【摘要】：廣東省地處東南沿海部位,屬于糧食主要銷售區(qū)。近年來(lái),廣東省常住人口與流動(dòng)人口數(shù)量迅速增加,全省糧食消費(fèi)量快速提高,而廣東省的耕地面積及糧食總產(chǎn)量減少,商品糧主要靠外購(gòu)解決,糧食總量平衡任務(wù)相當(dāng)繁重。隨著糧食市場(chǎng)化和國(guó)際化程度的逐步提高,糧食進(jìn)出口、中轉(zhuǎn)運(yùn)輸數(shù)量也相應(yīng)增加,對(duì)糧食倉(cāng)儲(chǔ)設(shè)施的要求也進(jìn)一步提高。為適應(yīng)糧食市場(chǎng)及糧食流通體制改革的要求,必須加強(qiáng)對(duì)廣東省省級(jí)儲(chǔ)備糧的管理和宏觀調(diào)控力度,建立完善的糧食物流和儲(chǔ)備體系,拓展省內(nèi)外糧食流通渠道,提高廣東省糧食安全性和抗風(fēng)險(xiǎn)能力,確保糧食總量維持平衡。廣東省利用本省財(cái)政和中央財(cái)政政策建設(shè)了一批糧庫(kù),緩解了廣東省糧食儲(chǔ)備庫(kù)倉(cāng)容不足的壓力,改善了糧食倉(cāng)儲(chǔ)設(shè)施庫(kù)點(diǎn)的分布,增加了省府對(duì)糧食流動(dòng)的宏觀調(diào)控能力,取得一定的成就。但廣東的糧食倉(cāng)儲(chǔ)基礎(chǔ)設(shè)施仍存在很大缺口,遠(yuǎn)不能滿足廣東省糧食儲(chǔ)備和流通的需要。本課題以粵東沿海糧食儲(chǔ)備庫(kù)擬建項(xiàng)目、預(yù)期目標(biāo)等為基礎(chǔ),開(kāi)展該項(xiàng)目的技術(shù)、經(jīng)濟(jì)等各項(xiàng)指標(biāo)的可行性分析研究,擬解決的主要問(wèn)題有:一是通過(guò)分析論證,對(duì)粵東沿海市糧食儲(chǔ)備庫(kù)工程建設(shè)給出必要的明確評(píng)判;二是結(jié)合對(duì)于粵東沿海特有的地理位置及其周邊地理環(huán)境、基礎(chǔ)條件,對(duì)交通條件、物流情況等做出詳細(xì)可行性分析,提出完善意見(jiàn)和改進(jìn)措施;三是綜合各種對(duì)比方案,研究分析其經(jīng)濟(jì)和技術(shù)可行性,確保稻谷、小麥等儲(chǔ)存糧食的安全,給出切實(shí)可行的方案建議。
[Abstract]:Guangdong Province is located in the southeast coastal area and belongs to the main grain sales area. In recent years, the number of resident and floating population in Guangdong Province has increased rapidly, the grain consumption in the province has increased rapidly, while the cultivated land area and total grain output in Guangdong Province have decreased. Commodity grain is mainly purchased out of the country, and the task of balancing the total amount of grain is quite onerous. With the gradual increase in the degree of marketization and internationalization of grain, the quantity of grain import and export and transit transportation has increased accordingly. In order to meet the requirements of grain market and grain circulation system reform, we must strengthen the management and macro-control of grain reserves at the provincial level in Guangdong Province, and establish a sound grain logistics and storage system. To expand the distribution channels of grain in and out of the province, to improve the grain safety and the ability to resist risks in Guangdong Province, and to ensure that the total grain quantity remains in balance. Guangdong Province has built a number of grain depots using its own fiscal and central fiscal policies. It alleviates the pressure on the lack of storage capacity of grain reserves in Guangdong Province, improves the distribution of storage points in grain storage facilities, and increases the provincial government's ability to control grain flows macroscopically. Some achievements have been made. However, there is still a big gap in the grain storage infrastructure in Guangdong, which is far from meeting the needs of grain reserves and circulation in Guangdong Province. This project is based on the proposed project and expected objectives of the grain reserve bank along the east coast of Guangdong. The main problems to be solved are as follows: first, through the analysis and demonstration, the construction of grain reserves in the east coast of Guangdong Province is judged clearly; The second is to make a detailed feasibility analysis on the unique geographical location and its surrounding geographical environment, basic conditions, traffic conditions and logistics conditions of the east coast of Guangdong, and to put forward suggestions and improvement measures; third, to synthesize all kinds of comparative schemes. The economic and technical feasibility is analyzed to ensure the security of grain storage such as rice and wheat.
