【摘要】：農(nóng)業(yè)機(jī)械化是現(xiàn)代農(nóng)業(yè)的物質(zhì)載體和重要標(biāo)志,在農(nóng)業(yè)現(xiàn)代化發(fā)展過(guò)程中起著極為重要的推動(dòng)作用。湖南省作為一個(gè)農(nóng)業(yè)大省,農(nóng)業(yè)機(jī)械化水平已有較大水平的提升。但是,在農(nóng)業(yè)機(jī)械化發(fā)展過(guò)程中還存在著農(nóng)機(jī)裝配結(jié)構(gòu)不合理,區(qū)域發(fā)展不平衡等問(wèn)題,還不能適應(yīng)新時(shí)期湖南省農(nóng)村經(jīng)濟(jì)和社會(huì)發(fā)展的需要。因此,研究湖南省農(nóng)業(yè)機(jī)械化發(fā)展的影響因素并提出相應(yīng)對(duì)策、快速提升和發(fā)展農(nóng)業(yè)機(jī)械化以實(shí)現(xiàn)農(nóng)業(yè)大省向農(nóng)業(yè)強(qiáng)省的跨越是我們急待解決的重大戰(zhàn)略課題。本文著眼于湖南省農(nóng)業(yè)機(jī)械化發(fā)展過(guò)程中存在的問(wèn)題,分析其影響因素,基于湖南省農(nóng)機(jī)化統(tǒng)計(jì)數(shù)據(jù),以湖南省農(nóng)機(jī)總動(dòng)力保有量為主要研究對(duì)象,采用多元回歸分析方法構(gòu)建了農(nóng)機(jī)總動(dòng)力保有量預(yù)測(cè)模型,對(duì)湖南省農(nóng)業(yè)機(jī)械化發(fā)展態(tài)勢(shì)進(jìn)行預(yù)測(cè)并提出一系列農(nóng)機(jī)化發(fā)展對(duì)策。首先分析了湖南省農(nóng)業(yè)機(jī)械化發(fā)展現(xiàn)狀并指出其存在問(wèn)題。根據(jù)湖南省農(nóng)業(yè)機(jī)械化發(fā)展的統(tǒng)計(jì)數(shù)據(jù)資料,結(jié)合湖南省農(nóng)機(jī)管理局調(diào)研情況,分析湖南省農(nóng)業(yè)機(jī)械化發(fā)展現(xiàn)狀并歸納其發(fā)展特征。近幾年來(lái)湖南省農(nóng)業(yè)機(jī)械化發(fā)展迅速,農(nóng)機(jī)品種多樣、農(nóng)機(jī)裝配總量增多,農(nóng)機(jī)實(shí)用新技術(shù)迅速推廣應(yīng)用,農(nóng)機(jī)社會(huì)化服務(wù)蓬勃發(fā)展,農(nóng)業(yè)機(jī)械化水平不斷提高。湖南省農(nóng)業(yè)機(jī)械化穩(wěn)步發(fā)展,各項(xiàng)工作取得了豐碩成果。然而,目前湖南省農(nóng)業(yè)機(jī)械化總體水平還不高,存在著農(nóng)機(jī)裝備結(jié)構(gòu)不合理、各個(gè)生產(chǎn)環(huán)節(jié)的機(jī)械化水平差異較大以及各地區(qū)機(jī)械化水平發(fā)展不平衡等問(wèn)題,還不能滿足新時(shí)期新形勢(shì)下的農(nóng)業(yè)發(fā)展需求。其次分析了湖南省農(nóng)業(yè)機(jī)械化發(fā)展的促進(jìn)及制約因素。一方面農(nóng)業(yè)機(jī)械化法律法規(guī)的逐步完善、各級(jí)政府補(bǔ)貼力度的不斷加大、湖南省良好的農(nóng)機(jī)制造業(yè)基礎(chǔ)以及農(nóng)業(yè)機(jī)械化推廣工作的大力開(kāi)展不斷推動(dòng)著湖南省農(nóng)業(yè)機(jī)械化健康發(fā)展；另一方面湖南省山地、丘陵多的地貌特點(diǎn)不利于農(nóng)業(yè)規(guī)�；�(jīng)營(yíng)及機(jī)械化發(fā)展,農(nóng)業(yè)機(jī)械化基礎(chǔ)設(shè)施薄弱,農(nóng)村勞動(dòng)力的大量轉(zhuǎn)移以及農(nóng)機(jī)市場(chǎng)流通體系不健全也在一定程度上影響著湖南省農(nóng)機(jī)化發(fā)展。再次對(duì)湖南省農(nóng)機(jī)總動(dòng)力保有量這一表征農(nóng)業(yè)機(jī)械化程度及水平的重要參數(shù)進(jìn)行了詳細(xì)分析。匯總2007年以來(lái)湖南省農(nóng)機(jī)化統(tǒng)計(jì)數(shù)據(jù),分別對(duì)農(nóng)機(jī)總投入、農(nóng)村勞動(dòng)力、農(nóng)機(jī)從業(yè)人員受教育程度及農(nóng)機(jī)推廣等因素與農(nóng)機(jī)總動(dòng)力保有量進(jìn)行相關(guān)性分析,分析各因素對(duì)農(nóng)機(jī)總動(dòng)力保有量的影響程度,并采用多元線性回歸的方法,構(gòu)建了農(nóng)機(jī)總動(dòng)力保有量預(yù)測(cè)模型,對(duì)湖南省農(nóng)業(yè)機(jī)械化發(fā)展態(tài)勢(shì)進(jìn)行了預(yù)測(cè)。該模型的建立可為農(nóng)機(jī)職能部門科學(xué)決策和制定發(fā)展規(guī)劃提供一定的參考與依據(jù)。最后在分析農(nóng)業(yè)機(jī)械化影響因素的基礎(chǔ)上,針對(duì)湖南省農(nóng)業(yè)機(jī)械化發(fā)展現(xiàn)狀及問(wèn)題,提出一系列戰(zhàn)略對(duì)策和建議。農(nóng)業(yè)機(jī)械化是一個(gè)動(dòng)態(tài)發(fā)展的過(guò)程。針對(duì)湖南省農(nóng)業(yè)機(jī)械化發(fā)展過(guò)程中存在的實(shí)際問(wèn)題,分析其產(chǎn)生的原因,提出相應(yīng)的對(duì)策建議,為相關(guān)部門決策提供依據(jù)和參考,對(duì)于進(jìn)一步提高農(nóng)業(yè)機(jī)械化水平,促進(jìn)農(nóng)村經(jīng)濟(jì)和農(nóng)業(yè)生產(chǎn)發(fā)展,具有重要的理論和現(xiàn)實(shí)意義。
[Abstract]:Agricultural mechanization is the material carrier of modern agriculture and an important symbol in the development process of agricultural modernization plays an extremely important role. Hunan province is a big agricultural province, agricultural mechanization level has a larger level. However, in the development of agricultural mechanization still exist in the process of agricultural machinery assembly structure is not reasonable the problem, the imbalance of regional development, but also can not adapt to the needs of rural economic and social development of Hunan Province in the new period. Therefore, to study the influencing factors on the development of Agricultural Mechanization in Hunan province and puts forward some corresponding countermeasures, rapid promotion and development of agricultural mechanization to achieve agricultural province to a strong agricultural province across the major strategic issues need to be solved. This paper focuses on the development of Agricultural Mechanization in Hunan Province, the existing problems, analyze the influencing factors of Agricultural Mechanization in Hunan Province Based on the statistical data in Hunan Province agricultural machine total To secure the quantity as the main research object, constructs the total power of agricultural machinery insurance model prediction using regression analysis method to the Hunan Province Agricultural Mechanization Development Trend Forecast and put forward a series of Countermeasures of agricultural mechanization development. First analysis of Agricultural Mechanization in Hunan province development present situation and points out the existing problems according to the statistical data. Development of Agricultural Mechanization in Hunan Province, combined with the Hunan Province Agricultural Management Bureau of investigation, analysis of the current situation of the development of Agricultural Mechanization in Hunan province and summarized its development characteristics. In recent years the development of Agricultural Mechanization in Hunan Province, agricultural machine variety, agricultural machinery assembly total increase, the new technology of agricultural practical rapid popularization and application of social service agricultural development, agricultural mechanization level continues to increase. The steady development of Agricultural Mechanization in Hunan Province, the work has achieved fruitful results. However, the current Hunan Province agricultural machine The overall level is not high, there are unreasonable structure of agricultural equipment, the difference level of mechanization of various production processes and high mechanization level of the regional development imbalance, also can not meet the demand of agricultural development in the new period under the new situation. Then analyzes the constraints and promote the development of agricultural machinery in Hunan Province on the one hand, the agricultural mechanization. The consummation of the laws, the government subsidies at all levels continue to increase, Hunan province good agricultural machinery manufacturing industry base and agricultural mechanization vigorously promotes the healthy development of Agricultural Mechanization in Hunan province; on the other hand, Hunan mountain, hilly landform characteristics is not conducive to the agricultural scale management and development of mechanization of agricultural mechanization, weak infrastructure, rural labor transfer and agricultural market circulation system is not perfect in some way The degree of influence on Agricultural Mechanization Development in Hunan province. Again the important parameters characterizing the degree of agricultural mechanization and the level of total power of agricultural machinery in Hunan province are analyzed in detail. Summary of Hunan province since 2007, agricultural statistics, the total investment of agricultural, rural labor force, the total power of Education and promotion of agricultural mechanization the factors such as farm workers and agricultural insurance amount through correlation analysis, analysis of various factors on the total power of agricultural insurance to affect the quantity, and by using multiple linear regression method, the construction of agricultural machinery total power conservation model prediction in Hunan Province, agricultural mechanization development trend was predicted. The model can be provide a reference and basis for the agricultural departments of scientific decision-making and development planning. Finally, based on analyzing the influence factors of Agricultural Mechanization on Agricultural Mechanization Development in Hunan Province Present situation and problems, put forward a series of countermeasures and suggestions. The agricultural mechanization is a dynamic development process. According to the actual problems of the development of Agricultural Mechanization in Hunan Province, analyzes the reasons and puts forward the corresponding countermeasures and suggestions, provide the basis and reference for the relevant departments to further improve the agricultural decision-making. The level of mechanization of agricultural production and promote rural economic development, has important theoretical and practical significance.
