重慶現(xiàn)代農(nóng)業(yè)示范區(qū)建設(shè)及其評價體系研究

【摘要】:發(fā)展現(xiàn)代農(nóng)業(yè),是建設(shè)社會主義新農(nóng)村的首要任務(wù),是貫徹落實科學發(fā)展觀的基本要求,也是保障糧食安全、促進農(nóng)民增收的根本途徑,是實現(xiàn)農(nóng)業(yè)可持續(xù)發(fā)展的必由之路。重慶作為國家首批現(xiàn)代農(nóng)業(yè)示范地區(qū)之一,現(xiàn)已經(jīng)有4個下設(shè)區(qū)縣成為了國家級現(xiàn)代農(nóng)業(yè)示范區(qū)試點,其現(xiàn)代農(nóng)業(yè)的發(fā)展進程一直備受關(guān)注。傳統(tǒng)意義上的現(xiàn)代農(nóng)業(yè)評價只是單純的講究機械化、規(guī);,以此作為衡量當今現(xiàn)代農(nóng)業(yè)的唯一標準顯然行不通。需要根據(jù)區(qū)域特色,結(jié)合區(qū)域管理組織方式與環(huán)境發(fā)展情況,來評價現(xiàn)代農(nóng)業(yè)示范區(qū)的建設(shè)情況。因此,如何打破地區(qū)發(fā)展障礙,提高農(nóng)業(yè)資源合理配置和利用效率,是一個值得重視的問題。本文主要目的在于構(gòu)建現(xiàn)代農(nóng)業(yè)建設(shè)評估的指標體系,并利用它為現(xiàn)代農(nóng)業(yè)價值的定量評估提供基本分析工具與框架。通過分析重慶各區(qū)縣現(xiàn)代農(nóng)業(yè)示范區(qū)的基礎(chǔ)建設(shè)情況,結(jié)合重慶地區(qū)的現(xiàn)代農(nóng)業(yè)發(fā)展特色,做出合理有效的評價指標體系模型。首先,對近年來重慶各示范區(qū)現(xiàn)代農(nóng)業(yè)的發(fā)展情況進行分析,并界定了現(xiàn)代農(nóng)業(yè)的內(nèi)涵。其次,研究了現(xiàn)代農(nóng)業(yè)評價的方法以及指標體系;在評價指標選擇上,遴選了重慶各現(xiàn)代農(nóng)業(yè)示范區(qū)所在區(qū)縣統(tǒng)計局發(fā)布的農(nóng)村統(tǒng)計年鑒中具有代表性的15個評價指標,這15個評價指標涵蓋了現(xiàn)代農(nóng)業(yè)示范區(qū)農(nóng)業(yè)的生產(chǎn)要素,包括綜合產(chǎn)出、社會發(fā)展和經(jīng)營管理以及農(nóng)業(yè)生態(tài)發(fā)展等4個宏觀方面。在評價權(quán)重界定上,采用了AHP與德爾斐法等具有代表性的主觀評價方法、也采用了基于SPSS的主成分分析、因子分析更加客觀的多元統(tǒng)計方法。使用模糊系統(tǒng)建立了一種開放的評價模型,提供了無需權(quán)重的評價方法。將這三種評價方法得到的評價結(jié)果進行綜合的排序。為更加直觀的表述評價結(jié)果,將重慶下設(shè)17個區(qū)縣的現(xiàn)代農(nóng)業(yè)示范區(qū)按照得分排序劃分為:示范型、發(fā)展型、起步型三個梯隊。最后,依據(jù)各現(xiàn)代農(nóng)業(yè)示范區(qū)的評價結(jié)論,提出了具體的建設(shè)目標,建設(shè)措施和建設(shè)意見,以帶動全市各現(xiàn)代農(nóng)業(yè)示范區(qū)不斷提高區(qū)域農(nóng)業(yè)生產(chǎn)效率、改善農(nóng)產(chǎn)品質(zhì)量和維護生態(tài)環(huán)境的綜合現(xiàn)代化。本文研究對重慶市現(xiàn)代農(nóng)業(yè)示范區(qū)建設(shè)具有參考價值,所提出的理論分析框架、研究方法具有一定的探索性,為重慶創(chuàng)建示范型現(xiàn)代農(nóng)業(yè)示范區(qū)和今后現(xiàn)代示范區(qū)的評價工作提供了科學依據(jù)。
[Abstract]:The development of modern agriculture is the primary task of building a new socialist countryside, the basic requirement of carrying out the scientific concept of development, the fundamental way to ensure food security and promote the increase of farmers' income, and the only way to realize the sustainable development of agriculture. Chongqing is one of the first demonstration areas of modern agriculture in China. Now there are four districts and counties in Chongqing as a pilot project of national modern agricultural demonstration area. The development process of modern agriculture has been paid much attention to. Traditional evaluation of modern agriculture is simply mechanized and large-scale, which is the only standard to measure modern agriculture. It is necessary to evaluate the construction of modern agricultural demonstration area according to regional characteristics, regional management organization and environmental development. Therefore, how to break the obstacles of regional development and improve the rational allocation and utilization efficiency of agricultural resources is a problem worthy of attention. The main purpose of this paper is to construct the index system of modern agricultural construction evaluation, and to use it to provide the basic analytical tools and framework for the quantitative evaluation of modern agricultural value. Based on the analysis of the basic construction of modern agricultural demonstration areas in various districts and counties of Chongqing and the characteristics of modern agricultural development in Chongqing, a reasonable and effective evaluation index system model is made. Firstly, this paper analyzes the development of modern agriculture in various demonstration areas of Chongqing in recent years, and defines the connotation of modern agriculture. Secondly, the paper studies the methods and index system of modern agricultural evaluation, and selects 15 representative evaluation indexes in the rural statistical yearbook issued by the Bureau of Statistics of modern agriculture in Chongqing. The 15 evaluation indexes cover the factors of agricultural production in the modern agricultural demonstration area, including 4 macroscopic aspects, such as comprehensive output, social development, management and management, and agricultural ecological development. In the definition of evaluation weight, the representative subjective evaluation methods such as AHP and Delphi method are adopted, and the principal component analysis based on SPSS is also used. The factor analysis is more objective and multivariate statistical method. An open evaluation model based on fuzzy system is established, which provides an evaluation method without weight. The evaluation results obtained by these three evaluation methods are ranked synthetically. In order to express the evaluation result more intuitively, the modern agricultural demonstration area which is divided into 17 districts and counties in Chongqing is divided into three echelons according to the score: demonstration type, development type and starting type. Finally, according to the evaluation conclusions of the modern agricultural demonstration areas, the concrete construction objectives, construction measures and construction suggestions are put forward, so as to promote the continuous improvement of the regional agricultural production efficiency in the modern agricultural demonstration areas of the whole city. We will improve the quality of agricultural products and maintain the comprehensive modernization of the ecological environment. The research in this paper has reference value to the construction of modern agricultural demonstration area in Chongqing, and the theoretical analysis framework and research method proposed in this paper have certain exploratory value. It provides a scientific basis for the establishment of demonstration agricultural demonstration area and the evaluation of modern demonstration area in Chongqing.
