【摘要】：2000年我國就已經(jīng)提出建設(shè)用地指標周轉(zhuǎn)新概念、新思路,2004出臺的《關(guān)于深化改革嚴格土地管理的決定》正式將增減掛鉤推上歷史的舞臺,賦予其明確的定義。此后,我國各地陸續(xù)掀起了一股增減掛鉤試點熱潮。如今,增減掛鉤政策已經(jīng)實施多年,各地或多或少地開展了試點工作,并取得了不少的成績,但同時也出現(xiàn)了不少的問題。新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤研究與應(yīng)用就是在分析新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤典型案例試點實施效果的基礎(chǔ)上,通過分析新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目的特點和存在的問題,并依據(jù)問題對新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤政策實施提出相關(guān)完善建議。本研究主要是在分析增減掛鉤國內(nèi)外研究進展和增減掛鉤理論分析的基礎(chǔ)上,分析新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施現(xiàn)狀、新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施應(yīng)用效果、新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施問題并提出完善建議。新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施現(xiàn)狀分析主要是通過典型案例分析,對新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施現(xiàn)狀和特點分析,即在分析典型案例——新建區(qū)成新農(nóng)場等4鎮(zhèn)(場)增減掛鉤試點項目的耕地面積增減情況、投資預(yù)算情況、項目應(yīng)用效果等情況基礎(chǔ)上,總結(jié)出新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施現(xiàn)狀特點,包括:耕地占補平衡方面、資金籌集和使用盈余方面、項目實施主體和權(quán)屬變更方面3個方面的項目實施特點。新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施應(yīng)用效果分析主要是從保護耕地目標出發(fā),分析新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施應(yīng)用效果,即在分析耕地保護相關(guān)政策基礎(chǔ)上,通過典型案例分析,提出新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目耕地保護的明確目標——耕地總量不減少,質(zhì)量不降低,并依據(jù)此目標分析新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施應(yīng)用效果。新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施問題及完善建議分析主要是通過典型案例分析,發(fā)現(xiàn)新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施存在的問題,并分析新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施存在問題的原因,最終依據(jù)原因?qū)π陆▍^(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施提出相關(guān)完善建議。而本研究對新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施存在的問題、原因研究均從耕地占補平衡方面、資金籌集和使用盈余方面、項目實施主體和權(quán)屬變更方面3個方面進行詳細分析,從而最終的新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施完善建議提出也從耕地占補平衡方面、資金籌集和使用盈余方面、項目實施主體和權(quán)屬變更方面3個方面進行闡述。通過對新建區(qū)成新農(nóng)場等4鎮(zhèn)(場)增減掛鉤試點項目典型案例分析,歸納了新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施特點和項目實施應(yīng)用效果。并最終從耕地占補平衡方面、資金籌集和使用盈余方面、項目實施主體和權(quán)屬變更方面3個方面提出新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施存在的問題、原因和完善建議。這對今后新建區(qū)農(nóng)墾系統(tǒng)增減掛鉤項目實施運行具有較好的實踐意義。
[Abstract]:In 2000, China has put forward a new concept of construction land use index turnover, new ideas, the decision on deepening the reform of land management in 2004, and putting the link on the increase or reduction to the stage of history and giving it a clear definition. For many years, pilot work has been carried out more or less in various places, and many achievements have been made, but there are many problems at the same time. The characteristics and existing problems of the hook project and the relevant suggestions are put forward on the implementation of the policy of increasing and subtracting the land reclamation system in the new district. On the basis of the analysis of the research progress at home and abroad and the theoretical analysis of the increase and subtraction link, the present study is to analyze the current situation of the construction of the new district farming and reclamation system. The application effect of the system increase and decrease hook project implementation, the implementation of the new district farming system increase and decrease hook project implementation problem and put forward some suggestions. The analysis of the implementation status and characteristics of the construction of the New District farm land reclamation system is mainly analyzed by typical cases, that is, the analysis of the current situation and characteristics of the construction of the New District farm land reclamation system, that is, the analysis of typical cases On the basis of the situation of the increase and decrease of the cultivated land area, the investment budget and the effect of the project application, the current characteristics of the implementation of the project are summarized on the basis of the situation of the implementation of the project, including the aspects of the farmland reclamation and balance, the fund raising and the use of the surplus, and the implementation of the project. The application effect analysis of the construction of the New District farm land reclamation system is mainly from the purpose of protecting the cultivated land and analyzing the effect of the application of the project on the increase and decrease of the land reclamation system in the newly built area, that is, on the basis of the analysis of the related policies of cultivated land protection, the analysis of typical cases is put forward by typical case analysis. 3 The clear goal of cultivated land protection in the new district farming system is that the total amount of cultivated land is not reduced and the quality is not reduced. According to this goal, the application effect of the project is analyzed in the new district farming system. The problems existed in the implementation of the construction of the New District farm land reclamation system were found, and the reasons for the problems existed in the implementation of the project were analyzed. Finally, the relevant suggestions were put forward on the implementation of the construction of the New District farm land reclamation system. In terms of the problems, the reasons are all from the balance of cultivated land, the fund raising and the use of surplus, the 3 aspects of the project implementation subject and the change of ownership, so that the final proposals for the implementation of the project to increase and decrease the land reclamation system in the newly built area are also proposed from the balance of the ploughing land, the fund raising and the use of surplus parties. 3 aspects of the project implementation subject and ownership change are expounded. Through the analysis of the typical cases of the pilot project of the 4 Town (field) increase and decrease linked to the new farm and other new farms, the characteristics of the project implementation and the effect of the project implementation are summarized. Finally, the funds are raised and used in terms of the balance of the cultivated land. In the aspect of surplus, the existing problems, reasons and suggestions for the implementation of the project implementation of the New District farm land reclamation system are proposed in 3 aspects, such as the main body of the project implementation and the change of the ownership. This has a good practical significance for the implementation of the construction and reduction of the new district farming system.
