【摘要】：作為一項(xiàng)全國(guó)范圍內(nèi)浩大的系統(tǒng)工程,精準(zhǔn)扶貧在本質(zhì)上是一個(gè)關(guān)于農(nóng)村貧困的公共治理問(wèn)題。當(dāng)前由于我國(guó)地方政府組織功能遵循的行動(dòng)邏輯與公共服務(wù)的"碎片化"治理現(xiàn)狀,以及農(nóng)村貧困治理的復(fù)雜性,使得精準(zhǔn)扶貧工作在實(shí)踐中面臨著扶貧主體的"碎片化"與扶貧資源配置的"碎片化"等方面的困境與問(wèn)題。這些困境與問(wèn)題將加大制度運(yùn)行成本,一定程度上限制了精準(zhǔn)扶貧效應(yīng)的最大化。而強(qiáng)調(diào)協(xié)調(diào)、整合、公共責(zé)任、信息技術(shù)和公民需求的整體性治理理論為我國(guó)農(nóng)村精準(zhǔn)扶貧的可持續(xù)性發(fā)展提供了一種新的分析思路�；谡w性治理的視角,精準(zhǔn)扶貧應(yīng)加快尋求協(xié)調(diào)與整合,進(jìn)行邏輯與機(jī)制上的創(chuàng)新,最終邁向協(xié)同化的扶貧之路。
[Abstract]:As a nationwide system engineering, precision poverty alleviation is essentially a public governance problem of rural poverty. At present, due to the logic of action followed by the function of local government organization and the fragmented governance of public services, as well as the complexity of rural poverty management, In practice, precision poverty alleviation is confronted with the difficulties and problems in such aspects as "fragmentation" of the main body of poverty alleviation and "fragmentation" of the allocation of poverty alleviation resources. These difficulties and problems will increase the operating cost of the system and limit the maximum effect of precision poverty reduction to some extent. The theory of holistic governance, which emphasizes coordination, integration, public responsibility, information technology and citizen needs, provides a new way of analysis for the sustainable development of precision poverty alleviation in rural areas in China. Based on the perspective of holistic governance, accurate poverty alleviation should speed up the search for coordination and integration, carry out innovation in logic and mechanism, and finally move towards the road of synergetic poverty alleviation.
