【摘要】：奶業(yè)在中國國民經(jīng)濟(jì)中占有重要的地位,近年來,中國奶業(yè)也發(fā)生了巨大的變化,隨著貿(mào)易自由化進(jìn)一步加大,國際乳制品貿(mào)易的發(fā)展和變化對中國奶業(yè)的發(fā)展產(chǎn)生一定的積極影響,與此同時,中國奶牛單產(chǎn)水平低、乳制品貿(mào)易保護(hù)政策較少、國外乳制品的價格優(yōu)勢等諸多因素使得中國乳制品進(jìn)口數(shù)量逐年增加,不可避免的沖擊了中國乳制品市場,中國奶牛產(chǎn)業(yè)面臨內(nèi)憂外患,面對激烈的國際奶業(yè)市場競爭和乳制品出口補(bǔ)貼取消造成的進(jìn)口增加,是否會對中國奶業(yè)發(fā)展造成一定的損害,成為一個備受關(guān)注的問題。本研究基于產(chǎn)業(yè)損害基本理論、WTO相關(guān)準(zhǔn)則、條例,建立了中國奶牛產(chǎn)業(yè)損害預(yù)警指標(biāo)體系；利用層次分析法(AHP)對相關(guān)指標(biāo)數(shù)據(jù)進(jìn)行了綜合評價；利用BP神經(jīng)網(wǎng)絡(luò)模型對未來中國奶牛產(chǎn)業(yè)進(jìn)行了預(yù)測預(yù)警分析。結(jié)果表明,中國奶牛產(chǎn)業(yè)現(xiàn)在處于安全運(yùn)行狀態(tài),但是乳制品進(jìn)口已經(jīng)對中國奶牛產(chǎn)業(yè)鏈造成了一定的沖擊,中國奶牛產(chǎn)業(yè)損害預(yù)警指數(shù)呈逐漸下降趨勢,風(fēng)險呈逐漸上升趨勢,應(yīng)引起注意,在此基礎(chǔ)上,對中國奶牛產(chǎn)業(yè)發(fā)展提出了相關(guān)政策建議。
[Abstract]:Dairy industry plays an important role in China's national economy. In recent years, great changes have taken place in China's dairy industry, and with the further increase of trade liberalization,The development and change of international dairy trade have a certain positive influence on the development of Chinese dairy industry. At the same time, the level of dairy cow per unit yield is low, and the protection policy of dairy trade is less.The price advantages of foreign dairy products and other factors make the import quantity of Chinese dairy products increase year by year, which inevitably impacts the Chinese dairy products market, and the Chinese dairy industry is facing internal and external problems.In the face of the fierce competition in the international dairy market and the increase in imports caused by the cancellation of export subsidies for dairy products, it has become a matter of great concern whether the increase in imports will cause certain damage to the development of China's dairy industry.Based on the basic theory of industrial damage and the relevant WTO rules and regulations, this study established the early warning index system of dairy industry damage in China, and made a comprehensive evaluation of the relevant index data by means of Analytic hierarchy process (AHP).BP neural network model was used to forecast and analyze the future dairy cow industry in China.The results show that China's dairy industry is in a safe operating state, but dairy imports have already caused a certain impact on China's dairy industry chain, and the warning index of dairy industry damage in China is gradually declining.The risk is rising gradually, which should be paid attention to. On the basis of this, some policy suggestions are put forward for the development of dairy industry in China.
