【摘要】：布拖縣為烏蒙山連片特困地區(qū)核心區(qū)及涼山連片特困地區(qū)腹心地帶,由于歷史、自然的原因,基礎(chǔ)設(shè)施薄弱,自然條件惡劣,資源稟賦不足,經(jīng)濟(jì)發(fā)展底子薄,貧困面廣、貧困程度深,普遍貧困、臨界貧困突出問題,為涼山久扶不脫貧難點(diǎn)地區(qū)。認(rèn)為布拖要實(shí)現(xiàn)脫貧解困,應(yīng)充分發(fā)揮資源和政策優(yōu)勢(shì),因地制宜,堅(jiān)持民族性和生態(tài)型扶貧開發(fā),著力實(shí)施綠色產(chǎn)業(yè)培育和就業(yè)帶動(dòng),加強(qiáng)禁毒防艾社會(huì)貧困治理,促進(jìn)文化旅游開發(fā)與精準(zhǔn)扶貧有機(jī)結(jié)合,大力發(fā)展教育事業(yè),阻斷貧困代繼傳遞,增強(qiáng)可持續(xù)發(fā)展能力等方面協(xié)同發(fā)力,避免扶貧的盲目性和無效性,提高扶貧工作的精準(zhǔn)性、實(shí)效性及持續(xù)性,才能最終擺脫貧困,實(shí)現(xiàn)與全省全州同步建成小康社會(huì)目標(biāo)。
[Abstract]:Bu Tuo county is the core area and the core area of the special stricken area of Liangshan. Because of historical and natural reasons, the infrastructure is weak, the natural conditions are poor, the resources are poor, the economic development is thin, the poverty is wide, the poverty is deep, the poverty is widespread, the critical poverty is outstanding, and it is the difficult area for Liangshan to support the poverty. It is believed that in order to achieve poverty alleviation and solve poverty, it should give full play to the advantages of resources and policy, adapt to local conditions, adhere to the national and ecotype poverty alleviation and development, implement the cultivation of green industry and employment, strengthen the social poverty control of anti drug anti AIDS, promote the organic combination of cultural tourism development and precision poverty alleviation, vigorously develop education and block poverty. In order to get rid of poverty and achieve the goal of building a well-off society with the whole state of the whole province, we can improve the accuracy, effectiveness and sustainability of the work of poverty alleviation by replacing the blind and ineffective of poverty alleviation.
