【摘要】：農(nóng)民專業(yè)合作社在中國快速的發(fā)展,數(shù)量上和質(zhì)量上都取得了可喜的成績,它是在不改變家庭聯(lián)產(chǎn)承包責(zé)任制的基礎(chǔ)上,按照農(nóng)民自愿的原則成立的,并圍繞同類農(nóng)產(chǎn)品生產(chǎn)加工營銷而形成的經(jīng)濟(jì)合作組織。中國是人口大國,農(nóng)業(yè)人口眾多,只有轉(zhuǎn)變農(nóng)民現(xiàn)有的生產(chǎn)方式,才能進(jìn)一步增加農(nóng)民收入、實(shí)現(xiàn)農(nóng)業(yè)的現(xiàn)代化和產(chǎn)業(yè)化,加快我國城鎮(zhèn)化進(jìn)程。所以農(nóng)民專業(yè)合作社的成立和不斷的發(fā)展,改變了農(nóng)村小農(nóng)經(jīng)濟(jì)分散的經(jīng)營方式,使農(nóng)民從分散走向聯(lián)合,加強(qiáng)了農(nóng)民參與市場競爭的能力,使農(nóng)民的弱勢(shì)地位也得到了提高,是發(fā)展現(xiàn)代農(nóng)業(yè)的一種方式之一,推動(dòng)了農(nóng)村經(jīng)濟(jì)的健康穩(wěn)定的發(fā)展。河南省商城縣是以農(nóng)業(yè)生產(chǎn)為主導(dǎo)產(chǎn)業(yè)的農(nóng)業(yè)縣,“三農(nóng)”問題困擾著商城縣經(jīng)濟(jì)發(fā)展的腳步。2009年,信陽市被河南省批復(fù)為“農(nóng)村改革發(fā)展綜合試驗(yàn)區(qū)”,整個(gè)信陽地區(qū)因此也成為河南省農(nóng)村改革的先行者,信陽地區(qū)在農(nóng)村地區(qū)開始了多方面農(nóng)村體制的改革。2014年11月信陽市又被確定為全國第二批農(nóng)村改革發(fā)展試驗(yàn)區(qū)。在試驗(yàn)區(qū)的建設(shè)過程中,農(nóng)民專業(yè)合作社得到興起和快速發(fā)展,取得了一些成績,一些合作社被評(píng)選為國家示范社和省級(jí)示范社。但是當(dāng)前缺乏對(duì)商城縣農(nóng)民專業(yè)合作社的系統(tǒng)研究,所以通過調(diào)研了解商城縣農(nóng)民專業(yè)合作社的發(fā)展情況和瓶頸,并找出合理的解決措施,為合作社的發(fā)展找出適合的方法,也對(duì)信陽市其它地區(qū)農(nóng)民專業(yè)合作社的成立與發(fā)展提供參考。
[Abstract]:The rapid development of specialized peasant cooperatives in China has achieved gratifying results in terms of both quantity and quality. It was founded on the basis of no change in the household contract responsibility system for linked output, in accordance with the principle of the voluntary participation of farmers. And around the same kind of agricultural products production and processing marketing and the formation of economic cooperation. China is a populous country with a large agricultural population. Only by changing farmers' existing mode of production can we further increase farmers' income, realize the modernization and industrialization of agriculture, and speed up the process of urbanization in China. As a result, the establishment and continuous development of specialized farmers' cooperatives have changed the decentralized mode of management of the rural small-scale peasant economy, made the peasants move from dispersion to union, strengthened their ability to participate in market competition, and enhanced the weak position of farmers. It is one of the ways to develop modern agriculture and promote the healthy and stable development of rural economy. Shangcheng County, Henan Province, is an agricultural county with agricultural production as its leading industry. The "three rural issues" have puzzled the pace of economic development in Shangcheng County. In 2009, Xinyang City was approved by Henan Province as a "comprehensive experimental area for rural reform and development". The whole Xinyang area has therefore become the forerunner of rural reform in Henan Province, and Xinyang region has started the reform of various rural systems in rural areas. In November 2014, Xinyang City was designated as the second batch of rural reform and development pilot area in China. In the course of the construction of the experimental area, the farmers' specialized cooperative has been developed rapidly and has made some achievements. Some cooperatives have been selected as the national model cooperative and the provincial model cooperative. However, there is a lack of systematic research on the farmers' specialized cooperatives in Shangcheng County at present, so we can find out the development situation and bottlenecks of the farmers' specialized cooperatives in Shangcheng County through investigation, and find out reasonable solutions to find suitable methods for the development of the cooperatives. It also provides reference for the establishment and development of farmers' professional cooperatives in other areas of Xinyang City.
