赤峰市農(nóng)村勞動力非農(nóng)就業(yè)問題研究

【摘要】:通過對內(nèi)蒙古赤峰市目前的農(nóng)村勞動力非農(nóng)就業(yè)問題進(jìn)行研究,主要出于兩個目的,一個是赤峰市各級政府對農(nóng)村勞動力就業(yè)投入了極大的重視,另一個則是根據(jù)對此問題的研究可以為政府進(jìn)言獻(xiàn)策,緩解社會矛盾。另外,對赤峰市農(nóng)村勞動力非農(nóng)就業(yè)問題進(jìn)行研究,也是對該方面學(xué)術(shù)理論研究的一個有效補充。本研究通過整合現(xiàn)有的研究資料和數(shù)據(jù),并結(jié)合實際調(diào)研獲得的數(shù)據(jù),采用定性研究法和定量研究方法,對赤峰市的農(nóng)村勞動力非農(nóng)就業(yè)進(jìn)行了綜合分析,總結(jié)出了其就業(yè)總數(shù)以及整體呈現(xiàn)的幾個特征,同時還對該部分就業(yè)人員的就業(yè)方式、就業(yè)流向以及收入等情況進(jìn)行了實證分析。經(jīng)過實際的考察,青壯年人員是外出就業(yè)群體的重要組成部分,不過由于赤峰市的就業(yè)區(qū)域半徑不大,導(dǎo)致絕大多數(shù)的就業(yè)人員都在自治區(qū)范圍內(nèi)尋找就業(yè)機會;另外,由于赤峰市農(nóng)村勞動力的素質(zhì)水平還處于較為低級的狀態(tài),這就使得這部分人員的就業(yè)質(zhì)量較低,絕大多數(shù)農(nóng)村勞動力只能在密集型行業(yè)當(dāng)中從事體力勞動,而且這些工作一般都不需要多少技術(shù)含量,根據(jù)相關(guān)統(tǒng)計可以得出,依托市場的資源配置作用,赤峰市的農(nóng)村勞動力就業(yè)有穩(wěn)步增強的趨勢,政府、培訓(xùn)機構(gòu)發(fā)揮的作用則明顯不足,換個角度可總結(jié)為:赤峰市農(nóng)村勞動力非農(nóng)就業(yè)的組織化程度偏低。赤峰市農(nóng)村勞動力非農(nóng)就業(yè)的現(xiàn)狀是多種因素相互作用的結(jié)果。本文針對其產(chǎn)生影響微觀因素進(jìn)行分析,通過建立Logistic模型,對勞動力個體、家庭以及其所處的社會關(guān)系等特征進(jìn)行研究,發(fā)現(xiàn)除了我國相關(guān)政策制度對其造成較大的影響外,還有就業(yè)人員的就業(yè)觀念的淡薄、勞動力素質(zhì)低、組織化程度低、城鎮(zhèn)化建設(shè)落后、就業(yè)服務(wù)體系不完善等因素。根據(jù)前文的一些研究成果,筆者從多個方面提出了改進(jìn)赤峰市農(nóng)村勞動力非農(nóng)就業(yè)現(xiàn)狀的措施,如:優(yōu)化制度建設(shè);有效拓寬現(xiàn)階段赤峰市城鎮(zhèn)的非農(nóng)就業(yè)渠道;以產(chǎn)業(yè)結(jié)構(gòu)調(diào)整為契機,促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化的發(fā)展和升級;通過創(chuàng)業(yè)來帶動非農(nóng)就業(yè);提高農(nóng)村勞動力的整體文化、技能以及素質(zhì)水平;建立和健全赤峰市農(nóng)村勞動力非農(nóng)就業(yè)服務(wù)體系等。
[Abstract]:Through the research on the non-agricultural employment of rural labor force in Chifeng City, Inner Mongolia, the main purpose is that the government at all levels in Chifeng City has paid great attention to the employment of rural labor force. The other is that according to the study of this issue can provide advice for the government, ease social contradictions. In addition, it is an effective supplement to the theoretical research on the non-agricultural employment of rural labor force in Chifeng. By integrating the existing research materials and data, and combining the data obtained from the actual investigation, the paper makes a comprehensive analysis of the non-agricultural employment of rural labor force in Chifeng by using qualitative and quantitative research methods. This paper summarizes the characteristics of the total number of employment and its overall appearance, and also makes an empirical analysis of the employment mode, employment direction and income of this part of the employed persons. After a practical investigation, young and middle-aged people are an important part of the out-of-home employment group. However, due to the small radius of the employment area in Chifeng City, most of the employed people are looking for employment opportunities in the autonomous region; in addition, As the quality level of the rural labor force in Chifeng is still in a relatively low level, this makes the employment quality of this part of the workforce relatively low. The vast majority of rural labor forces can only engage in manual labor in intensive industries. Moreover, these jobs generally do not require much technical content. According to the relevant statistics, it can be concluded that relying on the role of the market in the allocation of resources, the employment of rural labor in Chifeng City has a steady increase trend. The government, The role of training institutions is obviously inadequate. From another perspective, the degree of non-agricultural employment of rural labor force in Chifeng is low. The present situation of non-agricultural employment of rural labor force in Chifeng City is the result of the interaction of many factors. Based on the analysis of microcosmic factors, this paper studies the characteristics of individual, family and social relations of labor force by establishing Logistic model, and finds out that, in addition to the relative policies and systems of our country, it has a great impact on it. There are also some factors, such as weak employment concept, low quality of labor force, low degree of organization, backward construction of urbanization, imperfect employment service system and so on. Based on the previous research results, the author puts forward some measures to improve the current situation of non-agricultural employment of rural labor force in Chifeng, such as optimizing the system construction, effectively widening the channels of non-agricultural employment in Chifeng. Taking the industrial structure adjustment as an opportunity to promote the development and upgrading of agricultural industrialization, to promote non-agricultural employment through entrepreneurship, to improve the overall culture, skills and quality of rural labor force; Establish and perfect the service system of non-agricultural employment of rural labor force in Chifeng.
