【摘要】：在農(nóng)地大規(guī)模流轉(zhuǎn)背景下,采取保護性耕作技術(shù)并增加農(nóng)戶農(nóng)地投資對于農(nóng)地質(zhì)量和糧食安全意義重大�；诤邶埥⒑幽�、浙江和四川4省農(nóng)戶調(diào)查數(shù)據(jù),以秸稈還田單位面積投資作為保護性耕作投資指標,采用兩步法IV-Tobit模型,分析不同農(nóng)地類型農(nóng)戶對保護性耕作投資的影響,并進一步研究影響農(nóng)戶對轉(zhuǎn)入地投資的因素,從而探討產(chǎn)權(quán)因素在保護性耕作投資決策中的作用。結(jié)果表明,樣本農(nóng)戶的農(nóng)地流轉(zhuǎn)面積占比高達86.09%,發(fā)生農(nóng)地流轉(zhuǎn)的農(nóng)戶數(shù)占比也高達71.15%。土地流轉(zhuǎn)契約具有以口頭形式為主、約定年限短的特點。農(nóng)戶對保護性耕作投資仍處于低水平狀態(tài),農(nóng)戶在自有地上的投資略高于在轉(zhuǎn)入地上的投資,多投5.25元/hm2;農(nóng)戶在轉(zhuǎn)入地上進行秸稈還田保護性耕作投資比在自有地上少。此外,契約形式、是否約定年限、戶主年齡、農(nóng)戶對政策了解程度、家庭勞動力數(shù)目、轉(zhuǎn)出戶是否要求土壤肥力保持對農(nóng)戶在轉(zhuǎn)入地上的投資有顯著的影響�；诖�,提出完善土地流轉(zhuǎn)機制,規(guī)范土地流轉(zhuǎn)進程;做好保護性耕作的投資收益評價工作,以便為農(nóng)戶提供精準的農(nóng)業(yè)補貼;做好政策宣傳工作,增強農(nóng)戶保護耕地的意識等政策建議。
[Abstract]:Under the background of large-scale agricultural land transfer, it is of great significance to adopt conservation tillage technology and increase farm land investment for agricultural land quality and grain security. Based on the survey data of 4 provinces in Heilongjiang, Henan, Zhejiang and Sichuan, the two step method IV-Tobit model is used to analyze the unit area investment of straw returning as a protective tillage investment index. The influence of farmers on different farmland types on the investment of conservation tillage, and further research on the factors affecting farmers' investment in the transferred land, and then discuss the role of property right factors in the decision-making of conservation tillage investment. The results show that the proportion of the land circulation area of the sample farmers is up to 86.09%, and the proportion of the number of farmers in the farmland circulation is also up to 71.15%. The land transfer contract is characterized by the oral form and the short fixed number of years. The farmers' investment in conservation tillage is still at a low level, and the investment of farmers on their own land is slightly higher than the investment on the transfer to the ground, and 5.25 yuan /hm2 is more invested. The form of contract, the age of the household, the age of the household, the degree of farmers' understanding of the policy, the number of household labor, and whether the transfer of soil fertility to the investment of the farmers in the transfer to the ground is significant. Based on this, the paper proposes to improve the mechanism of land transfer, standardize the process of land transfer, and do a good job of evaluating the investment income of conservation tillage. In order to provide farmers with accurate agricultural subsidies, do policy propaganda work and enhance farmers' awareness of farmland protection.
