【摘要】：民以食為天,食以糧為先。糧食生產(chǎn)不僅關(guān)系一個國家的國計民生,更關(guān)系著一個國家經(jīng)濟(jì)的命脈和社會穩(wěn)定。截止到2017年湖北省的一號文件已經(jīng)連續(xù)14年關(guān)注“三農(nóng)”問題了。近幾年的中央一號文件將“三農(nóng)”問題的重點(diǎn)逐漸轉(zhuǎn)向了“農(nóng)村金融” :2014年中央一號文件指出要加快農(nóng)村金融制度創(chuàng)新;2015年中央一號文件指出要推進(jìn)農(nóng)村金融制度改革;2016年中央一號文件指出要推進(jìn)金融資源更多向農(nóng)村傾斜;2017年中央一號文件指出要推進(jìn)農(nóng)村金融創(chuàng)新。中央一號文件連續(xù)13年都涉及農(nóng)村金融主題,這充分說明農(nóng)村金融對農(nóng)村經(jīng)濟(jì)的發(fā)展的重要推動作用,特別是對農(nóng)村生產(chǎn)建設(shè)的巨大支持作用。糧食生產(chǎn)作為農(nóng)村經(jīng)濟(jì)的基礎(chǔ),是對農(nóng)村經(jīng)濟(jì)乃至整個國民經(jīng)濟(jì)的發(fā)展有著巨大的支持作用。糧食生產(chǎn)的水平提升和產(chǎn)能提升離不開我國農(nóng)村金融體系的支持,特別是我國農(nóng)村金融資源的更多傾斜。湖北省是我國華中地區(qū)重要的糧食生產(chǎn)大省,糧食生產(chǎn)被省委省政府高度重視,但是必須清醒地看到,農(nóng)業(yè)仍然是國民經(jīng)濟(jì)的薄弱環(huán)節(jié),隨著工業(yè)化和城鎮(zhèn)化的推進(jìn),但仍然面臨繼續(xù)穩(wěn)定增產(chǎn)難度加大的新問題。因此研究農(nóng)村金融支持對糧食主產(chǎn)區(qū)農(nóng)戶糧食生產(chǎn)的支持力度與問題特別是針對于湖北省湖北省中部的糧食生產(chǎn)基地的區(qū)域性研究具有十分重要的理論意義與現(xiàn)實(shí)意義。(1)緒論部分。本部分主要闡述本研究的研究背景、研究目的及意義、國內(nèi)外研究現(xiàn)狀、研究內(nèi)容與難點(diǎn)、研究方法與技術(shù)路線、主要創(chuàng)新點(diǎn)和不足等內(nèi)容。(2)相關(guān)理論基礎(chǔ)與概念。本部分首先對“農(nóng)村金融支持理論”,“糧食生產(chǎn)相關(guān)金融支持理論”等相關(guān)理論進(jìn)行重點(diǎn)闡述;其次對“農(nóng)村金融”“糧食生產(chǎn)”等概念進(jìn)行簡要闡述和界定為進(jìn)一步分析研究提供充足的理論依據(jù)。(3)湖北省農(nóng)村金融支持糧食生產(chǎn)現(xiàn)狀的分析。本部分采用問卷調(diào)查法和文獻(xiàn)研究法對比分析了湖北省金融支持糧食生產(chǎn)的現(xiàn)狀,并通過對湖北省金融支持的相關(guān)政策概述、湖北省農(nóng)村金融機(jī)構(gòu)概況以及湖北省農(nóng)村金融支持糧食生產(chǎn)的現(xiàn)狀以及為探尋促進(jìn)湖北省農(nóng)村金融發(fā)展支持糧食增產(chǎn)、農(nóng)民增收的新路徑提供現(xiàn)實(shí)數(shù)據(jù)和基礎(chǔ)支撐(4)湖北省農(nóng)村金融發(fā)展對糧食生產(chǎn)支持的實(shí)證研究。本部分從實(shí)證分析湖北省農(nóng)村金融支持糧食生產(chǎn)的投資方式對糧食產(chǎn)量的相關(guān)關(guān)系入手探究湖北省農(nóng)村金融支持糧食生產(chǎn)的方式對糧食產(chǎn)量的影響和為探究農(nóng)村金融支持湖北省糧食增產(chǎn)提供實(shí)證依據(jù)和支撐。(5)國外農(nóng)村金融發(fā)展支持糧食生產(chǎn)的政策總結(jié)和啟示。本部分通過對國外支持糧食生產(chǎn)的農(nóng)村金融體系分析了美國、墨西哥、法國、日本、印度等五個國家農(nóng)村金融支持糧食生產(chǎn)的政策和體制得到了對我國農(nóng)村金融發(fā)展支持糧食生產(chǎn)的政策啟示,為優(yōu)化湖北省農(nóng)村金融支持糧食生產(chǎn)的政策提供參考。(6)相關(guān)結(jié)論與建議。本部分在以上實(shí)證分析了湖北省農(nóng)村金融支持糧食生產(chǎn)的不同投資方式的基礎(chǔ)上結(jié)合對國外農(nóng)村金融支持糧食生產(chǎn)的政策總結(jié)和啟示提出了優(yōu)化湖北省農(nóng)村金融支持糧食生產(chǎn)政策和提出促進(jìn)湖北省農(nóng)村金融發(fā)展支持糧食增產(chǎn)以及農(nóng)民增收的相關(guān)對策和建議。
[Abstract]:The grain production is not only related to the national economy and the people's livelihood of a country, but also the lifeblood and social stability of a national economy. By the end of 2017, the No. 1 document of Hubei province has been paying attention to the "three rural" issue for 14 years. "Rural finance": in 2014, the central No. 1 document pointed out to accelerate the innovation of the rural financial system; in 2015, the central No. 1 document pointed out the reform of the rural financial system. In 2016, the central No. 1 document pointed out that the financial resources should be pushed forward more to the rural areas. In 2017, the central No. 1 article pointed out that the rural financial innovation should be promoted. It has been involved in the rural financial theme for 13 consecutive years, which fully illustrates the important role of rural finance in the development of rural economy, especially the huge support for rural production and construction. As the basis of the rural economy, grain production has a huge support for the development of the rural economy and the whole national economy. The level promotion and the capacity promotion can not be separated from the support of the rural financial system in China, especially in China's rural financial resources. Hubei province is an important grain production province in Central China. Grain production has been highly valued by the provincial government, but it must be soberly aware that agriculture is still the weak link of the national economy. With the promotion of industrialization and urbanization, it is still faced with the new problem of increasing difficulty in increasing production and increasing production. Therefore, it is of great theoretical significance to study the support and problems of rural financial support to grain production in the main grain producing areas, especially for the regional study of the grain production base in the central part of Hubei province of Hubei province. Practical significance. (1) introduction part. This part mainly expounds the research background, purpose and significance of the research, research status at home and abroad, research contents and difficulties, research methods and technical routes, main innovation points and shortcomings. This part adopts the questionnaire survey method and literature research The present situation of financial support for grain production in Hubei province is compared and analyzed, and through an overview of relevant policies on financial support in Hubei Province, the general situation of rural financial institutions in Hubei province and the status of rural financial support for grain production in Hubei Province, as well as the new path for exploring the increase of farmers' income in order to promote the development of rural financial development in Hubei province. This part from the empirical analysis of the relationship between the investment mode of rural financial support for grain production in Hubei province and the correlation of grain production to explore the effect of rural financial support to grain production in Hubei province and to explore the effect of the grain production. The policy and system have obtained the policy enlightenment to the rural financial development in support of grain production in China, and provide reference for optimizing the policy of rural financial support for grain production in Hubei province. The policy summary and Enlightenment of rural financial support for grain production put forward the policies to optimize the rural financial support for grain production in Hubei province and put forward the relevant countermeasures and suggestions to promote the rural financial development in Hubei province to increase the grain production and increase the farmers' income.
