【摘要】：運用CFPS2012和2014年入戶調(diào)查數(shù)據(jù),實證研究中國農(nóng)村養(yǎng)老保障支出的受益歸宿及其影響因素。研究發(fā)現(xiàn),中國農(nóng)村養(yǎng)老保障支出的受益歸宿總體上具有累進性,其支出使得中國農(nóng)村的基尼系數(shù)降低了7-9個百分點。但是農(nóng)村養(yǎng)老保障并沒有向農(nóng)村最低收入群體傾斜,農(nóng)村中等收入群體是最大受益群體。由于農(nóng)村養(yǎng)老保障實現(xiàn)自愿參保,通過進一步建立農(nóng)村養(yǎng)老保障參與概率模型,發(fā)現(xiàn)影響最低收入群體參與概率的主要是家庭收入、是否務(wù)農(nóng)、年齡、宗教、健康以及是否受到政府不公正對待等因素。文章最后提出農(nóng)村養(yǎng)老保障政策需要加大對低收入群體的財政激勵,改變與參保者繳費水平掛鉤的財政補助政策,同時加強宣傳,提振農(nóng)民對養(yǎng)老保障政策的信心。
[Abstract]:Based on the data of CFPS2012 and 2014 household survey, this paper empirically studies the benefit fate and its influencing factors of rural old-age security expenditure in China.It is found that the benefit of rural old-age security expenditure in China is progressive in general, and the Gini coefficient of rural China is reduced by 7-9 percentage points.But the rural old-age security is not inclined to the rural lowest income group, the rural middle income group is the biggest benefit group.Because the rural old-age security realizes the voluntary participation, by further establishing the rural old-age security participation probability model, it is found that the main factors that affect the participation probability of the lowest income groups are the family income, whether to work in agriculture, whether to work in agriculture, age, religion, etc.Health and whether it is unfairly treated by the government.Finally, the paper points out that the rural old-age security policy needs to increase the financial incentive to the low-income group, change the financial subsidy policy which is linked to the insured's contribution level, and strengthen the propaganda to boost the farmers' confidence in the old-age security policy.
