【摘要】：隨著我國(guó)經(jīng)濟(jì)的不斷發(fā)展,龐大的人口壓力使資源和環(huán)境長(zhǎng)期處于超負(fù)荷狀態(tài),三者之間的矛盾更加尖銳,河南省作為我國(guó)重要的農(nóng)業(yè)大省和人口大省,農(nóng)業(yè)形勢(shì)也不容樂(lè)觀,其發(fā)展面臨著嚴(yán)峻的挑戰(zhàn):要實(shí)現(xiàn)農(nóng)業(yè)優(yōu)質(zhì)高產(chǎn),確保國(guó)家農(nóng)業(yè)安全;要實(shí)現(xiàn)農(nóng)村經(jīng)濟(jì)又好又快發(fā)展,確保農(nóng)村繁榮穩(wěn)定;要實(shí)現(xiàn)農(nóng)民收入水平不斷提高,確保農(nóng)民早日步入小康社會(huì)。這些問(wèn)題的解決需要對(duì)河南省農(nóng)業(yè)發(fā)展進(jìn)行深刻的反思,改變過(guò)去農(nóng)業(yè)發(fā)展的老路。而綠色循環(huán)農(nóng)業(yè)作為一種新的農(nóng)業(yè)發(fā)展模式,在追求農(nóng)業(yè)總量增長(zhǎng)的條件下更加注重農(nóng)業(yè)產(chǎn)出的無(wú)污染、農(nóng)業(yè)廢棄物的再利用、農(nóng)產(chǎn)品的綠色有機(jī),更加符合未來(lái)農(nóng)業(yè)發(fā)展趨勢(shì)和廣大人民群眾的根本利益,具有極強(qiáng)的生命力。因此,推動(dòng)綠色循環(huán)農(nóng)業(yè)理論研究對(duì)解決當(dāng)前河南省面臨的農(nóng)業(yè)發(fā)展難題具有重要的現(xiàn)實(shí)意義。本文立足于河南省綠色循環(huán)農(nóng)業(yè)發(fā)展中存在的問(wèn)題,通過(guò)對(duì)其現(xiàn)狀的分析,總結(jié)出了當(dāng)前綠色循環(huán)農(nóng)業(yè)發(fā)展面臨的難題,并針對(duì)這些問(wèn)題,提出了對(duì)策性建議。文章共分五個(gè)部分。第一部分:引言。主要介紹了選題的依據(jù),研究的目的和意義,國(guó)內(nèi)外研究綜述以及研究思路方法和本文的創(chuàng)新之處。第二部分:綠色循環(huán)農(nóng)業(yè)的相關(guān)理論概述。包括綠色循環(huán)農(nóng)業(yè)產(chǎn)生的歷史背景、綠色循環(huán)農(nóng)業(yè)的定義、特征及發(fā)展的重要意義。第三部分:河南省綠色循環(huán)農(nóng)業(yè)發(fā)展現(xiàn)狀分析。首先介紹了河南省綠色循環(huán)農(nóng)業(yè)禹州示范園建設(shè)狀況,其次提出了綠色循環(huán)農(nóng)業(yè)的發(fā)展趨勢(shì)及總體思路,然后分析了河南省綠色循環(huán)農(nóng)業(yè)存在的問(wèn)題。第四部分:河南省綠色循環(huán)農(nóng)業(yè)發(fā)展中主要問(wèn)題的成因分析。從政府、企業(yè)、公眾這三個(gè)層面進(jìn)行分析。第五部分:發(fā)展綠色循環(huán)農(nóng)業(yè)的對(duì)策建議。針對(duì)上面提出的問(wèn)題,并借鑒省內(nèi)外成功經(jīng)驗(yàn)提出了解決對(duì)策,以期能更好的促進(jìn)河南省綠色循環(huán)農(nóng)業(yè)的發(fā)展,進(jìn)而對(duì)我國(guó)農(nóng)業(yè)發(fā)展做出貢獻(xiàn)。
[Abstract]:With the continuous development of our economy, the huge population pressure causes the resources and the environment to be overloaded for a long time. The contradiction between the three is more acute. As an important agricultural province and a large population province in our country, the agricultural situation of Henan Province is not optimistic. Its development is faced with severe challenges: to achieve high quality and high yield of agriculture, to ensure national agricultural security, to achieve good and rapid development of rural economy, to ensure rural prosperity and stability, to achieve the continuous improvement of farmers' income, Ensure that farmers enter a well-off society at an early date. To solve these problems, we should reflect deeply on the agricultural development of Henan Province and change the old way of agricultural development in the past. As a new mode of agricultural development, green circular agriculture pays more attention to the non-pollution of agricultural output, the reuse of agricultural wastes, and the green organic of agricultural products under the condition of pursuing the growth of total agricultural output. More in line with the future trend of agricultural development and the fundamental interests of the masses, with strong vitality. Therefore, it is of great practical significance to promote the theoretical research of green circular agriculture to solve the problem of agricultural development in Henan Province. Based on the problems existing in the development of green circular agriculture in Henan Province, this paper summarizes the problems facing the development of green circular agriculture through the analysis of its present situation, and puts forward some countermeasures for these problems. The article is divided into five parts. The first part: introduction. This paper mainly introduces the basis of the topic, the purpose and significance of the research, the summary of domestic and foreign research, the research methods and the innovation of this paper. The second part: the related theories of green circular agriculture. It includes the historical background of green circular agriculture, the definition, characteristics and significance of development of green circular agriculture. The third part: Henan Province green circulation agriculture development present situation analysis. This paper first introduces the construction situation of Yuzhou demonstration garden of green circular agriculture in Henan Province, then puts forward the development trend and general idea of green circular agriculture, and then analyzes the existing problems of green circular agriculture in Henan Province. The fourth part: the causes of the main problems in the development of green circular agriculture in Henan Province. From the government, enterprises, the public these three levels of analysis. Part V: countermeasures and suggestions for the development of green circular agriculture. In view of the above problems, and draw lessons from the successful experience of the province and put forward solutions, in order to better promote the development of green circular agriculture in Henan Province, and then contribute to the development of agriculture in China.
