【摘要】：把握農(nóng)業(yè)發(fā)展新趨勢、新變化是新常態(tài)下解決“三農(nóng)”問題的關(guān)鍵。綠色農(nóng)業(yè)作為一種全新的農(nóng)業(yè)發(fā)展模式,已經(jīng)成為新常態(tài)下農(nóng)業(yè)可持續(xù)發(fā)展、更好發(fā)揮農(nóng)業(yè)在國民經(jīng)濟(jì)中基礎(chǔ)性作用的重要途徑。更好地發(fā)展大洼縣原本就處于優(yōu)勢地位的農(nóng)業(yè)經(jīng)濟(jì),已經(jīng)成為大洼縣在新常態(tài)下新農(nóng)村建設(shè)與全面小康社會建成的重點所在,而在促進(jìn)農(nóng)業(yè)發(fā)展的諸多路徑中發(fā)展綠色農(nóng)業(yè)更是重中之重。本文采用文獻(xiàn)資料法和調(diào)研法對大洼縣綠色農(nóng)業(yè)發(fā)展的問題及對策展開研究。首先,在分析大洼縣情及農(nóng)業(yè)總體發(fā)展情況的基礎(chǔ)上,總結(jié)了大洼縣綠色農(nóng)業(yè)發(fā)展中采取的主要措施,剖析了大洼縣綠色農(nóng)業(yè)發(fā)展所取得的成效。其次,就大洼縣綠色農(nóng)業(yè)發(fā)展中存在的問題展開分析,并剖析導(dǎo)致這些問題產(chǎn)生的原因,以明確大洼縣綠色農(nóng)業(yè)在未來發(fā)展中所要解決的問題。由于對綠色農(nóng)業(yè)的內(nèi)涵認(rèn)識不足、綠色農(nóng)業(yè)知識普及程度低、相關(guān)體系和機(jī)制不健全、從業(yè)者素質(zhì)普遍不高和綠色農(nóng)業(yè)科技體系建設(shè)力度不夠,大洼縣綠色農(nóng)業(yè)在發(fā)展中還存在著市場及服務(wù)體系不健全、農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營相對落后、全面質(zhì)量控制體系建設(shè)面臨困難、綠色農(nóng)業(yè)建設(shè)資金相對匱乏、綠色農(nóng)業(yè)標(biāo)準(zhǔn)化體系建設(shè)略顯滯后以及科技水平滯后等問題。最后,基于大洼縣綠色農(nóng)業(yè)發(fā)展的現(xiàn)狀,針對存在的問題及其原因,提出加深對綠色農(nóng)業(yè)的認(rèn)識、加強(qiáng)市場及服務(wù)體系建設(shè)、完善質(zhì)量控制與標(biāo)準(zhǔn)化體系、構(gòu)建多元化投融資體系、全面推動綠色農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營以及完善綠色農(nóng)業(yè)科技支撐體系等對策建議,以期能夠促進(jìn)大洼縣綠色農(nóng)業(yè)的進(jìn)一步發(fā)展。
[Abstract]:Grasp the new trend of agricultural development, new changes are the key to solve the problem of agriculture, rural areas and farmers under the new normal. As a new mode of agricultural development, green agriculture has become an important way for the sustainable development of agriculture under the new normal, and for agriculture to play a fundamental role in the national economy. The better development of the agricultural economy in Dawa County, which was already in an advantageous position, has become the focus of the construction of the new countryside and the building of a well-off society in an all-round way in Dawa County under the new normal. The development of green agriculture in many ways to promote the development of agriculture is the most important. This paper studies the problems and countermeasures of green agriculture development in Dawa County by using the method of literature and investigation. First of all, on the basis of analyzing the situation of Dawa County and the overall development of agriculture, this paper summarizes the main measures adopted in the development of green agriculture in Dawa County, and analyzes the achievements of green agriculture development in Dawa County. Secondly, the problems existing in the development of green agriculture in Dawa County are analyzed, and the reasons leading to these problems are analyzed in order to clarify the problems to be solved in the future development of green agriculture in Dawa County. Due to insufficient understanding of the connotation of green agriculture, low popularization of green agricultural knowledge, imperfect related systems and mechanisms, low quality of practitioners and insufficient construction of green agricultural science and technology system, In the development of green agriculture in Dawa County, the market and service system are not perfect, the industrialization of agriculture is relatively backward, the construction of total quality control system is facing difficulties, and the funds for green agriculture construction are relatively scarce. The construction of green agriculture standardization system lags behind and the level of science and technology lags behind. Finally, based on the present situation of green agriculture development in Dawa County, aiming at the existing problems and their causes, the paper proposes to deepen the understanding of green agriculture, strengthen the construction of market and service system, and perfect the quality control and standardization system. In order to promote the further development of green agriculture in Dawa County, we should set up a diversified investment and financing system, promote the industrialization of green agriculture and perfect the supporting system of green agriculture science and technology in order to promote the further development of green agriculture in Dawa County.
