【摘要】：順化省在越南的中部,自然條件比較刻薄、自然資源貧乏、資本有限。所以,為了實(shí)現(xiàn)工業(yè)化和現(xiàn)代化,需要開發(fā)人的潛能、提高人力資源的質(zhì)量。提高人力資源質(zhì)量正是提高民智的程度、知識、職業(yè)技能,為勞動(dòng)者裝備新的見識。同時(shí),提高人力資源的質(zhì)量可以形成對其他地區(qū)的競爭優(yōu)勢,縮短同其他經(jīng)濟(jì)中心發(fā)展的差距。另外,提高人力資源的質(zhì)量是為了實(shí)現(xiàn)2009年5月25號政治部提出的48/KL-TW結(jié)論關(guān)于建設(shè)、發(fā)展順化省到2020年的目標(biāo)：“建設(shè)順化省在幾年來成為直屬中央的城市,是中部地區(qū)的中心,是全國文化、旅游、科學(xué)工藝、衛(wèi)生、多行、多領(lǐng)域、高質(zhì)量教育培訓(xùn)中心之一。奮斗到2020年,順化省成為國際、地區(qū)和國家的都市中心,是東南亞地區(qū)和全國的經(jīng)濟(jì)、文化、科學(xué)、衛(wèi)生、培訓(xùn)中心之一”。然而,順化省的農(nóng)村人力資源還沒回應(yīng)工業(yè)化、現(xiàn)代化的要求,大部分居民從事農(nóng)業(yè)、生產(chǎn)效率落后、主要是普通勞動(dòng)和簡單勞動(dòng)、勞動(dòng)的質(zhì)量低。所以,順化省需要有同步的政策提高人力資源的質(zhì)量使實(shí)現(xiàn)工業(yè)化、現(xiàn)代化,準(zhǔn)備需要的前提使形成知識經(jīng)濟(jì)。本論文以順化省農(nóng)村人力資源為研究對象,一方面通過對順化省的自然特點(diǎn)、農(nóng)村經(jīng)濟(jì)社會發(fā)展的現(xiàn)狀進(jìn)行調(diào)查、了解,包括人口的現(xiàn)狀和特點(diǎn)、衛(wèi)生,教育和傳媒領(lǐng)域現(xiàn)狀、農(nóng)村經(jīng)濟(jì)發(fā)展現(xiàn)狀；另一方面,對順化省農(nóng)村人力資源利用實(shí)況進(jìn)行調(diào)查、分析,包括農(nóng)村人力資源的數(shù)量和質(zhì)量,發(fā)現(xiàn)了順化省農(nóng)村人力資源開發(fā)存在問題,借鑒中國的經(jīng)驗(yàn)、特別是中國的“三農(nóng)”政策,提出針對順化省開發(fā)農(nóng)村人力資源的對策和建議,并希望能為順化省的發(fā)展目標(biāo)作出一份貢獻(xiàn)。
[Abstract]:In the central part of Vietnam, Hue Province is characterized by harsh natural conditions, poor natural resources and limited capital. Therefore, in order to realize industrialization and modernization, we need to develop human potential. To improve the quality of human resources is to improve the people's intelligence, knowledge, vocational skills, and equip workers with new insights. At the same time, improving the quality of human resources can form a competitive advantage for other regions. Closing the gap with the development of other economic centres. In addition, improving the quality of human resources is aimed at achieving the 48/KL-TW conclusion of May 25, 2009, on construction, The goal of developing hue province by 2020: "to build a city directly under the central government in the past few years, to be the center of the central region, and to be a national culture, tourism, science and technology, health, multi-industry, multi-field," One of the high quality education and training centers. By 2020, Hue will become an international, regional and national urban center, one of the economic, cultural, scientific, health and training centers in Southeast Asia and all over the country. " The rural human resources of Hue Province have not yet responded to the requirements of industrialization and modernization. Most of the residents are engaged in agriculture, and their production efficiency is backward, mainly ordinary labor and simple labor, and the quality of labor is low. Hue province needs to have synchronous policies to improve the quality of human resources so as to realize industrialization, modernization, preparation for the premise of forming a knowledge-based economy. This paper takes the rural human resources of Hue Province as the research object. On the one hand, by investigating the natural characteristics of Hue Province and the current situation of rural economic and social development, we can understand, including the present situation and characteristics of the population, the current situation in the fields of health, education and media, and the present situation of rural economic development; on the other hand, Through the investigation and analysis of the utilization of rural human resources in hue province, including the quantity and quality of rural human resources, the problems in the development of rural human resources in hue province are found, and the experiences of China, especially the "three rural" policies, are used for reference. This paper puts forward the countermeasures and suggestions for the development of rural human resources in hue province, and hopes to make a contribution to the development goal of hue province.
