【摘要】：德國重視立法,為農(nóng)村人力資源開發(fā)提供重要保障,引導社會各方力量積極參與職業(yè)教育和培訓及利用經(jīng)濟手段鼓勵企業(yè)與農(nóng)民參與培訓;美國大力推動農(nóng)村人力資源立法,設(shè)置專門的管理機構(gòu),設(shè)立了長效的財政投入機制;韓國制定人力資源開發(fā)法律法規(guī)體系,設(shè)立專門的農(nóng)村人力資源開發(fā)主管機構(gòu),設(shè)立教育高投入財政制度,積極吸收社會資本發(fā)展韓國教育,高度重視思想教育。國外農(nóng)村人力資源開發(fā)經(jīng)驗對我國的啟示:從法律層面為農(nóng)村人力資源的開發(fā)提供重要保障;由專業(yè)機構(gòu)管理農(nóng)村人力資源開發(fā);政府通過財政投入和信息支持來推動農(nóng)村人力資源開發(fā);學校、企業(yè)、社會是農(nóng)村人力資源開發(fā)中不容忽視的重要力量;引導和支持農(nóng)民專業(yè)組織、行業(yè)協(xié)會以及農(nóng)民參與農(nóng)村人力資源開發(fā);建立起集教育、科研與推廣為一體的農(nóng)業(yè)科技教育體系;農(nóng)村人力資源開發(fā)要以生產(chǎn)、就業(yè)及市場為導向。
[Abstract]:Germany attaches importance to legislation, provides an important guarantee for the development of rural human resources, guides all sectors of society to actively participate in vocational education and training, and uses economic means to encourage enterprises and farmers to participate in training. South Korea has set up a legal and regulatory system for the development of human resources, set up specialized institutions in charge of human resources development in rural areas, and set up a financial system for high investment in education. Actively absorb social capital to develop Korean education and attach great importance to ideological education. The enlightenment of foreign rural human resources development experience to our country: to provide important guarantee for the development of rural human resources from the legal level, to manage the development of rural human resources by professional institutions; The government promotes the development of rural human resources through financial input and information support; schools, enterprises and society are important forces that can not be ignored in the development of rural human resources; guide and support professional organizations of farmers, Trade associations and farmers participate in the development of rural human resources; set up a system of agricultural science and technology education that integrates education, scientific research and extension; the development of rural human resources should be guided by production, employment and market.
