【摘要】：參與式扶貧和協(xié)同式扶貧是兩種不同類型的扶貧模式。參與式扶貧源于西方發(fā)展理論,強調(diào)扶貧對象的參與。由于其存在著理論上的瑕疵和實踐上的"久扶不脫貧"的貧困治理困境,發(fā)展進程極為緩慢,逐漸被協(xié)同式扶貧所取代。協(xié)同式扶貧是一種理想的扶貧模式,強調(diào)扶貧主體的多元化、扶貧目標的一致性、扶貧系統(tǒng)的開放性、扶貧過程的動態(tài)性和扶貧行動的合作性。無論從扶貧主體、扶貧內(nèi)容還是扶貧方式來看,協(xié)同式扶貧與參與式扶貧相比,均有其自身的優(yōu)勢。協(xié)同式扶貧在扶貧過程中有利于精準識別、精準幫扶和精準管理,現(xiàn)行的精準扶貧將逐漸走向協(xié)同式精準扶貧。實現(xiàn)協(xié)同式精準扶貧,需要扶貧信息的協(xié)同、扶貧制度的協(xié)同、扶貧文化的協(xié)同和良好社會資本的培育。唯其如此,才能更好地發(fā)揮精準扶貧的協(xié)同效應(yīng),實現(xiàn)貧困治理績效的最大化。
[Abstract]:Participatory poverty alleviation and synergistic poverty alleviation are two different types of poverty alleviation models.Participatory poverty alleviation originates from the western theory of development and emphasizes the participation of the object of poverty alleviation.Because of its defects in theory and the poverty management dilemma of "support poverty" in practice, the development process is very slow, and gradually replaced by the coordinated poverty alleviation.Synergetic poverty alleviation is an ideal poverty alleviation model, which emphasizes the pluralism of the main body of poverty alleviation, the consistency of the poverty alleviation goal, the openness of the poverty alleviation system, the dynamic nature of the poverty alleviation process and the cooperative nature of the poverty alleviation action.In terms of the main body of poverty alleviation, the content of poverty alleviation and the way of poverty alleviation, the synergetic poverty alleviation has its own advantages compared with the participatory poverty alleviation.In the process of poverty alleviation, cooperative poverty alleviation is conducive to accurate identification, precision support and precision management, and the current precision poverty alleviation will gradually move towards collaborative precision poverty alleviation.To realize the coordinated and accurate poverty alleviation, we need the coordination of the information, the system, the culture of poverty alleviation and the cultivation of good social capital.Only in this way, can we better exert the synergistic effect of accurate poverty alleviation and maximize the performance of poverty management.
