【摘要】：安吉縣從提出建設(shè)“中國(guó)美麗鄉(xiāng)村”的發(fā)展戰(zhàn)略以來(lái),富有創(chuàng)造性地提出了環(huán)境、生活、社會(huì)“三美”的時(shí)代性的“安吉模式”,走出了一條政治、經(jīng)濟(jì)、文化、社會(huì)、生態(tài)文明協(xié)調(diào)發(fā)展、綠水青山就是金山銀山、民富與縣強(qiáng)有機(jī)統(tǒng)一的科學(xué)發(fā)展之路。為了客觀分析安吉縣美麗鄉(xiāng)村標(biāo)準(zhǔn)化建設(shè)的生態(tài)經(jīng)濟(jì)效益,客觀評(píng)價(jià)它在全國(guó)旅游鄉(xiāng)村建設(shè)的地位和作用,對(duì)安吉“后美麗鄉(xiāng)村”建設(shè)提出政策建議,本文在對(duì)國(guó)內(nèi)外相關(guān)研究的基礎(chǔ)上,縱向分析海外鄉(xiāng)村建設(shè)的演化路徑及主要特性,同時(shí)通過(guò)走訪調(diào)查、深度訪談、問(wèn)卷調(diào)查、實(shí)證調(diào)查等橫向分析德清、臨安、安吉縣鄉(xiāng)村發(fā)展模式的建設(shè)歷程,具體的研究?jī)?nèi)容及結(jié)論如下:對(duì)國(guó)內(nèi)外鄉(xiāng)村建設(shè)的現(xiàn)狀進(jìn)行了分析。通過(guò)查閱文獻(xiàn)資料,縱向分析日本的“造村運(yùn)動(dòng)”,德國(guó)的“村莊更新”,美國(guó)的“都市農(nóng)業(yè)”,荷蘭的“農(nóng)地整理”等。國(guó)內(nèi)研究學(xué)者多從城鄉(xiāng)統(tǒng)籌的角度分析了美麗鄉(xiāng)村建設(shè),分析其內(nèi)涵、發(fā)展模式以及建設(shè)意義。對(duì)安吉縣美麗鄉(xiāng)村建設(shè)的實(shí)證分析。通過(guò)對(duì)臨安“綠色家園、富麗山村”建設(shè)和德清縣“和美家園”建設(shè)的基本情況和主要經(jīng)驗(yàn)的分析,安吉縣應(yīng)當(dāng)把美麗鄉(xiāng)村建設(shè)提升到一個(gè)全方位的高度,打造一個(gè)具有國(guó)際化典范的“安吉模式”。對(duì)安吉縣“新美麗鄉(xiāng)村”未來(lái)的建設(shè)分析。從安吉縣概況、鄉(xiāng)村建設(shè)歷程、“新美麗鄉(xiāng)村”建設(shè)的現(xiàn)實(shí)基礎(chǔ)三個(gè)方面提出安吉縣新深層次發(fā)展目標(biāo)。以可循環(huán)經(jīng)濟(jì)模式為模塊,以休閑農(nóng)業(yè)為主打,不斷提升白茶、筍竹、蠶桑發(fā)展進(jìn)程。對(duì)安吉縣深化美麗鄉(xiāng)村建設(shè)的建議措施。一如既往地走生態(tài)立縣之路,堅(jiān)定不移地推動(dòng)農(nóng)業(yè)現(xiàn)代化、全面推進(jìn)城鄉(xiāng)保潔長(zhǎng)效機(jī)制,以市場(chǎng)能動(dòng)、網(wǎng)絡(luò)布局、標(biāo)準(zhǔn)建設(shè)、智能監(jiān)督四個(gè)層面實(shí)現(xiàn)安吉縣深化美麗鄉(xiāng)村建設(shè)的規(guī)劃目標(biāo)。
