【摘要】：拉薩市農(nóng)民專業(yè)合作社在社會(huì)經(jīng)濟(jì)發(fā)展的驅(qū)動(dòng)下,呈現(xiàn)由無(wú)到有、由點(diǎn)到面的發(fā)展態(tài)勢(shì)。因農(nóng)民專業(yè)合作社是對(duì)人才結(jié)構(gòu)更替、管理思維創(chuàng)新、技術(shù)革新的集合體,從一定程度來(lái)說(shuō)農(nóng)民專業(yè)合作社成為推動(dòng)高新技術(shù)、實(shí)用技術(shù)應(yīng)用和現(xiàn)代農(nóng)業(yè)科技創(chuàng)新與實(shí)用技術(shù)普及推廣的重要渠道和平臺(tái)。從宏觀分析,堅(jiān)持合作社的整體發(fā)展、積極開展政策的扶持、加強(qiáng)政策的規(guī)范引導(dǎo)和輻射帶動(dòng),是促進(jìn)合作社的整體經(jīng)營(yíng)發(fā)展與保證合作社的經(jīng)營(yíng)效果的必要舉措。拉薩農(nóng)民專業(yè)合作社不論是在財(cái)務(wù)方面還是組織的運(yùn)行和發(fā)展方面以及規(guī)模的經(jīng)營(yíng)大小方面,都取得了一定的成果。目前,拉薩市重視制定合作組織的章程,成立理事會(huì)以及成員代表大會(huì)等組織機(jī)構(gòu),在積極規(guī)范的引導(dǎo)下成立5家國(guó)家級(jí)的示范合作社;另外從政策方面出發(fā),拉薩市深入貫徹落實(shí)農(nóng)民專業(yè)合作社的相關(guān)扶持政策,堅(jiān)持“放、管、服”的原則,推進(jìn)了農(nóng)民專業(yè)和合作社的健康發(fā)展,為農(nóng)民專業(yè)合作社進(jìn)一步有效發(fā)展奠定了良好的基礎(chǔ)。雖然取得一定成效,但從總體上看拉薩市農(nóng)民專業(yè)合作社發(fā)展還處于初級(jí)階段,合作社發(fā)展水平不高、盈利水平不足以及運(yùn)行不規(guī)范、管理程度低等是其存在的問(wèn)題,主要因素是政府對(duì)于農(nóng)民專業(yè)合作社的管理調(diào)控不足,成為阻礙農(nóng)民專業(yè)合作社長(zhǎng)遠(yuǎn)發(fā)展的障礙性因素。因此,在當(dāng)前拉薩社會(huì)經(jīng)濟(jì)發(fā)展的大背景下,研究政府部門如何通過(guò)出臺(tái)相關(guān)政策扶助農(nóng)民專業(yè)合作社的發(fā)展具有重要現(xiàn)實(shí)意義。本文在相關(guān)文獻(xiàn)資料的研究基礎(chǔ)之上,通過(guò)對(duì)拉薩市農(nóng)民專業(yè)合作社進(jìn)行實(shí)地走訪、數(shù)據(jù)分析,探求拉薩市農(nóng)民專業(yè)合作社的現(xiàn)狀、背景以及成效,最后提出推進(jìn)拉薩市農(nóng)民專業(yè)合作社有序發(fā)展的舉措。其一,對(duì)拉薩市農(nóng)民專業(yè)合作社發(fā)展存在的問(wèn)題及原因進(jìn)行了分析;其次,通過(guò)對(duì)農(nóng)民專業(yè)合作社的政策、制度全方面的梳理,如地稅政策、金融支持、用地扶持等方面,結(jié)合現(xiàn)階段拉薩市農(nóng)民專業(yè)合作社的背景進(jìn)行深化。值得注意的是,隨著拉薩市農(nóng)民專業(yè)合作社的發(fā)展和政策執(zhí)行過(guò)程的推進(jìn),在扶持政策方面產(chǎn)生了很多問(wèn)題,制約著農(nóng)民專業(yè)合作社的發(fā)展,所以在本文中筆者對(duì)拉薩市農(nóng)民專業(yè)合作社扶持政策存在的問(wèn)題和原因進(jìn)行了全面的剖析;再次,選取近年來(lái)農(nóng)民專業(yè)合作社發(fā)展取得較好成效黑龍江省作為扶持政策的典型省份作為借鑒對(duì)象;最后,積極分析拉薩市農(nóng)民專業(yè)合作社在實(shí)際運(yùn)行中產(chǎn)生問(wèn)題的原因,可知在政策制定的過(guò)程中存在著缺陷,且在實(shí)施行為中政策不規(guī)范,更有政策推進(jìn)善后程序上的不當(dāng)以及監(jiān)督管理機(jī)制的不明晰。針對(duì)拉薩市農(nóng)民專業(yè)合作社出現(xiàn)的弊端,從農(nóng)民專業(yè)合作社需要面對(duì)的財(cái)政、金融切入觀點(diǎn),通過(guò)完善工商登記以及稅收服務(wù)政策、人才引進(jìn)、合作社相關(guān)問(wèn)題的宣傳、提高農(nóng)民對(duì)于合作社的認(rèn)知等多角度多層面完善拉薩市農(nóng)民專業(yè)合作社,在對(duì)策創(chuàng)新點(diǎn)上通過(guò)電子政務(wù)網(wǎng)站、管理環(huán)節(jié)以及農(nóng)民合作社資源優(yōu)化等角度提出自己的觀點(diǎn),寄希于所提出的對(duì)策借鑒能使得拉薩市農(nóng)民專業(yè)合作社步入有序健康發(fā)展的軌道,進(jìn)而在農(nóng)民專業(yè)合作社資源整合、制度創(chuàng)新的效應(yīng)下,推進(jìn)拉薩市社會(huì)經(jīng)濟(jì)整體上一臺(tái)階。
[Abstract]:Lhasa city farmers' professional cooperatives in driving economic and social development, showing by the development trend, from. Because of farmers' professional cooperatives is the replacement of the personnel structure, the innovation of management thinking, aggregate technological innovation, to a certain extent farmers' professional cooperatives to promote high technology, an important channel and platform to promote the popularization and application of practical technology and modern agricultural science and technology innovation and practical technology. From the macroscopic analysis, adhere to the overall development of cooperatives, actively carry out policy support, strengthen policy guidance and radiation, it is necessary to promote the cooperative overall business development and ensure that the management of the organization. The effect of Lhasa farmers' professional cooperatives both in operation and development financial or organization as well as the size of the business size, have achieved certain results. At present, Lhasa city has made Cooperation Organization charters, the establishment of the Council and members of Congress and other organizations, the establishment of 5 national demonstration cooperatives to actively regulate the guidance; also from the policy aspect, the relevant supporting policies in Lhasa City in-depth implementation of farmer specialized cooperatives, adhere to the "discharge tube, service" principle, to promote health the development of professional farmers and cooperatives, laid a good foundation for further effective development of farmer cooperatives. Although achieved certain results, but from the overall development of farmers' professional cooperatives in Lhasa city is still in the initial stage, the level of development of cooperatives is not high, lack of profitability and operation management is not standardized, low degree of the existing problems, the main factor is the government for the farmers' professional cooperatives Management control deficiencies, become obstacles to hinder the long-term development of farmer cooperatives. Therefore, in The background of current social and economic development of Lhasa, has important practical significance to study how to develop government departments through farmer cooperatives support the introduction of relevant policies. Based on the relevant literature, based on the Lhasa city farmers' professional cooperatives field visits, data analysis, the status of farmer cooperatives in Lhasa city are discussed, and the background results, finally proposed to promote the orderly development of farmer cooperatives in Lhasa initiatives. First, on the development of farmers' professional cooperatives in Lhasa city and the reasons for the problems are analyzed; secondly, based on the farmers' professional cooperative policy, analysis the system of all aspects, such as tax policy, financial support, land support and so on, combined with the current farmer specialized cooperatives in Lhasa city of the background of deepening. It is worth noting that, with the Lhasa city farmer specialized cooperative development The process of development and implementation of policies to promote, many problems arise in the support policy, which restricts the development of farmer cooperatives, so the author conducted a comprehensive analysis on the problems and reasons of Lhasa farmer cooperatives support policy are selected; again, in recent years the development of farmers' professional cooperatives have achieved good result in Heilongjiang Province as a typical province support policies as a reference object; finally, the positive analysis of Lhasa farmer cooperatives have problems in the actual operation, the defects in the process of policy formulation, and in the implementation of policy behavior is not standardized, more policies to promote the rehabilitation program on the improper and the supervision and management mechanism is not clear. Aiming at the drawbacks of farmer cooperatives in Lhasa City, from the farmers' professional cooperatives need to face financial, financial breakthrough point, through the improvement of Business registration and tax service policy, talent introduction, related issues of cooperative propaganda, improve farmers' cooperatives for recognition of multiple points of view and improve the level of farmer cooperatives in Lhasa, the countermeasures through the innovation of e-government website, put forward their own views and management of farmers' cooperatives resource optimization perspective, hope to put forward countermeasures the reference makes the Lhasa city farmers' professional cooperatives into the orderly and healthy development track, and in farmers cooperatives resources integration, the effect of institutional innovation, promote the social economy in Lhasa city on a higher level.
