我國水產(chǎn)品質(zhì)量安全管理問題研究

【摘要】:近年來我國漁業(yè)經(jīng)濟蓬勃快速發(fā)展,不但解決了老百姓“吃魚難”的問題,而且為國家社會經(jīng)濟發(fā)展做出了重要貢獻,成為維系國家糧食安全的重要組成部分。但是,近年來頻繁發(fā)生了一系列水產(chǎn)品質(zhì)量安全事件,諸如“2002年出口蝦仁氯霉素事件”、“2006年多寶魚事件”、“2007年鰻魚被扣”等等,水產(chǎn)品質(zhì)量安全管理法律體系不健全、機構(gòu)職能不合理、水產(chǎn)技術(shù)支撐體系落后、制度缺失不規(guī)范、生產(chǎn)組織化規(guī)范化程度低等問題逐漸暴露出來,將水產(chǎn)品質(zhì)量安全推到了風口浪尖,水產(chǎn)品質(zhì)量安全逐漸成為社會關(guān)注、領(lǐng)導重視、百姓關(guān)心的熱點問題。本文以提升我國水產(chǎn)品質(zhì)量安全管理水平為中心,對水產(chǎn)品質(zhì)量安全管理的基本理論進行了研究認證,從煙臺市水產(chǎn)品質(zhì)量安全管理的具體實踐出發(fā),充分挖掘摸清我國水產(chǎn)品質(zhì)量安全管理的基本情況,深入剖析了我國水產(chǎn)品質(zhì)量安全管理工作存在的問題,在此基礎(chǔ)上,研究提出了建立完善水產(chǎn)品質(zhì)量安全管理體系的舉措。圍繞水產(chǎn)品質(zhì)量安全管理這一核心,本文在已有國內(nèi)專家研究成果和實踐經(jīng)驗的基礎(chǔ)上,結(jié)合自身漁業(yè)管理工作獲取的資料,運用調(diào)查分析、比較分析等方法,探索解決問題的路徑。本文共分五部分。第一部分是緒論,該部分闡述了水產(chǎn)品質(zhì)量安全管理的研究背景、研究目的和意義、國內(nèi)外研究動態(tài)、論文研究框架、研究方法。第二部分對水產(chǎn)品質(zhì)量安全管理相關(guān)重要理論進行了簡要分析。第三部分對我國水產(chǎn)品質(zhì)量安全管理法律法規(guī)和管理體制情況及地方工作實踐進行了分析闡述。第四部分研究分析我國現(xiàn)行水產(chǎn)品質(zhì)量安全管理工作存在的問題。第五部分提出建立健全水產(chǎn)品質(zhì)量安全管理體系的策略和思路。
[Abstract]:The rapid development of fishery economy in China in recent years has not only solved the problem of "hard to eat fish", but also made an important contribution to the national social and economic development. It has become an important part of maintaining national food security. However, in recent years, a series of aquatic product quality and safety incidents have occurred frequently, such as the "2002 Shrimp chloramphenicol incident", the "2006 Dobao incident", the "2007 eel arrest" and so on. The legal system of aquatic product quality and safety management is not perfect, the function of the organization is unreasonable, the technical support system of aquatic products is backward, the system is not standardized, the level of production organization and standardization is low, and so on. The quality and safety of aquatic products have been pushed to the top of the wave, and the quality and safety of aquatic products has gradually become a hot issue of social concern, leadership attention and people's concern. This paper, focusing on improving the quality and safety management level of aquatic products in China, studies and certifies the basic theory of aquatic product quality and safety management, starting from the concrete practice of the quality and safety management of aquatic products in Yantai City. This paper fully excavates the basic situation of aquatic product quality and safety management in China, deeply analyzes the problems existing in the quality and safety management of aquatic products in China, and puts forward some measures to establish and perfect the aquatic product quality and safety management system. Focusing on the core of aquatic product quality and safety management, this paper, on the basis of the research results and practical experience of domestic experts, combined with the data obtained from its own fishery management, applies the methods of investigation and analysis, comparative analysis, etc. Explore ways to solve the problem. This paper is divided into five parts. The first part is the introduction, which describes the research background, research purpose and significance, domestic and foreign research trends, research framework and research methods of aquatic product quality and safety management. The second part briefly analyzes the important theories of aquatic product quality and safety management. In the third part, the quality and safety management laws, regulations, management system and local work practice of aquatic products in China are analyzed and expounded. The fourth part studies and analyzes the existing problems of aquatic product quality and safety management in China. The fifth part puts forward the strategy and train of thought to establish and perfect the quality and safety management system of aquatic products.
