【摘要】：耕地不僅被視為民生之本,國(guó)之基礎(chǔ),而且也被視為農(nóng)民的“命根子”。農(nóng)民依靠土地不僅解決了自己的溫飽問題和生活所需的必需品,而且也為國(guó)家的糧食安全做出了貢獻(xiàn),因此,農(nóng)地問題不僅關(guān)系到農(nóng)民的切身利益,而且也關(guān)系到國(guó)家的經(jīng)濟(jì)發(fā)展的基礎(chǔ)。原陽(yáng)縣作為河南省重要的小麥、水稻生產(chǎn)基地之一,在河南省農(nóng)業(yè)發(fā)展中有著重要地位。本文在總結(jié)國(guó)內(nèi)外學(xué)者對(duì)農(nóng)村耕地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)研究基礎(chǔ),以發(fā)展農(nóng)業(yè)現(xiàn)代化為視角,以實(shí)現(xiàn)城鄉(xiāng)一體化發(fā)展,打造“現(xiàn)代農(nóng)業(yè)新原陽(yáng)”為目標(biāo),通過調(diào)查問卷獲得原陽(yáng)縣農(nóng)民對(duì)耕地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)態(tài)度的第一手?jǐn)?shù)據(jù)資料,并結(jié)合自己在農(nóng)村所看到、聽到、感受到的切身體驗(yàn),盡可能真實(shí)地描述原陽(yáng)縣農(nóng)村耕地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)的現(xiàn)狀及存在的各種問題,以及農(nóng)民對(duì)耕地流轉(zhuǎn)的預(yù)期、看法。為促進(jìn)原陽(yáng)縣耕地適度規(guī)模經(jīng)營(yíng)、加快農(nóng)村剩余勞動(dòng)力轉(zhuǎn)移、增加農(nóng)民收入作出一點(diǎn)貢獻(xiàn),為原陽(yáng)縣地方政府引導(dǎo)耕地流轉(zhuǎn)的政策制定提供一些參考。本文共分為五章,第一章主要介紹了論文的寫作背景、研究意義、研究綜述、研究不足等內(nèi)容;第二章為本文的理論框架,以作為本文的理論知識(shí)支撐,主要涉及了產(chǎn)權(quán)理論、規(guī)模經(jīng)濟(jì)理論、地租理論;第三章介紹了原陽(yáng)縣耕地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)的背景及問卷調(diào)查中樣本鄉(xiāng)鎮(zhèn)的經(jīng)濟(jì)社會(huì)、農(nóng)戶經(jīng)濟(jì)特征、耕地等具體的數(shù)據(jù)資料,并加上了初步的分析;第四章詳細(xì)介紹了原陽(yáng)縣耕地流轉(zhuǎn)中存在的一些具體問題,主要從基層政府的角度、農(nóng)戶自身的角度、社會(huì)經(jīng)濟(jì)因素、耕地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)建設(shè)角度來揭露原陽(yáng)縣耕地流轉(zhuǎn)中存在的問題;第五章是關(guān)于加快原陽(yáng)縣耕地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)的具體措施建議。
[Abstract]:Cultivated land is regarded not only as the foundation of the people's livelihood and the foundation of the country, but also as the "lifeblood" of the peasants, who rely on the land not only to solve their own problems of food and clothing, but also to contribute to the country's food security. Therefore, the issue of agricultural land is not only related to the vital interests of farmers, but also to the foundation of the country's economic development. Yuanyang County is one of the important wheat and rice production bases in Henan Province. This paper sums up the research foundation of domestic and foreign scholars on the transfer of contracted management right of rural cultivated land, taking the development of agricultural modernization as the visual angle, in order to realize the development of urban and rural integration. With the goal of creating "New Yuanyang of Modern Agriculture", we obtain first-hand data on the attitude of farmers in Yuanyang County towards the transfer of contracted management rights of cultivated land through questionnaires, and combine the personal experience they see, hear and feel in the countryside. This paper describes as truthfully as possible the present situation and various problems existing in the transfer of the contracted management right of rural cultivated land in Yuanyang County, as well as the farmers' expectation and views on the transfer of cultivated land, in order to promote the moderate scale management of cultivated land in Yuanyang County and speed up the transfer of rural surplus labor force. This paper is divided into five chapters. The first chapter mainly introduces the writing background of the thesis, the significance of the research, and the summary of the research. The second chapter is the theoretical framework of this paper, as the theoretical support of this paper, mainly involving the property rights theory, the theory of scale economy, the theory of land rent; The third chapter introduces the background of the transfer of contracted management right of cultivated land in Yuanyang County and the economic and social characteristics of farmers and cultivated land in the sample villages and towns in the questionnaire survey. Chapter 4th introduces in detail some specific problems in the circulation of cultivated land in Yuanyang County, mainly from the angle of grass-roots government, the angle of farmers themselves, the social and economic factors. Chapter 5th is about the concrete measures to speed up the transfer of cultivated land contractual management right in Yuanyang County, to expose the problems existing in the transfer of cultivated land in Yuanyang County from the point of view of the construction of the transfer of the right to contract management of cultivated land.
