【摘要】：根據(jù)近年來(lái)農(nóng)業(yè)部門(mén)的統(tǒng)計(jì)數(shù)據(jù)可以得知,在我國(guó),隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展,廣大農(nóng)村地區(qū)的農(nóng)業(yè)規(guī)模經(jīng)營(yíng)和家庭聯(lián)產(chǎn)承包責(zé)任制度之間的矛盾也在不斷擴(kuò)大。雖然黨和國(guó)家高度重視三農(nóng)問(wèn)題,曾多層次、多方面地給予“三農(nóng)”支持。但城鄉(xiāng)收入的差距依舊非常明顯,特別是傳統(tǒng)的家庭聯(lián)產(chǎn)承包責(zé)任制,在經(jīng)濟(jì)日益發(fā)展的過(guò)程中不斷暴露出其弊端,造成了目前我國(guó)廣大農(nóng)村地區(qū)出現(xiàn)土地資源的嚴(yán)重浪費(fèi)。所以對(duì)當(dāng)前的農(nóng)村土地使用權(quán)進(jìn)行有序、合理的流轉(zhuǎn),并對(duì)閑散的農(nóng)村土地進(jìn)行適度集中,將會(huì)不斷穩(wěn)定農(nóng)村土地承包關(guān)系、推動(dòng)農(nóng)業(yè)生產(chǎn)的規(guī)�；�(jīng)營(yíng)、促進(jìn)農(nóng)村三次產(chǎn)業(yè)深度融合發(fā)展、保障農(nóng)民權(quán)益、增加農(nóng)民收入,對(duì)推進(jìn)社會(huì)主義新農(nóng)村建設(shè)以及構(gòu)建和諧社會(huì)具有十分重要的意義。因此,本文挑選梅州市農(nóng)村土地流轉(zhuǎn)規(guī)模較為規(guī)范的梅縣區(qū)梅南鎮(zhèn)、蕉嶺縣廣福鎮(zhèn)、平遠(yuǎn)縣長(zhǎng)田鎮(zhèn)3個(gè)鎮(zhèn)的農(nóng)村土地流轉(zhuǎn)農(nóng)戶(hù)為研究對(duì)象,通過(guò)產(chǎn)權(quán)、地租及制度變遷理論,運(yùn)用對(duì)比分析和實(shí)證分析相結(jié)合的研究方法,首先找出了梅州市在農(nóng)村土地流轉(zhuǎn)過(guò)程中存在農(nóng)民流轉(zhuǎn)意識(shí)薄弱、農(nóng)村土地流轉(zhuǎn)市場(chǎng)不健全、財(cái)政資金支持不足和規(guī)模經(jīng)營(yíng)水平低等問(wèn)題。然后通過(guò)數(shù)據(jù),分別從理論和實(shí)證兩個(gè)方面來(lái)詳細(xì)分析梅州市農(nóng)村土地流轉(zhuǎn)的影響因素,其中理論因素包括供給因素、需求因素和供需結(jié)合因素,而實(shí)證分析則通過(guò)構(gòu)建數(shù)據(jù)模型得出計(jì)量結(jié)果。最后針對(duì)以上存在的問(wèn)題提出規(guī)范引導(dǎo)、加大政策支持和資金扶持等合理的解決對(duì)策,試圖對(duì)促進(jìn)梅州市農(nóng)村土地流轉(zhuǎn)工作的快速開(kāi)展提供一些參考。
[Abstract]:According to the statistics of agricultural sector in recent years, with the development of economy and society, the contradiction between agricultural scale management and household contract responsibility system in rural areas is expanding.Although the Party and the state attach great importance to the issue of agriculture, rural areas and farmers, they have given support to agriculture, rural areas and farmers in many ways.However, the income gap between urban and rural areas is still very obvious, especially the traditional household contract responsibility system, in the process of economic development, it constantly exposed its drawbacks, resulting in a serious waste of land resources in the vast rural areas of our country at present.Therefore, the orderly and reasonable circulation of the current rural land use right and the moderate concentration of idle rural land will stabilize the rural land contracting relationship and promote the large-scale management of agricultural production.It is of great significance to promote the deep integration and development of the three industries in rural areas, to protect the rights and interests of farmers and to increase the income of farmers, which is of great significance to the construction of a new socialist countryside and the construction of a harmonious society.Therefore, this article selects the rural land transfer peasant households of Meizhou rural land transfer scale Meinan town, Jiaoling county Guangfu town, Pingyuan Changtian town as the research object, through the property right, the land rent and the system vicissitude theory.By means of comparative analysis and empirical analysis, this paper first finds out that in the process of rural land circulation in Meizhou City, the consciousness of farmers' circulation is weak, and the market of rural land circulation is not perfect.Insufficient financial support and low level of scale management and other issues.Then, through the data, the paper analyzes the influencing factors of rural land circulation in Meizhou from two aspects of theory and demonstration, including supply factor, demand factor and supply and demand combination factor.Empirical analysis through the construction of data model to obtain the results of measurement.Finally, this paper puts forward some reasonable solutions to the above problems, such as increasing policy support and fund support, and tries to provide some references for the rapid development of rural land circulation in Meizhou City.
