【摘要】：農民收入問題是“三農”問題的核心和根本問題,黨中央始終堅持把“三農”問題作為主要工作來抓。農民增收問題既是經濟問題,又是政治問題,研究農民增收問題對于和諧社會的構建具有十分重要意義�？κ驳靥幾鎳鞅�,是“絲綢之路經濟帶”的重要樞紐,在新疆發(fā)展和穩(wěn)定中具有重要的戰(zhàn)略地位,促進喀什地區(qū)人民增收,對于地區(qū)長期和諧穩(wěn)定發(fā)展具有重要的意義。本文通過深入調研和查閱大量的統(tǒng)計資料的基礎上,結合喀什地區(qū)農村經濟和農民增收的實際情況,總結喀什地區(qū)農民增收存在的主要問題,分析其成因,并提出相應的改進建議,以期為未來喀什地區(qū)農民收入的增加提供一定的理論指引和支持。研究發(fā)現,喀什地區(qū)農民增收還存在著一些比較明顯的問題,收入增長速度遲緩,增收幅度小、農民收入過于依賴傳統(tǒng)農業(yè)、產業(yè)結構單一、農村剩余勞動力轉移進程遲緩等,針對這些主要問題,本研究第四章分別從農業(yè)生產內部以及外部展開分析,探索影響農民增收的因素,這也是本文的研究重心。從內部來看,造成農民收入增長緩慢的主要原因有農業(yè)生產條件差、農業(yè)的弱質性、農產品供求結構不合理、農村產業(yè)化程度偏低,龍頭帶動型企業(yè)少、農民科技文化素質低;從外部因素,農業(yè)發(fā)展基礎設施落后、二元經濟結構的轉換遲緩、農產品流通市場發(fā)育不完善,農產品市場流通體制建設嚴重滯后、土地制度和農村基本經營制度的局限性、戶籍制度成為阻礙農民發(fā)展的障礙、社會保障制度不健全是造成農民增收困難的主要原因。本研究認為,要堅持以人為本、城鄉(xiāng)統(tǒng)籌發(fā)展、可持續(xù)增長、市場為導向、因地制宜的原則來促進喀什地區(qū)農民增收。通過轉變農民傳統(tǒng)觀念,提升農民的勞動技能、加快推動農業(yè)現代化、發(fā)展名特優(yōu)產品優(yōu)勢、引進龍頭企業(yè),打造“公司+農戶”的經營模式、推進農村土地制度改革和創(chuàng)新、加快城鎮(zhèn)化進程、進一步強化財政扶持、落實富民惠民政策、加強農村醫(yī)療、衛(wèi)生事業(yè)建設,完善喀什地區(qū)農村社會保障體系等措施來促進農民增收。
[Abstract]:The issue of farmers' income is the core and fundamental problem of the "three rural areas", and the Party Central Committee has always insisted on the "three rural issues" as the main work.The problem of increasing farmers' income is not only an economic problem but also a political one. It is of great significance to study the problem of increasing farmers' income for the construction of a harmonious society.Kashi is located in the northwest of the motherland and is an important hub of "Silk Road Economic Belt". It plays an important strategic role in the development and stability of Xinjiang, and promotes the increase of people's income in Kashi, which is of great significance to the long-term harmonious and stable development of the region.On the basis of deep investigation and reference of a great deal of statistical data, combining with the actual situation of rural economy and farmers' income increase in Kashi area, this paper summarizes the main problems existing in the increase of farmers' income in Kashi area, and analyzes its causes.Some suggestions are put forward in order to provide some theoretical guidance and support for the future increase of farmers' income in Kashi area.It is found that there are still some obvious problems in increasing farmers' income in Kashi region, such as slow income growth rate, small income increase, farmers' income dependence on traditional agriculture, single industrial structure, slow transfer process of rural surplus labor force, etc.In view of these main problems, the fourth chapter of this study analyzes the internal and external aspects of agricultural production, and explores the factors that affect the increase of farmers' income, which is also the focus of this paper.From the internal point of view, the main reasons for the slow growth of farmers' income are the poor conditions of agricultural production, the weak quality of agriculture, the unreasonable structure of supply and demand of agricultural products, the low degree of industrialization in rural areas, the small number of leading enterprises and the low quality of farmers' science and technology culture.From the external factors, the agricultural development infrastructure is backward, the transformation of dual economic structure is slow, the market development of agricultural products circulation is not perfect, the construction of circulation system of agricultural products market is seriously lagging behind, and the limitation of land system and rural basic management system.The household registration system has become an obstacle to the development of farmers, and the unsound social security system is the main reason for the difficulties of increasing farmers' income.In this study, we should adhere to the principle of people-oriented, urban-rural overall development, sustainable growth, market-oriented, and local conditions to promote the increase of farmers' income in Kashi region.By changing the farmers' traditional concept, improving the farmers' labor skills, speeding up the modernization of agriculture, developing the advantages of famous and excellent products, introducing leading enterprises, creating the management mode of "company farmers", and promoting the reform and innovation of the rural land system,Accelerating the process of urbanization, further strengthening financial support, implementing the policy of enriching the people and benefiting the people, strengthening the construction of rural medical and health services, and perfecting the rural social security system in Kashi area, etc., to promote the increase of farmers' income.
