【摘要】：實(shí)現(xiàn)扶貧治理現(xiàn)代化是脫貧攻堅工作的更高要求,需要準(zhǔn)確把握適度普惠的理念初步形成、多元主體的共責(zé)機(jī)制趨于完善、"美好生活"成為脫貧攻堅共識等扶貧開發(fā)的階段性特征,從黨的核心的認(rèn)同化、公共服務(wù)的均等化、收入分配的合理化和政策體系的科學(xué)化四個方面建構(gòu)扶貧治理現(xiàn)代化目標(biāo)實(shí)現(xiàn)框架。同時應(yīng)關(guān)注扶貧治理過程中的外部資源"強(qiáng)制嵌入"、扶貧開發(fā)"運(yùn)動異化"和工作推進(jìn)"盲目跟風(fēng)"三種傾向,重視鄉(xiāng)村價值發(fā)現(xiàn)和本土資源利用,重視系統(tǒng)資源整合和脫貧長效機(jī)制完善,重視扶貧開發(fā)形勢的理性研判和實(shí)踐探索,以進(jìn)一步推進(jìn)反貧困事業(yè)和促進(jìn)社會發(fā)展,增進(jìn)民眾福祉。
[Abstract]:To realize the modernization of poverty alleviation and governance is a higher requirement for efforts to overcome poverty and tackle key problems. We need to accurately grasp the idea of moderate universality. The mechanism of mutual responsibility of multiple subjects tends to be perfected, "good life" becomes the stage characteristic of poverty alleviation and development, such as the consensus on getting rid of poverty, and so on, from the party's core identity, the equalization of public service, etc. The rationalization of income distribution and the scientization of policy system construct the framework of modernization of poverty alleviation and governance. At the same time, we should pay attention to the three tendencies of "compulsory embedding" of external resources in the process of poverty alleviation and governance, "alienation of the movement" and "blindly following the trend" in poverty alleviation and development, and attach importance to the discovery of rural value and the utilization of local resources. Attention should be paid to the integration of systematic resources and the perfection of the long-term mechanism for poverty alleviation, and to the rational study and practical exploration of the situation of poverty alleviation and development, in order to further advance the cause of anti-poverty, promote social development and promote the well-being of the people.
