【摘要】：土地確權(quán)是農(nóng)村集體產(chǎn)權(quán)制度改革的重要內(nèi)容,然而很少有研究從農(nóng)民的視角分析土地確權(quán)政策的實(shí)施效果。評價(jià)政策實(shí)施效果,農(nóng)民滿意度是關(guān)鍵指標(biāo)�；谵r(nóng)民抽樣問卷調(diào)查數(shù)據(jù),用有序Logit模型檢驗(yàn)了影響基層土地確權(quán)工作農(nóng)民滿意度的因素,研究發(fā)現(xiàn):農(nóng)民對土地確權(quán)政策的了解程度和在土地確權(quán)工作中的參與程度等政策認(rèn)知因素與農(nóng)民對土地確權(quán)工作的滿意度顯著相關(guān),農(nóng)地地形特征和農(nóng)戶家庭特征等客觀因素也顯著影響了農(nóng)民對土地確權(quán)工作的滿意度。其政策含義是,可以通過加強(qiáng)宣傳、切實(shí)落實(shí)土地確權(quán)政策的方式來提高農(nóng)民的土地確權(quán)政策認(rèn)知,進(jìn)而提高農(nóng)民的土地確權(quán)工作滿意度。但是也有諸如農(nóng)地特征等政策實(shí)施者不能左右的客觀因素影響了農(nóng)民的土地確權(quán)工作滿意度,因此,政策實(shí)施效果評價(jià)要綜合考慮如上因素。
[Abstract]:Land ownership is an important part of the reform of rural collective property rights system. However, there are few studies to analyze the effect of land ownership policy from the perspective of farmers, and to evaluate the effect of policy implementation. Farmer satisfaction is the key index. Based on the questionnaire survey data of farmers sampling, the factors influencing farmers' satisfaction with the confirmation of land rights at the grass-roots level are tested by using the ordered Logit model. It is found that the degree of farmers' understanding of land tenure policy and their participation in land ownership are significantly related to farmers' satisfaction with land ownership. The objective factors, such as the topographic characteristics of agricultural land and the family characteristics of farmers, also have a significant impact on the satisfaction of farmers with the work of confirming the right to land. How to implement the policy of confirming the right of land to improve the farmers' cognition of the policy of confirming the right of land, However, there are some objective factors, such as the characteristics of farmland, which can not be controlled by the policy implementers, which affect the satisfaction degree of the farmers' land confirmation work. The evaluation of the effect of policy implementation should take into account the above factors.
