【摘要】：選舉權(quán)是我國公民的一項基本政治權(quán)利,具有普遍性、平等性。選舉權(quán)的保障程度是衡量一個國家文明程度和民主化程度的重要標(biāo)準(zhǔn)。我國選舉法設(shè)立了許多具體規(guī)則,保障了公民選舉權(quán)的行使。然而,隨著我國由農(nóng)耕文明向工業(yè)文明的過渡以及城市化進(jìn)程的加快,農(nóng)村剩余勞動力轉(zhuǎn)移的規(guī)模不斷擴(kuò)大,轉(zhuǎn)移人數(shù)也在不斷增加。勞動力是人類社會發(fā)展過程中最寶貴的資源,在促進(jìn)經(jīng)濟(jì)社會發(fā)展過程中發(fā)揮著極其重要的作用,因此,勞動力資源充分合理的利用也就成為各個國家經(jīng)濟(jì)發(fā)展過程中所追求的重要目標(biāo)。農(nóng)村剩余勞動力合理有序的轉(zhuǎn)移不僅是農(nóng)村經(jīng)濟(jì)發(fā)展的需要,而且也是促進(jìn)農(nóng)民增收和緩解貧困的有效途徑,同時,農(nóng)村剩余勞動力向非農(nóng)產(chǎn)業(yè)轉(zhuǎn)移也是農(nóng)村經(jīng)濟(jì)發(fā)展和農(nóng)村現(xiàn)代化過程中出現(xiàn)的必然現(xiàn)象,是世界各國經(jīng)濟(jì)發(fā)展過程中的共有現(xiàn)象。而在選舉實踐中,勞動力轉(zhuǎn)移人員選舉權(quán)的行使和被選舉權(quán)的實現(xiàn)陷入了層層困境,并導(dǎo)致與選舉制度產(chǎn)生了強(qiáng)烈的沖突和矛盾,給選舉制度體系及其運作帶來了新的問題,直接影響到選舉的結(jié)果和質(zhì)量。因此,我們應(yīng)采取有效措施,推進(jìn)選舉法修改和完善,開拓民主選舉的新道路的。
[Abstract]:The right to vote is a basic political right of our citizens, with universality and equality. The degree of protection of the right to vote is an important standard to measure the civilization and democratization of a country. China's electoral law has set up many specific rules to guarantee the exercise of citizens' right to vote. However, with the transition from farming civilization to industrial civilization and the acceleration of urbanization, the scale of rural surplus labor transfer is expanding and the number of transfer is increasing. Labor force is the most precious resource in the process of human social development and plays an extremely important role in promoting economic and social development. Full and reasonable utilization of labor resources has become an important goal in the process of economic development of various countries. The rational and orderly transfer of rural surplus labor force is not only the need of rural economic development, but also an effective way to promote farmers' income and alleviate poverty, at the same time, The transfer of rural surplus labor to non-agricultural industries is also an inevitable phenomenon in the process of rural economic development and rural modernization, and is a common phenomenon in the process of economic development of all countries in the world. However, in the practice of election, the exercise of the right to vote and the realization of the right to stand for election of the labor force transfer personnel have fallen into various difficulties, which have led to strong conflicts and contradictions with the electoral system, and brought new problems to the electoral system and its operation. It has a direct impact on the results and quality of the election. Therefore, we should take effective measures to push forward the revision and perfection of electoral law and open up a new path of democratic election.
