【摘要】：發(fā)展與保護(hù)的權(quán)衡是土地資源配置中難以回避的棘手問題。農(nóng)地城市流轉(zhuǎn)在為城鎮(zhèn)化的快速推進(jìn)提供土地要素的同時(shí),卻也在社會(huì)、生態(tài)方面引起一系列外部性損失,已有研究認(rèn)為該損失的大小與農(nóng)地城市流轉(zhuǎn)的用途和周圍環(huán)境有關(guān),但并未進(jìn)一步定量揭示其關(guān)聯(lián)程度。鑒于此,本文將農(nóng)地城市流轉(zhuǎn)的去向歸納為住宅及商服用地、工礦倉儲(chǔ)及交通運(yùn)輸用地、公共管理與公共服務(wù)用地三類,以武漢市和鄂州市作為研究區(qū)域,運(yùn)用選擇實(shí)驗(yàn)法(CE)以及多元Logit模型(MNL)識(shí)別了受訪者對(duì)于農(nóng)地城市流轉(zhuǎn)負(fù)外部效應(yīng)治理方案的偏好,從而間接測(cè)度了不同流向下農(nóng)地城市流轉(zhuǎn)負(fù)外部效應(yīng)的經(jīng)濟(jì)總量,以期為實(shí)施農(nóng)地城市流轉(zhuǎn)的用途和規(guī)模管制提供依據(jù)。結(jié)果表明:1不同流向下農(nóng)地城市流轉(zhuǎn)產(chǎn)生的交通狀況惡化、噪音污染、公共設(shè)施不足等七種類別負(fù)外部效應(yīng)在類型和強(qiáng)度上有所差異;2絕大多數(shù)居民對(duì)治理農(nóng)地城市流轉(zhuǎn)的負(fù)外部性具有支付意愿,且在參與程度和參與強(qiáng)度(支付額)方面因農(nóng)地城市流轉(zhuǎn)的不同流向而有所區(qū)別,并且居民的受教育程度和家庭收入水平對(duì)選擇效用的影響具有顯著性且呈正相關(guān)關(guān)系;3不同流向下農(nóng)地城市流轉(zhuǎn)所產(chǎn)生的負(fù)外部效應(yīng)的經(jīng)濟(jì)總量不容忽視,三種流向的負(fù)外部效應(yīng)從大到小依次為農(nóng)地流轉(zhuǎn)為工礦倉儲(chǔ)及交通運(yùn)輸用地、公共管理與公共服務(wù)用地、住宅及商服用地。因此,作為農(nóng)地城市流轉(zhuǎn)的管制主體,各級(jí)政府應(yīng)當(dāng)采用經(jīng)濟(jì)性管制與社會(huì)性管制并舉的多樣化管制手段對(duì)農(nóng)地城市流轉(zhuǎn)的用途和規(guī)模予以調(diào)控和管制。
[Abstract]:The trade-off between development and protection is a difficult problem in the allocation of land resources. While providing land elements for the rapid development of urbanization, the transfer of agricultural land cities also causes a series of external losses in the social and ecological aspects. It has been considered that the size of the loss is related to the use of agricultural land and the surrounding environment. But it does not reveal its correlation degree quantitatively further. In view of this, this paper sums up the destination of farmland urban circulation into three categories: residential and commercial land, industrial and mining storage and transportation land, public management and public service land, with Wuhan and Ezhou as the research areas. By using the selective experiment method (CEE) and the multivariate Logit model (MNLs), this paper identifies the preference of interviewees for the treatment of negative external effects of rural land transfer, and indirectly measures the total economic volume of the negative external effects of rural land transfer under different flow directions. The aim is to provide the basis for the use and scale control of farmland urban circulation. The results show that the traffic situation and noise pollution caused by the circulation of rural land cities under different flow directions of the rural land under the different flow direction of 1: 1 are deteriorated. There are differences in the types and intensity of negative external effects in seven categories, such as inadequate public facilities. 2. Most of the residents have a willingness to pay for the negative externalities of rural land transfer. And the degree of participation and the intensity of participation (payment amount) are different from each other because of the different flow of rural land circulation. Moreover, the educational level of residents and the level of household income have a significant and positive correlation with the impact of the choice utility. 3 the negative external effects of rural land transfer in different flows can not be ignored. The three negative external effects from big to small are agricultural land circulation, industrial and mining storage and transportation land, public management and public service land, residential and commercial land. Therefore, as the main control body of farmland urban circulation, governments at all levels should adopt the diversified means of economic regulation and social regulation to regulate and control the use and scale of agricultural land urban circulation.
