【摘要】：基準地價是指在城鎮(zhèn)規(guī)劃區(qū)范圍內(nèi),對現(xiàn)狀利用條件下不同級別或不同均質(zhì)地域的土地,按照商業(yè)、居住、工業(yè)等用途,分別評估確定的某一估價期日法定最高年期土地使用權(quán)區(qū)域平均價格�；鶞实貎r是土地管理的基礎(chǔ),能夠反映城市土地市場實際水平的價格�；鶞实貎r的制定對于城市土地市場的其他價格具有指導性作用,并且能夠作為政府制定土地市場的宏觀調(diào)控政策的依據(jù)。沈陽市現(xiàn)階段使用的基準地價是2008年公布的,已超過6年未更新。近些年,隨著社會經(jīng)濟的迅速發(fā)展,沈陽市的城市規(guī)模、基礎(chǔ)設(shè)施條件、環(huán)境質(zhì)量以及土地供求關(guān)系等,都發(fā)生了顯著變化,為了滿足土地市場的發(fā)展,對沈陽市基準地價進行更新勢在必行。本文根據(jù)沈陽市土地市場發(fā)展的實際情況特點對沈陽市進行了基準地價更新研究。第一部分主要對論文的選題背景及意義和相關(guān)理論的闡述,為基準地價更新研究奠定了理論基礎(chǔ)。第二部分主要是對沈陽市的基準地價演變過程進行梳理,分析得出原有基準地價成果存在的問題,提出本次進行基準地價更新的必要性。第三部分利用實際調(diào)研法,通過實際的參與,對基準地價更新的實證進行了論述,得到當前條件下商業(yè)、住宅、工業(yè)基準地價和區(qū)片價等。第四部分主要是對沈陽市最近更新的基準地價的成果分析比較,總結(jié)基準地價特點及變化趨勢.通過橫向上將沈陽市的更新成果與同類城市進行比較,縱向上將更新成果與原有成果進行比較,提出應用建議,使基準地價更好地應用于實踐。
[Abstract]:The benchmark land price refers to the land used in different or different homogeneous areas under the condition of the urban planning, according to the commercial, residential and industrial uses, to evaluate the average regional average price of the legal highest annual land use right for a certain period of valuation. The base quasi land price is the basis of the land management and can reflect the urban soil. The price of the real level of the land market. The formulation of the benchmark land price has a guiding role in the other prices in the urban land market, and can be used as the basis for the government to formulate the macro-control policy of the land market. The benchmark land price used at the present stage of Shenyang is published in 2008. It has not been updated over 6 years. In recent years, with the social economy Rapid development, Shenyang city size, infrastructure conditions, environmental quality and land supply and demand relations have undergone significant changes. In order to meet the development of the land market, it is imperative to update the benchmark land price in Shenyang. Based on the actual conditions of the land market development in Shenyang, this paper carries out the benchmark land price of the city of Shenyang. The first part mainly discusses the background and significance of the topic and the relevant theories, and lays a theoretical foundation for the research of the benchmark land price renewal. The second part is mainly to comb the evolution process of the benchmark land price in Shenyang, analyze the existing problems of the original benchmark land price results, and put forward the renewal of the benchmark land price. In the third part, the actual research method is used, through actual participation, the empirical analysis of the benchmark land price renewal is discussed, and the commercial, residential, industrial benchmark land price and district price under the current conditions are obtained. The fourth part is mainly the analysis and comparison of the latest updated benchmark land price in Shenyang, and summarizes the characteristics and changes of the benchmark land price. By comparing the renewal results of Shenyang with the same cities in the same way, the renewal results are compared with the original results in the longitudinal direction, and the application suggestions are put forward to make the benchmark land price better applied to practice.
