【摘要】：油茶是我國南方特有的一種木本食用植物油料樹種,主要分布在我國長江流域及以南的18個省區(qū),已有近兩千年的種植歷史。油茶及其系列產(chǎn)品有著廣泛的生態(tài)效益和經(jīng)濟效益。但目前我國油茶產(chǎn)業(yè)尚處于起步階段,仍有一些不容忽視的問題,而如何促進油茶產(chǎn)業(yè)健康持續(xù)發(fā)展則是一個緊迫而又重要的問題。耒陽市是湖南省油茶種植面積最大的縣(市),且栽培歷史悠久,具有“中國名特優(yōu)經(jīng)濟林油茶之鄉(xiāng)”美名,油茶產(chǎn)業(yè)是其特色產(chǎn)業(yè)。打造好耒陽油茶品牌,提高耒陽油茶特色產(chǎn)業(yè)生態(tài)化經(jīng)營水平和農(nóng)民的再就業(yè)質(zhì)量及收入,促進其可持續(xù)發(fā)展具有重要意義。本研究以耒陽地區(qū)為例,對湖南耒陽市油茶相關(guān)部門、典型種植戶進行了實地調(diào)查,分析了耒陽市油茶產(chǎn)業(yè)發(fā)展過程中的優(yōu)勢以及制約因素,并根據(jù)研究對象的特征,運用文獻研究、調(diào)查走訪、SWOT矩陣分析等方法,對其油茶特色產(chǎn)業(yè)發(fā)展從優(yōu)勢、劣勢、機遇、和挑戰(zhàn)等方面進行了深入闡述。一是優(yōu)勢表現(xiàn)在：地理區(qū)位條件優(yōu)越,政府的大力支持,科研力量雄厚,完備的產(chǎn)業(yè)體系支撐；二是劣勢表現(xiàn)在：品質(zhì)差,精深加工水平低,宣傳推廣力度不夠,基礎(chǔ)設(shè)施條件滯后,缺乏有效的市場準(zhǔn)入機制和完備的行業(yè)法規(guī),尚未形成品牌效應(yīng)；三是機遇表現(xiàn)在：低碳經(jīng)濟帶來的機遇,消費者偏好帶來的機遇,政策環(huán)境的機遇,戰(zhàn)略聯(lián)盟成立帶來的機遇；四是挑戰(zhàn)表現(xiàn)在：外部競爭激烈,比較效益持續(xù)下降。最后,在以上研究結(jié)果之基礎(chǔ)上,提出了促進耒陽油茶特色產(chǎn)業(yè)發(fā)展的對策和建議：按照因地制宜、適地適樹等原則科學(xué)編制油茶特色產(chǎn)業(yè)的發(fā)展規(guī)劃；要加大油茶特色產(chǎn)業(yè)的投資和政策扶持力度,尤其在補貼、獎勵基金方面著重加強；要綜合考慮土地集約化程度、公司建設(shè)規(guī)模和不同經(jīng)營模式等實際情況來選擇合適的油茶特色產(chǎn)業(yè)化經(jīng)營模式；要積極培植油茶龍頭企業(yè),建立自有的企業(yè)品牌；要大力宣傳耒陽油茶的特色、營養(yǎng)和保健價值；要加強土地流轉(zhuǎn)扶持合作社經(jīng)濟形式和建立完善種植加工的質(zhì)量標(biāo)準(zhǔn)。
[Abstract]:Camellia oleifera is a unique woody edible vegetable oil species in the south of China. It is mainly distributed in the Yangtze River valley and 18 provinces south of China. It has been planted for nearly two thousand years. Camellia oleifera and its series of products have extensive ecological and economic benefits. However, at present, the Camellia oleifera industry in China is still in its infancy, there are still some problems that can not be ignored, and how to promote the healthy and sustainable development of Camellia oleifera industry is an urgent and important problem. Leiyang City is the county (city) with the largest cultivated area of Camellia oleifera in Hunan Province, and has a long history of cultivation. Leiyang City is known as "the hometown of Chinese famous and Special Economic Forest Camellia oleifera", and the industry of Camellia oleifera is its characteristic industry. It is of great significance to build Leiyang Camellia oleifera brand, improve the ecological management level of characteristic industry of Leiyang Camellia oleifera and the re-employment quality and income of farmers, so as to promote the sustainable development of Camellia oleifera L. This research takes Leiyang area as an example, carries on the field investigation to the related department of oil tea in Leiyang city, Hunan province, and analyzes the advantages and constraints in the development process of the oil tea industry in Leiyang city, and according to the characteristics of the research object, By using the methods of literature research, investigation and SWOT matrix analysis, the development of Camellia oleifera characteristic industry from the aspects of advantages, disadvantages, opportunities, challenges and so on is expounded in depth. First, the advantages are: superior geographical location conditions, strong support from the government, strong scientific research force, and complete industrial system support; second, the disadvantages are: poor quality, low level of deep processing, insufficient propaganda and promotion, The infrastructure condition lags behind, lacks the effective market access mechanism and the complete industry regulation, has not formed the brand effect; third, the opportunity is the opportunity which the low carbon economy brings, the consumer preference brings the opportunity, the policy environment opportunity, the third is the opportunity which the low carbon economy brings, the opportunity which the consumer preference brings, the policy environment opportunity, The opportunities brought by the establishment of the strategic alliance, the fourth, the challenges are: the external competition is fierce, and the comparative benefits continue to decline. Finally, on the basis of the above research results, the countermeasures and suggestions to promote the development of characteristic industry of Camellia oleifera in Leiyang are put forward: according to the principles of adapting to local conditions and suitable for trees, the development plan of characteristic industry of Camellia oleifera is formulated scientifically; It is necessary to increase investment and policy support for the characteristic industry of Camellia oleifera, especially in terms of subsidies and incentive funds, and to consider comprehensively the degree of land intensification. The construction scale of the company and the actual conditions such as different business models should be adopted to select the suitable characteristic industrialization management mode of Camellia oleifera; it is necessary to actively cultivate the leading enterprises of Camellia oleifera and establish its own enterprise brand; it is necessary to vigorously publicize the characteristics of Camellia oleifera in Leiyang The value of nutrition and health care should be strengthened and the land circulation should be strengthened to support the cooperative economic form and to establish and perfect the quality standard of planting and processing.
