【摘要】：家庭農(nóng)場的形成在很大程度上加快了現(xiàn)代農(nóng)業(yè)發(fā)展的進程,作為農(nóng)業(yè)生產(chǎn)的一種重要的組織形式,其優(yōu)勢在于:農(nóng)業(yè)生產(chǎn)規(guī)模不斷擴大,資源得到優(yōu)化配置,集約化的生產(chǎn)形勢大大提高了勞動生產(chǎn)率,商品產(chǎn)出量快速增長。從而實現(xiàn)了農(nóng)民增收、經(jīng)濟效益和社會效益齊增長的成效。同時,家庭農(nóng)場的組織形式改變了傳統(tǒng)農(nóng)業(yè)生產(chǎn)的規(guī)模小、種類雜、管理難的局面。近幾年,長春市地區(qū)農(nóng)業(yè)取得了顯著的成績,也在一定程度上帶動了周邊地區(qū)農(nóng)村經(jīng)濟的發(fā)展,家庭農(nóng)場生產(chǎn)模式在長春市農(nóng)業(yè)發(fā)展中起到了重要的促進作用。然而,在家庭農(nóng)場發(fā)展的進程中,也面臨一些問題,如:農(nóng)民素質(zhì)普遍偏低、對于家庭農(nóng)場認識不足,土地流轉(zhuǎn)受到阻礙,家庭農(nóng)場的概念模糊,地區(qū)間家庭農(nóng)場形成標準不統(tǒng)一,這些問題在一定程度上制約了長春市家庭農(nóng)場的發(fā)展。本研究通過對長春市、農(nóng)安縣、德惠市、九臺市、榆樹市等地區(qū)走訪,梳理出長春市家庭農(nóng)場在發(fā)展過程中面臨的問題,并結(jié)合國內(nèi)外家庭農(nóng)場發(fā)展的成功經(jīng)驗,針對問題提出相應對策:明確認定標準、完善土地流轉(zhuǎn)制度、加強資金支持、加強新型職業(yè)農(nóng)民的培訓、完善農(nóng)村社會化保障制度、健全農(nóng)業(yè)社會化服務體系、增強政府扶持力度。
[Abstract]:The formation of family farms speeds up the development of modern agriculture to a large extent. As an important organizational form of agricultural production, its advantages lie in the continuous expansion of the scale of agricultural production and the optimal allocation of resources. Intensive production situation has greatly improved labor productivity, rapid growth in commodity output. Thus realized the farmer to increase the income, the economic efficiency and the social benefit increases simultaneously the effect. At the same time, the organizational form of family farm has changed the situation of small scale, various kinds and difficult management of traditional agricultural production. In recent years, Changchun region agriculture has made remarkable achievements, but also to a certain extent to promote the development of rural economy in the surrounding areas, family farm production model in Changchun agricultural development has played an important role in promoting. However, in the process of family farm development, there are also some problems, such as the low quality of farmers, the lack of understanding of family farms, the obstruction of land transfer, and the vague concept of family farms. The development of family farm in Changchun is restricted to some extent. Through visiting Changchun City, Nong'an County, Dehui City, Jiutai City, Yushu City and so on, this study combs out the problems faced by family farms in Changchun City in the process of development, and combines the successful experiences of family farms development at home and abroad. To solve the problems, the author puts forward the following countermeasures: defining the standard clearly, perfecting the land circulation system, strengthening the fund support, strengthening the training of the new type of professional farmers, perfecting the rural socialized security system, and perfecting the agricultural socialization service system. Strengthen government support.
