【摘要】：近些年來(lái),我國(guó)農(nóng)業(yè)科技園區(qū)的建設(shè)發(fā)展備受關(guān)注,2017年“中央一號(hào)”再次指出要深入推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革,開(kāi)創(chuàng)現(xiàn)代農(nóng)業(yè)發(fā)展新局面。目前,農(nóng)業(yè)科技園區(qū)已成為促進(jìn)科技和金融密切聯(lián)系的基地,園區(qū)的發(fā)展在很大程度上關(guān)系到產(chǎn)業(yè)升級(jí)和國(guó)民經(jīng)濟(jì)可持續(xù)發(fā)展。盡管我國(guó)已在2001年制定了《農(nóng)業(yè)科技園區(qū)指南》,大力推進(jìn)園區(qū)的發(fā)展,但園區(qū)主體信用顯示度不足和資金渠道魯棒性偏低成為園區(qū)創(chuàng)新升級(jí)的瓶頸。國(guó)內(nèi)學(xué)者們關(guān)于農(nóng)業(yè)科技園區(qū)的運(yùn)行機(jī)制等進(jìn)行了大量的研究,但關(guān)于園區(qū)的金融支持在理論和實(shí)踐上的研究還很薄弱。金融要素的投入和使用在農(nóng)業(yè)科技園區(qū)建設(shè)與運(yùn)營(yíng)中發(fā)揮著重要作用。鑒于此,本文研究黑龍江省農(nóng)業(yè)科技園區(qū)金融支持這一論題,具有較高的理論意義和實(shí)踐價(jià)值。本文選擇“黑龍江省農(nóng)業(yè)科技園區(qū)金融支持對(duì)策研究”這個(gè)論題,通過(guò)規(guī)范界定農(nóng)業(yè)科技園區(qū)、農(nóng)業(yè)科技園區(qū)金融支持的含義,闡述農(nóng)業(yè)科技園區(qū)金融支持的相關(guān)理論,基于此,運(yùn)用文獻(xiàn)分析法、實(shí)地調(diào)研法、總結(jié)歸納法和實(shí)證方法對(duì)黑龍江省農(nóng)業(yè)科技園區(qū)金融支持展開(kāi)研究。首先,根據(jù)獲取的資料,針對(duì)目前黑龍江省38家省級(jí)以上農(nóng)業(yè)科技園區(qū)進(jìn)行了金融支持現(xiàn)狀方面的梳理,從供給和需求的角度,提出了園區(qū)存在金融供給小于需求即金融支持不足的問(wèn)題,并對(duì)造成黑龍江省農(nóng)業(yè)科技園區(qū)金融支持不足的成因進(jìn)行了分析,具體包括政府扶持力度不足、銀行類(lèi)金融機(jī)構(gòu)“惜貸”、民間金融規(guī)范性較差、農(nóng)業(yè)保險(xiǎn)新品種缺乏和園區(qū)綜合競(jìng)爭(zhēng)能力較弱;其次,創(chuàng)造性的運(yùn)用FA-MLR模型對(duì)黑龍江省農(nóng)業(yè)科技園區(qū)的金融支持效應(yīng)進(jìn)行研究,確定了政策性信貸、商業(yè)性信貸、合作性信貸與農(nóng)業(yè)科技園區(qū)發(fā)展水平之間存在正效應(yīng),而民間資本與園區(qū)發(fā)展水平之間存在負(fù)效應(yīng);再次,結(jié)合實(shí)證結(jié)果以及國(guó)內(nèi)其他園區(qū)的成功經(jīng)驗(yàn),得出對(duì)黑龍江省農(nóng)業(yè)科技園區(qū)在金融支持方面的啟示即完善園區(qū)擔(dān)保體系、優(yōu)化園區(qū)信用環(huán)境、拓寬信貸支持渠道;最后,從政府、金融機(jī)構(gòu)、園區(qū)三個(gè)層面,提出了完善政府引導(dǎo)扶持體系、優(yōu)化金融機(jī)構(gòu)支持策略、提升園區(qū)綜合競(jìng)爭(zhēng)力的建議。囿于能力、論文篇幅以及實(shí)際獲取資料所限,本文未對(duì)園區(qū)內(nèi)的入駐企業(yè)通過(guò)上市融資獲取金融支持進(jìn)行系統(tǒng)性地研究,以期在后續(xù)深入研究中完善相關(guān)問(wèn)題的論述。
[Abstract]:In recent years, the construction and development of agricultural science and technology parks in China have attracted much attention. In 2017, "Central Committee No. 1" once again pointed out that it is necessary to further promote the structural reform on the supply side of agriculture and create a new situation for the development of modern agriculture.At present, the agricultural science and technology park has become the base to promote the close connection between science and technology and finance, and the development of the park to a great extent relates to the industrial upgrading and the sustainable development of the national economy.Although our country has formulated the "Agricultural Science and Technology Park Guide" in 2001 to promote the development of the park, the lack of credit indication of the main body of the park and the low robustness of the financial channel have become the bottleneck of the innovation and upgrading of the park.Domestic scholars have done a lot of research on the operation mechanism of agricultural science and technology park, but the research on the financial support of the park in theory and practice is still very weak.The input and use of financial elements play an important role in the construction and operation of agricultural science and technology park.In view of this, this paper studies the financial support of Heilongjiang Agricultural Science and Technology Park, which has high theoretical significance and practical value.In this paper, we choose the topic of "study on the Financial support Countermeasures of Heilongjiang Agricultural Science and Technology Park", define the meaning of the agricultural science and technology park and the financial support of the agricultural science and technology park, and expound the relevant theory of the financial support of the agricultural science and technology park.Based on this, this paper studies the financial support of Heilongjiang Agricultural Science and Technology Park by literature analysis, field investigation, induction and empirical method.First of all, according to the information obtained, the current situation of financial support in 38 agricultural science and technology parks above the provincial level in Heilongjiang Province has been combed, from the point of view of supply and demand.The paper puts forward the problem that the financial supply is less than the demand, that is, the financial support is insufficient, and analyzes the causes of the insufficient financial support in Heilongjiang Agricultural Science and Technology Park, including the insufficient government support.Bank financial institutions are "reluctant to lend", the regulation of private finance is poor, the new varieties of agricultural insurance are lacking and the comprehensive competitiveness of the park is relatively weak; secondly,This paper studies the financial support effect of Heilongjiang Agricultural Science and Technology Park by using FA-MLR model creatively, and determines the positive effect between policy credit, commercial credit, cooperative credit and the level of development of agricultural science and technology park.And there is a negative effect between the private capital and the level of development of the park. Thirdly, combining the empirical results and the successful experience of other domestic parks, the enlightenment to the financial support of Heilongjiang agricultural science and technology park is to perfect the guarantee system of the park.Finally, from the three levels of government, financial institutions, park, put forward to improve the government guidance and support system, optimize the support strategy of financial institutions, improve the comprehensive competitiveness of the park.Due to the limitation of the ability, the length of the paper and the actual data, this paper does not systematically study the financial support of the resident enterprises in the park through listed financing, in order to improve the discussion of related issues in the further research.
