【摘要】：農(nóng)業(yè)保險(xiǎn)作為一種支農(nóng)惠農(nóng)政策,具有轉(zhuǎn)移風(fēng)險(xiǎn)、提高農(nóng)民風(fēng)險(xiǎn)承受能力的作用,其目的之一就是穩(wěn)定糧食生產(chǎn)。2007年內(nèi)蒙古被選擇作為我國農(nóng)業(yè)保險(xiǎn)保費(fèi)補(bǔ)貼的試點(diǎn)之一,在各級政府的財(cái)政補(bǔ)貼下,農(nóng)業(yè)保險(xiǎn)規(guī)模不斷擴(kuò)大,保費(fèi)收入由2007年的4.33億元增加到2015年的31.35億元。內(nèi)蒙古是我國13個(gè)糧食主產(chǎn)區(qū)之一,每年為國家提供商品糧超過200億斤。所以,在內(nèi)蒙古現(xiàn)行的農(nóng)業(yè)保險(xiǎn)制度下,研究政策性農(nóng)業(yè)保險(xiǎn)是否可以穩(wěn)定糧食生產(chǎn),具有重要的現(xiàn)實(shí)意義。基于上述背景,本文運(yùn)用生產(chǎn)函數(shù)理論和計(jì)量經(jīng)濟(jì)學(xué)方法,結(jié)合內(nèi)蒙古自治區(qū)2007-2015年12個(gè)盟市的面板數(shù)據(jù),在傳統(tǒng)因素如何影響糧食生產(chǎn)的基礎(chǔ)上,引入政策性農(nóng)業(yè)保險(xiǎn),通過改進(jìn)的柯布道格拉斯生產(chǎn)函數(shù),構(gòu)建固定效應(yīng)模型,對二者之間的關(guān)系進(jìn)行實(shí)證分析,結(jié)果發(fā)現(xiàn):政策性農(nóng)業(yè)保險(xiǎn)對糧食產(chǎn)量在10%的顯著性水平上產(chǎn)生顯著的正向影響。最后,從加強(qiáng)農(nóng)業(yè)保險(xiǎn)監(jiān)督制度、建立巨災(zāi)風(fēng)險(xiǎn)機(jī)制、積極創(chuàng)新農(nóng)業(yè)保險(xiǎn)產(chǎn)品等方面對內(nèi)蒙古政策性農(nóng)業(yè)保險(xiǎn)的可持續(xù)發(fā)展提出對策與建議。
[Abstract]:As a policy of supporting agriculture and benefiting agriculture, agricultural insurance has the function of transferring risks and improving farmers' ability to bear risks. One of its purposes is to stabilize grain production. In 2007, Inner Mongolia was selected as one of the pilot projects of premium subsidies for agricultural insurance in China. With subsidies from governments at all levels, the scale of agricultural insurance continues to expand, with premiums rising from 433 million yuan in 2007 to 3.135 billion yuan in 2015. Inner Mongolia is one of China's 13 major grain producing areas, providing more than 20 billion catties of commodity grain to the country every year. Therefore, under the current agricultural insurance system in Inner Mongolia, it is of great practical significance to study whether policy-oriented agricultural insurance can stabilize grain production. Based on the above background, this paper applies the theory of production function and econometrics, combined with the panel data of 12 cities in Inner Mongolia Autonomous region from 2007 to 2015, introduces policy-oriented agricultural insurance on the basis of how traditional factors affect grain production. Through the improved Cobb Douglas production function, the fixed effect model is constructed, and the relationship between them is analyzed. The results show that the policy agricultural insurance has a significant positive effect on grain yield at the level of 10% significance. Finally, countermeasures and suggestions for the sustainable development of policy agricultural insurance in Inner Mongolia are put forward from the following aspects: strengthening the supervision system of agricultural insurance, establishing catastrophe risk mechanism, and actively innovating agricultural insurance products.
