【摘要】：南寧市農(nóng)業(yè)委員會是南寧市主管農(nóng)業(yè)規(guī)劃、生產(chǎn)、發(fā)展的政府部門,2012年7月起,南寧市農(nóng)業(yè)委員會開展了項目管理平臺建設(shè),該平臺對全市各類別的農(nóng)業(yè)項目的申報、審批、公示、下達、實施及驗收的全過程實現(xiàn)規(guī)范化、科學(xué)化、信息化的管理,支撐了全市農(nóng)業(yè)項目管理工作。隨著南寧市農(nóng)業(yè)發(fā)展新的側(cè)重點在不斷增加,該平臺的應(yīng)用范圍也在不斷擴大,南寧市每新開展一類農(nóng)業(yè)項目,平臺就需要增加開展一個新的子系統(tǒng)的建設(shè)與管理。對于作為系統(tǒng)建設(shè)管理者的市農(nóng)業(yè)信息中心而言,如何在這些子系統(tǒng)建設(shè)過程中做好系統(tǒng)開發(fā)方和應(yīng)用方之間的需求管理和溝通管理工作,是推進系統(tǒng)建設(shè)進而實現(xiàn)系統(tǒng)建設(shè)目標的關(guān)鍵,值得認真研究。本文在開展南寧農(nóng)委項目管理平臺中各系統(tǒng)的需求管理和溝通管理過程中,采用觀察法、調(diào)查問卷法、歸納總結(jié)法等方法對上述過程進行調(diào)研分析,發(fā)現(xiàn)在系統(tǒng)的需求管理過程中存在如下問題：需求管理無計劃無規(guī)范、需求獲取不完全、需求內(nèi)容不統(tǒng)一、需求前后矛盾、需求未完全匯總記錄等；在溝通管理過程中存在如下問題：溝通預(yù)期不足、溝通模式選擇不恰當、用戶溝通意愿不強烈、參與熱情不高、參與度不夠以及溝通技能有待提升等。本文采用理論與實踐相結(jié)合的分析方法,根據(jù)信息系統(tǒng)項目管理中相關(guān)方法、工具和技術(shù)進行研究,提出了通過制定需求管理計劃、落實需求確認、把握需求變更審批等措施加強系統(tǒng)建設(shè)的需求管理,并提出通過制定溝通管理計劃、梳理干系人角色和關(guān)系等方法改進各系統(tǒng)建設(shè)的溝通管理。希望通過本文的研究能為該平臺今后各子系統(tǒng)建設(shè)項目的開展與管理起到一定的幫助作用,并為今后南寧市農(nóng)委各項信息化建設(shè)項目管理提供參考。
[Abstract]:The Nanning Agriculture Committee is a government department in charge of agricultural planning, production and development in Nanning. Since July 2012, the Nanning Agricultural Commission has carried out the construction of a project management platform, which reports and approves all kinds of agricultural projects in the city. The standardization, scientific and informational management of the whole process of publicizing, issuing, implementing and accepting has supported the management of agricultural projects in the whole city. As the new emphasis of agricultural development in Nanning continues to increase, The scope of application of the platform is also expanding. For every new type of agricultural project in Nanning, the platform needs to develop a new subsystem construction and management. How to do well the requirement management and communication management between the system developer and the application side in the process of building these subsystems is the key to promote the system construction and realize the goal of the system construction. In the process of demand management and communication management of each system in the project management platform of Nanning Agricultural Commission, this paper adopts observation method, questionnaire method, summary method and other methods to investigate and analyze the above process. It is found that the following problems exist in the process of requirement management in the system: no planning and no specification, incomplete acquisition of requirements, inconsistent requirements, inconsistent requirements, incomplete summary records of requirements, etc. In the process of communication management, the following problems exist: insufficient communication expectation, inappropriate choice of communication mode, weak communication intention of users, low enthusiasm for participation, This paper adopts the analytical method of combining theory with practice, according to the relevant methods, tools and techniques in information system project management, and puts forward a demand management plan, which is based on the lack of participation and communication skills. To implement demand confirmation, grasp measures such as demand change approval and other measures to strengthen the demand management of system construction, and propose to establish a communication management plan, It is hoped that the research in this paper will be helpful to the development and management of subsystem construction projects in the future. And for the future Nanning agricultural committee information construction project management to provide a reference.
