【摘要】：貧困是我國(guó)社會(huì)面臨的突出問(wèn)題之一,是影響社會(huì)穩(wěn)定的重要因素。新型農(nóng)村合作醫(yī)療制度在反貧困工作中具有不可替代的重要作用。實(shí)證研究結(jié)果表明,新農(nóng)合不僅能夠提高農(nóng)村居民的健康水平,而且能有效降低農(nóng)村的貧困發(fā)生率。當(dāng)前,我國(guó)新農(nóng)合還存在一些不足之處,限制了其反貧困功能的發(fā)揮,主要表現(xiàn)在農(nóng)村居民大病醫(yī)療支出負(fù)擔(dān)較重,部分居民面臨因病致貧、因病返貧等方面。今后,應(yīng)進(jìn)一步完善新農(nóng)合,以推進(jìn)反貧困工作的順利進(jìn)行:一是要實(shí)施"醫(yī)保靶向瞄準(zhǔn)扶貧",重點(diǎn)瞄準(zhǔn)農(nóng)村老年人群和重特大疾病人群。二是要完善報(bào)銷比例,確保醫(yī)療保險(xiǎn)資金向重大疾病傾斜,逐漸擴(kuò)大藥品報(bào)銷范圍。三是完善補(bǔ)償方式和結(jié)算機(jī)制。
[Abstract]:Poverty is one of the outstanding problems facing our society and an important factor affecting social stability. The new rural cooperative medical system plays an irreplaceable role in the anti-poverty work. NCMS can not only improve the health level of rural residents, but also effectively reduce the incidence of rural poverty. At present, NCMS has some shortcomings, which limits its anti-poverty function. This is mainly manifested in the heavy burden of medical expenditure on serious illness among rural residents. Some residents face poverty caused by illness and return to poverty because of illness. In the future, new rural cooperation should be further improved. In order to promote the smooth progress of the anti-poverty work, first, it is necessary to implement "targeted medical insurance aimed at poverty alleviation," focusing on the elderly in rural areas and people with serious and serious diseases. Second, it is necessary to improve the reimbursement ratio to ensure that medical insurance funds are skewed towards major diseases. Gradually expand the scope of drug reimbursement. Third, improve the compensation and settlement mechanism.
