【摘要】：科技特派員根據農民實際情況和科技需求,把自身的技術能力運用到農村發(fā)展和農產品生產與推廣中,以“風險共擔、利益共享”為宗旨,和農民共同建立一條以科技創(chuàng)業(yè)為背景的工作路線。在這樣的環(huán)境下,科技特派員的相關制度也因此推行�？萍继嘏蓡T的產生使我國農村、農業(yè)、農民的問題得到強有力的改善和發(fā)展;科技特派員農村科技創(chuàng)業(yè)行動的開展在我國的農業(yè)產品與產業(yè)鏈中發(fā)揮到極大的推進作用,使農民的生活水平和收入都得到了改善與提高,把農村的資源發(fā)揮到最大效果。但是,在科技特派員自身發(fā)展中還存在很多問題,尤其是科技特派員在農村創(chuàng)業(yè)的現階段也有一些比較棘手的問題與需要完善的內容體系。因此,現階段科技特派員創(chuàng)業(yè)行動則是完善科技特派員制度長效機制的一種有效方式。本文內容中的理論基礎包括:農村人力資本理論、農業(yè)技術創(chuàng)新理論、科技扶貧理論等相關理論。主要運用的方法有文獻研究分析法、問卷調查法、歸納總結法等研究的方法對新疆科技特派員農村創(chuàng)業(yè)的現狀及發(fā)展情況進行客觀概述;同時,選取了新疆昌吉州發(fā)放問卷并根據數據進行整理分析,通過實地調研結果和問卷調查的數據進行二元Logistic回歸分析,進而得出科技特派員農村創(chuàng)業(yè)中所出現的主要問題,并結合新疆地區(qū)的實際情況對科技特派員創(chuàng)業(yè)工作中存在的問題提出一些比較可行的建議對策。本文對新疆科技特派員農村創(chuàng)業(yè)中出現的問題研究主要包括以下幾個方面:科技特派員自身能力方面、政府政策與資金方面、社會環(huán)境方面和其他方面的做法。從這些方面主要得出的問題有政府的激勵機制、管理體制和運行機制不健全;優(yōu)惠政策和項目資金支持較缺乏;科技特派員自身的綜合素質能力欠佳;服務人員結構比較單調;新疆有很多地區(qū)的信息渠道不暢通;農業(yè)作物分布不均勻等。針對以上的問題,分別從政府、社會與科技特派員三個方面提出了具體對策與建議。
[Abstract]:According to the actual situation of farmer science and technology correspondent and the demand of science and technology, the technology of its ability to apply to the products of rural development and agricultural production and promotion, in order to "risk sharing, benefit sharing" for the purpose, and farmers jointly set up a science and technology entrepreneurship as the background of the line of work. In this environment, the related system of science and technology correspondent who is therefore implemented. Produce science and technology correspondent to China's rural, agriculture, farmers have improved and developed strong; science and technology correspondent rural science and Technology entrepreneurial action carried out to play important role in the agricultural products of our country and the industrial chain, so that the living standard and income of farmers have been to improve and enhance the rural resources exert the greatest effect. However, in the science and technology correspondent in its development there are still many problems, especially in the stage of science and technology correspondent in rural entrepreneurship is also a And need some more difficult problem to improve the contents of the system. Therefore, at this stage the TTF entrepreneurial action is an effective way to improve the long-term mechanism of science and technology correspondent system. The theoretical basis of this content includes: the rural human capital theory, agricultural technology innovation theory, poverty alleviation theory method. Using the literature analysis method, questionnaire survey method, objective overview of inductive method summarized research of Xinjiang science and technology correspondent rural entrepreneurship status and development; at the same time, select the Xinjiang Changji questionnaire and analyzed according to the data, through field survey and questionnaire survey data for two yuan Logistic regression analysis, and then the main problems of science and technology correspondent rural entrepreneurship, combined with the actual situation of Xinjiang area of science and technology correspondent entrepreneurial work For the existing problems and put forward some feasible countermeasures and suggestions. This paper studies on the problem of the Xinjiang science and technology correspondent rural entrepreneurship mainly includes the following aspects: Science and technology correspondent's own ability, government policy and funding aspects, social environment and other aspects of the practice. The problems mainly from these aspects of incentive mechanism the government's management system and operation mechanism is not perfect; the preferential policies and lack of funds to support the project; the poor comprehensive quality of science and technology correspondent itself; service personnel structure is monotonous; there are a lot of Xinjiang area the information channel is not smooth; uneven distribution of agricultural crops. In view of the above problems, separately from the government, put forward specific countermeasures and suggestions on three aspects of society and science and technology correspondent.
