基本公共服務(wù)均等化視角下的山東省農(nóng)業(yè)轉(zhuǎn)移人口市民化成本測算研究

【摘要】:改革開放近40年以來,我國的工業(yè)化、城鎮(zhèn)化進程突飛猛進,伴隨而來的是大量農(nóng)業(yè)轉(zhuǎn)移人口離開農(nóng)村涌入城市。然而,受城鄉(xiāng)分割的二元制度的根本影響,盡管他們成為城市建設(shè)的重要力量,但卻并未享有與城市居民同等待遇的社會保障、教育、就業(yè)等基本公共服務(wù),僅僅實現(xiàn)了地域和職業(yè)的轉(zhuǎn)變,并未實現(xiàn)身份和地位的轉(zhuǎn)變,無法真正融入城市生活。實現(xiàn)農(nóng)業(yè)轉(zhuǎn)移人口的市民化,保障其平等地享有基本公共服務(wù),關(guān)乎著經(jīng)濟發(fā)展和社會穩(wěn)定,具有極其重要的現(xiàn)實意義。本文在詳細梳理農(nóng)業(yè)轉(zhuǎn)移人口市民化相關(guān)的國內(nèi)外文獻的基礎(chǔ)上,從基本公共服務(wù)均等化的角度出發(fā),首先界定了農(nóng)業(yè)轉(zhuǎn)移人口市民化的相關(guān)概念并闡述了其理論基礎(chǔ);其次構(gòu)建了包含基礎(chǔ)設(shè)施、基本教育、公共文化等6個領(lǐng)域18項指標(biāo)的基本公共服務(wù)水平指標(biāo)體系,采用主成分分析法對山東省各地市的基本公共服務(wù)水平進行評價;之后構(gòu)建了由公共成本和私人成本構(gòu)成的農(nóng)業(yè)轉(zhuǎn)移人口市民化成本模型,采用分類加總法對山東省各地市的人均市民化成本進行測算;最后基于上述分析,提出了推進農(nóng)業(yè)轉(zhuǎn)移人口市民化進程的相關(guān)建議。本文的研究結(jié)果表明,山東省各地市的基本公共服務(wù)水平存在較大差距,沿海地區(qū)和膠濟線沿線地區(qū)基本公共服務(wù)水平較高,內(nèi)陸地區(qū)和膠濟線兩翼地區(qū)基本公共服務(wù)水平較低,在加入對財力因素的考量后得到相似的結(jié)果。山東省各地市的農(nóng)業(yè)轉(zhuǎn)移人口市民化成本相差懸殊,人均公共成本集中分布于10萬元上下,其中城市基礎(chǔ)設(shè)施投資成本占比最大,市民化公共成本較高地區(qū)與基本公共服務(wù)水平較高地區(qū)有一定重合;私人成本集中分布于12萬元上下,其中個人住房成本占比最大;谝陨戏治,本文針對推進農(nóng)業(yè)轉(zhuǎn)移人口市民化提出了四項建議:一是明確農(nóng)業(yè)轉(zhuǎn)移人口市民化的成本分擔(dān)機制,二是構(gòu)建完善的轉(zhuǎn)移支付體系,三是豐富農(nóng)業(yè)轉(zhuǎn)移人口市民化成本的籌資渠道;四是加強相關(guān)保障制度建設(shè)。
[Abstract]:Since the reform and opening up for nearly 40 years, the industrialization and urbanization of our country have advanced by leaps and bounds, accompanied by a large number of agricultural transfer population leaving the countryside and pouring into the city. However, under the fundamental influence of the urban-rural dual system, although they have become an important force in urban construction, they do not enjoy the same basic public services as urban residents, such as social security, education, employment, and so on. It only realizes the change of region and occupation, but does not realize the change of status and status, and can not truly integrate into the city life. It is of great practical significance to realize the urbanization of agricultural transfer population and ensure its equal access to basic public services, which is related to economic development and social stability. On the basis of combing the domestic and foreign literature on the urbanization of agricultural transfer population, this paper firstly defines the related concepts and theoretical basis of the urbanization of agricultural transfer population from the perspective of equalization of basic public services. Secondly, it constructs the basic public service level index system which includes the basic infrastructure, the basic education, the public culture and so on, and evaluates the basic public service level of Shandong Province by principal component analysis. After that, the paper constructs the model of the citizen cost of agricultural transfer population, which is composed of public cost and private cost, and calculates the per capita citizen cost of every city in Shandong Province by using the method of taxonomy and summation; finally, based on the above analysis, Some suggestions are put forward to promote the process of popularizing the agricultural transfer population. The research results of this paper show that there is a big gap in the basic public service level in Shandong Province, and the basic public service level is higher in coastal areas and along the Jiaoji line. The level of basic public service in inland area and Jiaoji line is low, and the results are similar after taking into account financial factors. In Shandong Province, the urban cost of agricultural transfer population varies greatly, and the per capita public cost is concentrated at about 100000 yuan, among which urban infrastructure investment costs account for the largest proportion. The areas with higher public cost and higher level of basic public services coincide to a certain extent, and private costs are concentrated around 120000 yuan, among which the proportion of individual housing costs is the largest. Based on the above analysis, this paper puts forward four suggestions to promote the urbanization of agricultural transfer population: first, to clarify the mechanism of cost sharing for the urbanization of agricultural transfer population; second, to construct a perfect transfer payment system. Third, to enrich the financing channels for the cost of popularizing the agricultural transfer population; fourth, to strengthen the construction of the relevant security system.
