農(nóng)業(yè)科技成果評價指標體系的探討與應(yīng)用

【摘要】:農(nóng)業(yè)科技成果的應(yīng)用是提高農(nóng)業(yè)生產(chǎn)效率的關(guān)鍵,農(nóng)業(yè)科技成果在提高農(nóng)民收入水平以及推動農(nóng)業(yè)經(jīng)濟的發(fā)展發(fā)揮著至關(guān)重要的作用。因此,越來越多的科研工作人員開始重視農(nóng)業(yè)科技成果的管理工作。對各項農(nóng)業(yè)科技成果進行評價是加強農(nóng)業(yè)科技成果管理工作中的重要內(nèi)容,農(nóng)業(yè)科技成果的管理部門運用農(nóng)業(yè)科技成果評價體系對農(nóng)業(yè)科技的發(fā)展進行判斷、控制和引導(dǎo)。然而,我國當(dāng)前還沒有一套規(guī)范、統(tǒng)一的農(nóng)業(yè)科技成果評價指標體系,探索如何構(gòu)建一套規(guī)范、合理的評價指標體系成為學(xué)術(shù)界研究的焦點。與其他科技成果相比農(nóng)業(yè)科技成果有其自身的特點,需要根據(jù)其自身的特點建立起一套與其特點相適應(yīng)的評價指標體系。本文在這樣一個背景下開展對農(nóng)業(yè)科技成果評價指標體系的研究,這對于加深對農(nóng)業(yè)科技成果評價指標體系的認識;促進農(nóng)業(yè)科技成果的轉(zhuǎn)化與其推廣應(yīng)用;推動我國農(nóng)業(yè)科技成果的快速發(fā)展有重要的理論與現(xiàn)實意義。本文在大量查閱與農(nóng)業(yè)科技成果評價體系有關(guān)的文獻與資料,通過對常用科技成果評價方法進行分析比較,總結(jié)它們的優(yōu)缺點,在充分考慮農(nóng)業(yè)科技成果的特點的基礎(chǔ)上,試圖構(gòu)建一個比較為完備的農(nóng)業(yè)科技成果評價指標體系,并通過對具體的一項農(nóng)業(yè)科技成果進行評價對該評價指標體系進行檢驗,從而構(gòu)建出了一套比較科學(xué)、合理、有效、實用的農(nóng)業(yè)科技成果評價指標體系。本文主要包括以下主要內(nèi)容:第一章為引言部分,主要介紹了農(nóng)業(yè)科技成果評價指標體系的研究背景、國內(nèi)外研究現(xiàn)狀評述、研究的目的與意義、本研究的內(nèi)容和方法以及本文的創(chuàng)新與不足。第二章主要對農(nóng)業(yè)科技成果評價的內(nèi)涵、價值特點、指導(dǎo)思想、分類及評價方法進行了介紹,為本文奠定理論基拙。第三章首先分析農(nóng)業(yè)科技成果評價的要素,然后對各要素進行量化分析,確定農(nóng)業(yè)科技成果評價的指標,從而探索構(gòu)建農(nóng)業(yè)科技成果評價的指標體系。第四章運用本文所構(gòu)建的農(nóng)業(yè)科技成果評價的指標體系對一項具體的農(nóng)業(yè)科技成果進行分析評價,以檢驗該評價指標體系的科學(xué)性與合理性。第五章對全文進行總結(jié),對農(nóng)業(yè)科技成果評價工作提出一些政策建議。
[Abstract]:The application of agricultural scientific and technological achievements is the key to improve the efficiency of agricultural production. Agricultural scientific and technological achievements play a vital role in raising the income level of farmers and promoting the development of agricultural economy. More and more researchers are beginning to attach importance to the management of agricultural scientific and technological achievements. The evaluation of agricultural scientific and technological achievements is an important part of strengthening the management of agricultural scientific and technological achievements. The management department of agricultural scientific and technological achievements uses the evaluation system of agricultural scientific and technological achievements to judge, control and guide the development of agricultural science and technology. However, at present, China does not have a standardized and unified evaluation index system for agricultural scientific and technological achievements. To explore how to construct a set of norms and a reasonable evaluation index system has become the focus of academic research. Compared with other scientific and technological achievements, agricultural scientific and technological achievements have their own characteristics. It is necessary to establish a set of evaluation index system according to its own characteristics. In this paper, the research on the evaluation index system of agricultural science and technology achievements is carried out under such a background. This will deepen the understanding of the evaluation index system of agricultural scientific and technological achievements, promote the transformation of agricultural scientific and technological achievements and its popularization and application. It is of great theoretical and practical significance to promote the rapid development of agricultural scientific and technological achievements in China. This paper reviews a large number of documents and materials related to the evaluation system of agricultural scientific and technological achievements, and analyzes and compares the commonly used evaluation methods of scientific and technological achievements. Summing up their advantages and disadvantages, on the basis of fully considering the characteristics of agricultural scientific and technological achievements, this paper attempts to construct a more complete evaluation index system of agricultural scientific and technological achievements. Through the evaluation of a specific agricultural scientific and technological achievement, the evaluation index system is tested, and a set of scientific, reasonable and effective evaluation index system is constructed. This paper mainly includes the following main contents: the first chapter is the introduction part, mainly introduces the research background of agricultural science and technology achievement evaluation index system, the domestic and foreign research present situation review, The purpose and significance of the research, the contents and methods of this study, and the innovation and deficiency of this paper. Chapter two mainly introduces the connotation, value characteristics, guiding ideology, classification and evaluation methods of agricultural science and technology achievements evaluation. The third chapter analyzes the factors of agricultural science and technology achievement evaluation, then makes quantitative analysis to each factor, and determines the evaluation index of agricultural science and technology achievement. Chapter 4th uses the index system of agricultural science and technology achievement evaluation to analyze and evaluate a specific agricultural science and technology achievement. In order to test the scientific nature and rationality of the evaluation index system, chapter 5th summarizes the full text and puts forward some policy suggestions on the evaluation of agricultural science and technology achievements.
