【摘要】：我國(guó)是一個(gè)將農(nóng)業(yè)視為發(fā)展基礎(chǔ)的發(fā)展中國(guó)家,改革開(kāi)放以來(lái),隨著農(nóng)業(yè)投入的不斷加大,基礎(chǔ)設(shè)施的不斷完善,我國(guó)農(nóng)業(yè)現(xiàn)代化程度不斷加快,但仍然存在農(nóng)業(yè)競(jìng)爭(zhēng)力弱、產(chǎn)業(yè)化程度低、農(nóng)業(yè)蛇產(chǎn)效率不高等問(wèn)題。為解決我國(guó)農(nóng)業(yè)發(fā)展困境,中央每年都把促進(jìn)“三農(nóng)”發(fā)展列入“一號(hào)文件”,并明確要通過(guò)現(xiàn)代化的生產(chǎn)方式和經(jīng)營(yíng)理念改造傳統(tǒng)農(nóng)業(yè),以期提高我國(guó)農(nóng)業(yè)的綜合競(jìng)爭(zhēng)力,增加農(nóng)民收入。就中山市而言,近年來(lái)中山市認(rèn)真貫徹落實(shí)中央和廣東省關(guān)于加強(qiáng)“三農(nóng)”工作的一系列方針政策,大力發(fā)展現(xiàn)代農(nóng)業(yè)示范園區(qū)。通過(guò)充分發(fā)揮資源優(yōu)勢(shì),利用優(yōu)越的自然生態(tài)條件和庭園經(jīng)濟(jì)形成特色產(chǎn)業(yè),努力提升勞動(dòng)生產(chǎn)效率,加強(qiáng)農(nóng)業(yè)基礎(chǔ)設(shè)施、培育龍頭企業(yè)健康發(fā)展,促進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)水平提升,農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)穩(wěn)步發(fā)展。但是,中山市現(xiàn)代農(nóng)業(yè)示范園區(qū)發(fā)展還存在諸多問(wèn)題和不足,例如農(nóng)業(yè)產(chǎn)業(yè)化水平低、產(chǎn)業(yè)鏈條短、綜合效益提升緩慢等問(wèn)題。在此背景下,本文在了解中山市農(nóng)業(yè)示范園區(qū)發(fā)展?fàn)顩r的前提下根據(jù)中山市現(xiàn)代農(nóng)業(yè)園區(qū)發(fā)展所出現(xiàn)的問(wèn)題進(jìn)行深入分析,研究出促進(jìn)中山市現(xiàn)代農(nóng)業(yè)整體發(fā)展的對(duì)策,為地區(qū)示范區(qū)的發(fā)展提供借鑒和參考。為全面了解中山市現(xiàn)代化農(nóng)業(yè)產(chǎn)業(yè)園區(qū)的建設(shè)水平,本文在對(duì)中山市農(nóng)業(yè)發(fā)展整體調(diào)研和了解后,參閱前人的研究成果,構(gòu)造了現(xiàn)代化農(nóng)業(yè)產(chǎn)業(yè)園區(qū)綜合評(píng)價(jià)指標(biāo)體系。隨后對(duì)中山市典型的5個(gè)現(xiàn)代農(nóng)業(yè)示范園區(qū)進(jìn)行了評(píng)價(jià),結(jié)果表明5個(gè)農(nóng)業(yè)示范園區(qū)發(fā)展水平差參差不齊。其中,綠博園綜合發(fā)展水平最高,民眾鎮(zhèn)群安村現(xiàn)代農(nóng)業(yè)園區(qū)次之,橫欄萬(wàn)畝現(xiàn)代花木園區(qū)與坦洲鎮(zhèn)新合村現(xiàn)代農(nóng)業(yè)園區(qū)位于第三和第四的位置,而南區(qū)旭景農(nóng)業(yè)科技示范園綜合發(fā)展得分最低。從各園區(qū)評(píng)價(jià)子項(xiàng)中發(fā)現(xiàn)各園區(qū)發(fā)展面臨的挑戰(zhàn)各不相同。通過(guò)對(duì)于各園區(qū)的綜合評(píng)價(jià),本文對(duì)于地區(qū)內(nèi)園區(qū)所面臨的問(wèn)題進(jìn)行了初步總結(jié),指出園區(qū)面臨規(guī)劃不合理、資金投入機(jī)制不健全、農(nóng)業(yè)科技人才缺乏、農(nóng)業(yè)科技推廣不足、產(chǎn)業(yè)化經(jīng)營(yíng)水平有限以及風(fēng)險(xiǎn)保障機(jī)制仍需完善是中山農(nóng)業(yè)現(xiàn)代園區(qū)發(fā)展面臨的重要障礙。隨后針對(duì)相應(yīng)的問(wèn)題本文提出了通過(guò)優(yōu)化整體規(guī)劃水平、促進(jìn)支農(nóng)資金多元投入、引進(jìn)高新技術(shù)、創(chuàng)新農(nóng)業(yè)經(jīng)營(yíng)體系和管模式等相關(guān)的建議和措施,以促進(jìn)中山市現(xiàn)代化農(nóng)業(yè)示范園區(qū)的發(fā)展。
[Abstract]:China is a developing country that regards agriculture as the basis of development. Since the reform and opening up, with the continuous increase of agricultural investment and the continuous improvement of infrastructure, the degree of agricultural modernization in China has been speeding up, but there is still a weak competitiveness of agriculture. In order to solve the difficulties of agricultural development in China, the degree of industrialization is low and the efficiency of agricultural snake production is not high. Every year, the central authorities include the promotion of the development of "agriculture, rural areas and farmers" in the "No. 1 document," and make it clear that it is necessary to transform traditional agriculture through modern production methods and management concepts, with a view to improving the comprehensive competitiveness of our agriculture and increasing the income of farmers. As far as Zhongshan City is concerned, In recent years, Zhongshan City has conscientiously implemented a series of principles and policies adopted by the Central Committee and Guangdong Province on strengthening the work of agriculture, rural areas and farmers, and vigorously developed modern agricultural demonstration parks. We should make use of the superior natural ecological conditions and garden economy to form characteristic industries, strive to improve the efficiency of labor production, strengthen the agricultural infrastructure, foster the healthy development of leading enterprises, and promote the level of agricultural industrialization management. Agriculture and rural economy are developing steadily. However, there are still many problems and shortcomings in the development of Zhongshan modern agricultural demonstration park, such as low level of agricultural industrialization, short industrial chain, slow improvement of comprehensive benefit and so on. On the premise of understanding the development situation of Zhongshan agricultural demonstration park, this paper makes a deep analysis of the problems in the development of Zhongshan modern agricultural park, and studies the countermeasures to promote the overall development of modern agriculture in Zhongshan city. In order to fully understand the construction level of Zhongshan modern agricultural industrial park, this paper, after the overall investigation and understanding of Zhongshan agricultural development, refers to the previous research results. This paper constructs a comprehensive evaluation index system of modern agricultural industrial parks, and then evaluates five typical modern agricultural demonstration parks in Zhongshan City. The results show that the development level of the five agricultural demonstration parks is uneven. The comprehensive development level of the Green Park is the highest, followed by the Modern Agricultural Park of Qun'an Village in Minkuan Town, and the third and 4th positions of the Modern Flower and Wood Park in Henglan and Xinhe Village in Tanzhouzhen. The comprehensive development score of Xujing Agricultural Science and Technology demonstration Park in Southern District is the lowest. It is found from the evaluation sub-items of each park that the challenges faced by the development of each park are different. Through the comprehensive evaluation of each park, This paper summarizes the problems faced by the park in the region, and points out that the park is faced with unreasonable planning, imperfect investment mechanism, lack of agricultural science and technology talents, and insufficient extension of agricultural science and technology. The limited level of industrialization and the need to perfect the risk guarantee mechanism are the important obstacles to the development of Zhongshan Agricultural Modern Park. In order to promote the development of Zhongshan modernized agricultural demonstration park, some suggestions and measures such as introducing high and new technology, innovating the agricultural management system and management mode are proposed in order to promote the development of Zhongshan modern agricultural demonstration park.
