【摘要】：隨著遼寧省農(nóng)業(yè)機(jī)械化水平的發(fā)展,省內(nèi)的農(nóng)機(jī)合作社逐漸發(fā)展壯大,這在國(guó)家要求快速發(fā)展農(nóng)業(yè)科技水平,提高土地利用率方面是非常重要的。農(nóng)機(jī)合作社的發(fā)展,促進(jìn)了遼寧省新型農(nóng)機(jī)合作社土地托管經(jīng)營(yíng)模式的產(chǎn)生。農(nóng)機(jī)合作社土地托管模式作為一種新型的農(nóng)業(yè)經(jīng)營(yíng)模式,打破了傳統(tǒng)的分散的農(nóng)業(yè)經(jīng)營(yíng)模式,在實(shí)現(xiàn)規(guī)模經(jīng)營(yíng),提高農(nóng)業(yè)用地的使用效率,緩解農(nóng)業(yè)用地嚴(yán)重不足的現(xiàn)狀,解放農(nóng)村勞動(dòng)力,改變土地經(jīng)營(yíng)方式,從而達(dá)到了合理分配土地資源的目的,這給了我們國(guó)家解決"三農(nóng)"問(wèn)題,實(shí)現(xiàn)偉大復(fù)興的中國(guó)夢(mèng)提供了重要保障。本文對(duì)分別對(duì)"全程式"、"環(huán)節(jié)式"、"入股式"的遼寧省農(nóng)機(jī)合作社土地托管經(jīng)營(yíng)模式進(jìn)行了詳細(xì)介紹,選取三家典型的農(nóng)機(jī)合作社,通過(guò)實(shí)地調(diào)研用對(duì)比分析的方法,從農(nóng)機(jī)合作社的收入與支出,農(nóng)民加入農(nóng)機(jī)合作社進(jìn)行土地托管的前后成本和收入,勞動(dòng)力的解放程度等方面。進(jìn)而實(shí)證分析農(nóng)機(jī)合作社"全程式"、"環(huán)節(jié)式"、"入股式"三種經(jīng)營(yíng)模式。結(jié)果表明"環(huán)節(jié)式"農(nóng)機(jī)合作社土地托管模式以其靈活多變的經(jīng)營(yíng)方式,最能得到農(nóng)民接受,"全程式"農(nóng)機(jī)合作社土地托管模式盈利方式多樣,節(jié)省農(nóng)村剩余勞動(dòng)力,土地經(jīng)營(yíng)權(quán)仍歸農(nóng)民所有,同樣得到了農(nóng)民的歡迎。"入股式"農(nóng)機(jī)合作社土地托管方式讓農(nóng)民盈利,節(jié)省了農(nóng)村勞動(dòng)力,但是土地經(jīng)營(yíng)權(quán)由合作社所有,部分農(nóng)民不太接受。通過(guò)分析"入股式"被看做是未來(lái)發(fā)展的趨勢(shì),農(nóng)民入股土地,解放了勞動(dòng)力。出城打工,創(chuàng)業(yè)經(jīng)商。會(huì)進(jìn)一步增加農(nóng)民收入,農(nóng)機(jī)合作社有了生產(chǎn)經(jīng)營(yíng)權(quán),可以大規(guī)模引進(jìn)大型機(jī)械設(shè)備,提高了我國(guó)的農(nóng)業(yè)機(jī)械化水平,從而使土地規(guī)模成片經(jīng)營(yíng),在促進(jìn)我國(guó)土地大規(guī)模流轉(zhuǎn)具有重要作用。最后,得出結(jié)論,提出遼寧省農(nóng)機(jī)合作社土地托管模式的問(wèn)題并提出對(duì)策建議。
[Abstract]:With the development of agricultural mechanization in Liaoning Province, agricultural machinery cooperatives in the province are gradually growing, which is very important for the country to develop the level of agricultural science and technology quickly and to improve the land utilization ratio.The development of agricultural machinery cooperatives has promoted the production of land trust management mode of new type agricultural machinery cooperatives in Liaoning Province.As a new type of agricultural management mode, the land trust mode of agricultural machinery cooperative breaks the traditional decentralized agricultural management mode, realizes the scale management, improves the use efficiency of agricultural land, and alleviates the serious shortage of agricultural land.Liberating the rural labor force and changing the land management mode, thus achieving the goal of rational allocation of land resources, which provides an important guarantee for our country to solve the "three rural" problems and realize the great rejuvenation of Chinese Dream.This paper introduces in detail the land trust management mode of Liaoning province agricultural machinery cooperatives, which are "whole process", "link" and "share buying" respectively. Three typical agricultural machinery cooperatives are selected, and the comparative analysis method is used through field investigation.From the income and expenditure of agricultural machinery cooperative, the cost and income before and after farmers joining agricultural machinery cooperative to carry out land trust, the degree of liberation of labor force and so on.Then the paper empirically analyzes three management modes of agricultural machinery cooperative: whole process mode, link type and share-taking mode.The results show that the "link" mode of land trust in agricultural machinery cooperatives is most acceptable to farmers because of its flexible and changeable management mode, and the "whole process" mode of land trust mode of agricultural machinery cooperatives has a variety of profit ways and saves rural surplus labor force.The right to land management is still owned by farmers and is also welcomed by farmers. "The mode of land trust in agricultural machinery cooperatives makes farmers profit and saves rural labor force, but the land management right is owned by cooperatives, and some farmers do not accept it.By analyzing the trend of the future development, the peasants took part in the land and liberated the labor force.Working in the city, starting a business.Farmers' income will be further increased, and agricultural machinery cooperatives will have the right of production and management, which will allow large-scale introduction of large-scale machinery and equipment, raise the level of agricultural mechanization in our country, and thus enable the land to be operated on a large scale.In promoting the large-scale circulation of land in China has an important role.Finally, the paper puts forward the problems of land trust mode of Liaoning Agricultural Machinery Cooperative and puts forward some countermeasures.
