【摘要】：農(nóng)業(yè)是基礎(chǔ),水利是關(guān)鍵,農(nóng)田水利建設(shè)對(duì)鞏固農(nóng)業(yè)基礎(chǔ)地位、保障國(guó)家糧食安全和推動(dòng)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展具有重要的作用。農(nóng)村金融是現(xiàn)代農(nóng)村經(jīng)濟(jì)的核心,農(nóng)田水利建設(shè)朝專業(yè)化、社會(huì)化、市場(chǎng)化方向運(yùn)作離不開強(qiáng)有力的金融支持。本文通過比較系統(tǒng)地研究農(nóng)村金融發(fā)展與農(nóng)田水利建設(shè)的關(guān)系,深入分析農(nóng)村金融發(fā)展對(duì)農(nóng)田水利建設(shè)的影響路徑,以便更好促進(jìn)我國(guó)當(dāng)前農(nóng)田水利改革和農(nóng)村金融體系建設(shè)。湖南省是農(nóng)業(yè)大省,也是水利大省。湖南省中小型農(nóng)田水利基礎(chǔ)設(shè)施長(zhǎng)期以來對(duì)抗旱防澇、農(nóng)業(yè)生產(chǎn)、農(nóng)民增收、社會(huì)經(jīng)濟(jì)發(fā)展發(fā)揮著重要基礎(chǔ)性作用。但是由于農(nóng)田水利設(shè)施日益老化嚴(yán)重、缺乏長(zhǎng)期穩(wěn)定投入等問題,現(xiàn)有農(nóng)田水利基礎(chǔ)難以發(fā)揮應(yīng)有作用。湖南省農(nóng)田水利設(shè)施改革相對(duì)滯后,當(dāng)前多元化的融資主體和渠道、產(chǎn)權(quán)改革、水資源交易市場(chǎng)等成為了農(nóng)田水利設(shè)施改革主要突破口。本文基于農(nóng)村金融發(fā)展視角,結(jié)合湖南省當(dāng)前農(nóng)田水利發(fā)展現(xiàn)狀以及發(fā)展趨勢(shì),深入研究農(nóng)村金融如何有效為農(nóng)田水利建設(shè)提供強(qiáng)大的金融支持。本文主要運(yùn)用金融學(xué)、計(jì)量經(jīng)濟(jì)學(xué)等理論,系統(tǒng)分析研究農(nóng)村金融發(fā)展對(duì)農(nóng)田水利建設(shè)的影響路徑。本文首先闡述了國(guó)內(nèi)外關(guān)于農(nóng)田水利建設(shè)金融支持研究進(jìn)展情況,概述了農(nóng)田水利建設(shè)金融支持的研究理論。其次基于農(nóng)村金融發(fā)展視角下,分析湖南省當(dāng)前農(nóng)田水利建設(shè)金融困境,詳細(xì)指出農(nóng)田水利建設(shè)的金融需求及當(dāng)前制約金融支持農(nóng)田水利建設(shè)的因素。進(jìn)一步采用比較分析方法分析湖南省當(dāng)前農(nóng)田水利融資渠道、項(xiàng)目資金結(jié)構(gòu)來源現(xiàn)狀和運(yùn)用時(shí)間序列與回歸分析模型,對(duì)糧食生產(chǎn)能力以及農(nóng)村居民收入等因變量與水利基本建設(shè)投資資金來源等自變量進(jìn)行回歸檢驗(yàn),實(shí)證分析表明農(nóng)村金融發(fā)展和農(nóng)田水利建設(shè)存在一定的長(zhǎng)期均衡關(guān)系,并且兩者為正相關(guān)關(guān)系。最后,本文針對(duì)性提出發(fā)揮農(nóng)村金融功能加快農(nóng)田水利建設(shè)的對(duì)策,指出本文研究的不足之處和需要進(jìn)一步探討的問題。
[Abstract]:Agriculture is the foundation and water conservancy is the key. The construction of farmland and water conservancy plays an important role in consolidating the basic position of agriculture, ensuring national food security and promoting the sustainable development of economy and society. Rural finance is the core of modern rural economy. The construction of farmland water conservancy can not operate in the direction of specialization, socialization and marketization without strong financial support. This paper systematically studies the relationship between rural financial development and irrigation and water conservancy construction. In order to better promote the reform of farmland and water conservancy and the construction of rural financial system in China, Hunan Province is a big agricultural province. It is also a big province of water conservancy. The small and medium-sized irrigation and water conservancy infrastructure in Hunan Province has long played an important and fundamental role in drought and waterlogging, agricultural production, increasing farmers' income, and social and economic development. However, due to the increasing aging of irrigation and water conservancy facilities, In the absence of long-term stable input, the existing farmland and water conservancy foundation cannot play its due role. The reform of farmland and water conservancy facilities in Hunan Province is lagging behind, and the current diversified financing bodies and channels, property rights reform, The water resources trading market has become the main breakthrough in the reform of farmland and water conservancy facilities. Based on the perspective of rural financial development, this paper combines the current situation and development trend of farmland and water conservancy in Hunan Province. This paper mainly uses the theories of finance, econometrics and so on to study how rural finance can effectively provide strong financial support for the construction of farmland and water conservancy. The paper systematically analyzes the influence of rural financial development on farmland and water conservancy construction. Firstly, this paper expounds the progress of financial support research on farmland and water conservancy construction at home and abroad. Secondly, based on the perspective of rural financial development, this paper analyzes the current financial dilemma of farmland construction in Hunan Province. The financial demand of farmland water conservancy construction and the factors restricting financial support to farmland water conservancy construction are pointed out in detail, and the current financing channels of farmland and water conservancy in Hunan Province are further analyzed by means of comparative analysis. The current situation of project capital structure and the time series and regression analysis model are used to test the dependent variables such as grain production capacity and income of rural residents and independent variables such as the source of investment in water conservancy infrastructure construction. The empirical analysis shows that there is a long-term equilibrium relationship between rural financial development and irrigation and water conservancy construction, and the two are positive correlation. Finally, this paper puts forward countermeasures to accelerate the construction of farmland water conservancy by giving full play to the rural financial function. The deficiency of this paper and the problems that need to be further discussed are pointed out.
