【摘要】：黑龍江省的農(nóng)民用水合作組織是在2001年以后成立的,發(fā)展的模式與南方地區(qū)不同,多為非世行模式,在這種模式里成員的行為選擇——合作或“搭便車”對農(nóng)民用水合作組織的發(fā)展有著重要的影響,是農(nóng)民用水合作組織發(fā)展的意義能否實(shí)現(xiàn)的關(guān)鍵,但從目前的狀況來看,農(nóng)民用水合作組織的成員對農(nóng)民用水合作組織并不認(rèn)同,而且更傾向于“搭便車”而不是選擇合作,因此,本文以農(nóng)民用水合作組織的成員行為選擇作為切入點(diǎn),研究成員在農(nóng)民用水合作組織中的行為——合作或“搭便車”,根據(jù)成員的行為選擇狀況以及影響因素,建立一種激勵(lì)機(jī)制,一方面促進(jìn)成員積極合作,改變成員“搭便車”的心理,另一方面以這種激勵(lì)機(jī)制為手段,推動黑龍江省農(nóng)民用水合作組織的發(fā)展。本文在閱讀相關(guān)國內(nèi)外文獻(xiàn)和實(shí)地調(diào)研走訪、調(diào)查的基礎(chǔ)上,對黑龍江省農(nóng)民用水合作組織成員的行為選擇進(jìn)行研究。首先,對農(nóng)民用水合作組織和成員行為選擇的相關(guān)概念進(jìn)行界定,以公共產(chǎn)品理論、產(chǎn)權(quán)理論、制度變遷理論等為理論基礎(chǔ),進(jìn)一步對黑龍江省農(nóng)民用水合作組織成員行為——灌溉行為、決策行為、繳納水費(fèi)的行為及參與管理的行為進(jìn)行描述,并總結(jié)其行為選擇的趨利性、盲目性、消極性及矛盾性等特征。其次,本文運(yùn)用博弈論“囚徒困境”的方法分析了成員行為選擇對農(nóng)民用水合作組織成員利益的影響,運(yùn)用對比分析的方法分析了成員行為選擇對農(nóng)民用水合作組織發(fā)展的影響及對政府政策制定的影響,即成員行為選擇是農(nóng)民用水合作組織發(fā)展成效的評價(jià)標(biāo)準(zhǔn),是農(nóng)民用水合作組織可持續(xù)發(fā)展的關(guān)鍵,同時(shí)也決定著政府政策制定的依據(jù)和方向。再次,根據(jù)調(diào)查問卷收集的數(shù)據(jù),運(yùn)用二元Logistic方法找出影響農(nóng)民用水合作組織成員行為選擇的因素,經(jīng)過二元Logistic模型的分析,本文發(fā)現(xiàn)成員個(gè)人特征、成員經(jīng)營特征、成員心理認(rèn)知以及農(nóng)民用水合作組織制度建設(shè)等都影響著成員的行為選擇。最后,本文根據(jù)以上研究,從外部和內(nèi)部兩個(gè)角度構(gòu)建了激勵(lì)成員選擇合作行為的機(jī)制,以資金、法律、政策作為外部激勵(lì)機(jī)制構(gòu)建的立足點(diǎn),以產(chǎn)權(quán)、決策、設(shè)施維護(hù)、價(jià)格、成員培養(yǎng)作為內(nèi)部激勵(lì)機(jī)制構(gòu)建的重點(diǎn),并提出了保障激勵(lì)機(jī)制有效運(yùn)行的對策和建議。
[Abstract]:The Peasant Water Cooperation Organization in Heilongjiang Province was established after 2001. The development model is different from that in the southern region, and most of them are non-World Bank models. In this model, the behavior choice of the members-cooperation or "hitchhiking" has an important impact on the development of the farmer water cooperation organization, which is the key to the realization of the significance of the development of the farmer water cooperation organization, but from the current situation, The members of the Farmers' Water Cooperation Organization do not agree with the Farmers' Water Cooperation Organization, and prefer to "hitchhike" rather than to choose cooperation. Therefore, this paper takes the behavior of the members of the Farmer Water Cooperation Organization as the starting point. The study on the behavior of members in farmers' water cooperation organizations-cooperation or "hitchhiking", according to the behavior of members and influence factors, to establish an incentive mechanism, on the one hand, to promote the active cooperation of members. On the other hand, using this incentive mechanism as a means to promote the development of farmers' water cooperation organization in Heilongjiang Province. This paper studies the behavior choice of farmers' water cooperative organization in Heilongjiang Province. Firstly, it defines the related concepts of farmers' water use cooperation organization and member's behavior choice, and uses the theory of public goods and property right theory. Based on the theory of institutional change, this paper further describes the behavior of the members of the Farmers' Water Cooperation Organization in Heilongjiang Province, including the behavior of irrigation, the behavior of decision-making, the behavior of paying water fees and the behavior of participating in management, and summarizes the tendency of behavior choice. Secondly, this paper analyzes the influence of the choice of member behavior on the interests of farmers' water cooperation organization by using the method of "prisoner's dilemma" of game theory, which is characterized by blindness, negativity and contradiction. Using the method of comparative analysis, this paper analyzes the influence of member behavior selection on the development of farmer water cooperation organization and the influence on government policy making, that is, the member behavior choice is the evaluation standard for the development effect of farmer water use cooperation organization. It is the key to the sustainable development of the Farmers' Water Cooperation Organization, and it also determines the basis and direction of government policy formulation. Thirdly, according to the data collected by the questionnaire, Using the method of binary Logistic to find out the factors that affect the behavior of farmers' water cooperative organization members, through the analysis of binary Logistic model, this paper finds out the individual characteristics of the members and the management characteristics of the members. The psychological cognition of members and the construction of cooperative organization system of farmers' water use affect the behavior choice of members. Finally, according to the above research, this paper constructs a mechanism to encourage members to choose cooperative behavior from the external and internal angles. Law and policy, as the foothold of the external incentive mechanism, take property right, decision making, facility maintenance, price and member training as the key points of the internal incentive mechanism construction, and put forward the countermeasures and suggestions to ensure the effective operation of the incentive mechanism.
