【摘要】："民主控制"是國際合作社聯(lián)盟列出的合作社七原則之一。隨著我國合作社不斷發(fā)展,核心成員控制合作社話語權(quán)的治理模式突破了這一原則。依據(jù)調(diào)研,成員享有的民主權(quán)利事項分為入社自愿和退社自由、選舉理事長、制定章程以及對生產(chǎn)經(jīng)營中重大事項的決策四個層面,通過探尋不同層面上普通成員享有的和讓渡的民主權(quán)利范圍,發(fā)現(xiàn)在合作社內(nèi)部,成員享有的和讓渡的民主權(quán)利范圍呈現(xiàn)差異性,概念化為"梯次民主",梯次攀升,民主程度增加,成員享有的民主權(quán)利從"進(jìn)出權(quán)"到"選舉權(quán)",再到"決策權(quán)",權(quán)利范圍逐步擴大,讓渡的民主權(quán)利范圍隨之縮小。目前,我國多數(shù)合作社仍處于低層次"民主梯次",造成此種現(xiàn)象的原因主要是民主成本過高影響效率,資本主導(dǎo)合作社發(fā)展給予了出資人充分話語權(quán),成員不"自為"與風(fēng)險不共擔(dān)。
[Abstract]:"Democratic control" is one of the seven principles of cooperatives listed by the International Cooperative Alliance. With the continuous development of cooperatives in China, the governance model of controlling the voice of cooperatives by core members has broken through this principle. The democratic rights enjoyed by members can be divided into four levels: voluntary membership and freedom to withdraw from the association, election of a chairman, formulation of articles of association, and decision-making on major issues in production and operation. By exploring the scope of democratic rights enjoyed and transferred by ordinary members at different levels, it is found that the scope of democratic rights enjoyed and transferred by members is different within cooperatives, and conceptualized as "ladder democracy", which ascends step by step. With the increase in the degree of democracy, members enjoy democratic rights ranging from "right of access" to "right to vote", and then to "right to make decisions." the scope of power gradually expands, and the scope of democratic rights transferred becomes smaller. At present, Most of the cooperatives in our country are still in the low level "democratic echelon", the main reason for this phenomenon is that the democratic cost is too high to affect the efficiency, the development of capital-led cooperatives gives the investors full right to speak, and the members do not "act on their own" and do not share the risks.
