to solve the problem of "agriculture, countryside and farmers" to cultivate a contingent of rural scientific and technological talents with reasonable structure and both quantity and quality. Under the current situation, the promotion of new rural construction, the urgent need for high-quality rural scientific and technological personnel. At the same time, the number and reasonable structure of rural scientific and technological personnel can also ensure the construction of new countryside. After a period of training and construction, the construction of rural scientific and technological personnel has achieved gratifying results. But behind these achievements there are still some weak links, which are not suitable for the construction of new countryside. The levee of thousands of miles crumbles in the nest, which restricts the development of rural economy and society, and also poses a hidden danger to the harmony and stability of the society. These weak links must be solved to ensure the sustainable and healthy development of economy and society and the stability of rural social environment. Due to the historical and regional reasons, the economic estrus situation is different and the social development level is uneven. As a result, the number and quality of rural science and technology personnel are different and have their own characteristics. In the new period, our country has put forward the great historical mission of constructing new countryside and constructing socialist harmonious society. This to the "three rural" immediate opportunities, is also a challenge. To promote the construction of the new countryside and maintain the stability and prosperity of the rural society, the key lies in whether we can explore a rural scientific and technological talents training road which accords with the local reality. This paper takes the rural scientific and technological talents of Qixia city as the research object, through the analytic hierarchy process, fuzzy comprehensive evaluation method and SWOT analysis and other methods, found that Qixia is faced with the shortage of rural science and technology talents, the imbalance of the structure, and the low cultural quality. The regional distribution is unbalanced and the driving effect is not enough. By analyzing the problems and restricting factors and combining the local conditions of Qixia City, this paper puts forward four kinds of rural scientific and technological talents training models which accord with the actual situation of Qixia City. Based on the experience at home and abroad, this paper puts forward five suggestions for the cultivation of rural scientific and technological talents in Qixia: firstly, to optimize the environment for the development of rural scientific and technological talents, secondly, to strengthen the leadership work for the construction of rural talents; Third, improve the construction and operation mechanism of rural talents; fourth, strengthen education and training to improve the quality of workers; fifth, increase the capital input for the construction of rural talents.
