【摘要】:中國(guó)-東盟自由貿(mào)易區(qū)的建立,推動(dòng)了雙方的友好經(jīng)濟(jì)合作,東盟成為了中國(guó)最大的蔬菜貿(mào)易出口市場(chǎng)之一。1998-2013年,中國(guó)對(duì)東盟的蔬菜貿(mào)易不斷增加,在東盟的市場(chǎng)份額也不斷擴(kuò)大,且超過(guò)了傳統(tǒng)蔬菜出口大國(guó)美國(guó)、荷蘭和澳大利亞,位居?xùn)|盟蔬菜出口市場(chǎng)首位,這對(duì)中國(guó)蔬菜出口貿(mào)易的發(fā)展既是發(fā)展也是挑戰(zhàn)。因此,研究中國(guó)對(duì)東盟蔬菜出口增長(zhǎng)模式及影響因素具有重要的意義。本文旨在分析中國(guó)對(duì)東盟蔬菜出口情況,并研究中國(guó)與東盟合作以來(lái),蔬菜出口的增長(zhǎng)模式,進(jìn)而探討中國(guó)對(duì)東盟蔬菜出口的國(guó)際競(jìng)爭(zhēng)力強(qiáng)弱與比較優(yōu)勢(shì),并試圖找出與其他蔬菜出口大國(guó)相比,中國(guó)的競(jìng)爭(zhēng)優(yōu)勢(shì)和競(jìng)爭(zhēng)劣勢(shì)。最后根據(jù)分析,提出進(jìn)一步提高中國(guó)對(duì)東盟蔬菜出口的政策和建議。本文首先分析了中國(guó)蔬菜出口概況,并研究了中國(guó)與東盟合作以來(lái),中國(guó)對(duì)東盟蔬菜出口規(guī)模和出口結(jié)構(gòu)的變化,運(yùn)用核密度分析法,簡(jiǎn)單描繪和闡述了1998年和2013年蔬菜出口增長(zhǎng)情況。其次,運(yùn)用三元邊際模型將中國(guó)對(duì)東盟蔬菜出口的增長(zhǎng)分解為廣度、數(shù)量和價(jià)格,并與其他蔬菜出口國(guó)家相對(duì)比,總結(jié)出中國(guó)對(duì)東盟蔬菜出口獨(dú)有的增長(zhǎng)模式。然后運(yùn)用恒定市場(chǎng)份額模型(CMS)分析這一增長(zhǎng)模式的主要影響因素——出口競(jìng)爭(zhēng)力,并由顯性比較優(yōu)勢(shì)指數(shù)計(jì)算中國(guó)不同蔬菜品種的競(jìng)爭(zhēng)力;谝陨蠈(duì)競(jìng)爭(zhēng)力的分析,找出中國(guó)蔬菜出口的競(jìng)爭(zhēng)優(yōu)勢(shì)和競(jìng)爭(zhēng)劣勢(shì)。最后根據(jù)以上實(shí)證分析的結(jié)果提出政策建議。通過(guò)上述系統(tǒng)研究,得出以下基本結(jié)論:第一,中國(guó)與東盟友好合作以來(lái),中國(guó)對(duì)東盟蔬菜出口不斷增加,至2013年,中國(guó)占東盟蔬菜市場(chǎng)的70%以上,核密度分析顯示,這一增長(zhǎng)源于出口量的增長(zhǎng);第二,通過(guò)三元邊際模型分析得出,中國(guó)對(duì)東盟蔬菜出口增長(zhǎng)模式為“數(shù)量增長(zhǎng)為主,價(jià)格增長(zhǎng)為輔”,且這一增長(zhǎng)模式不具有廣泛性,對(duì)不同類型的蔬菜出口,同樣適用。鮮冷凍蔬菜和干蔬菜大量出口,奠定中國(guó)“出口大國(guó)”的基礎(chǔ),調(diào)理加工蔬菜出口量逐漸增加,彌補(bǔ)了深加工蔬菜市場(chǎng)的空缺;第三,通過(guò)恒定市場(chǎng)份額模型(CMS)研究出,促進(jìn)這一增長(zhǎng)模式的因素在于中國(guó)不斷增強(qiáng)的蔬菜出口競(jìng)爭(zhēng)力,且鮮冷凍蔬菜的競(jìng)爭(zhēng)力對(duì)出口增長(zhǎng)的貢獻(xiàn)逐漸減弱,而干蔬菜和調(diào)理加工蔬菜競(jìng)爭(zhēng)力對(duì)出口增長(zhǎng)貢獻(xiàn)不斷提高,這說(shuō)明中國(guó)在向多元化蔬菜品種出口轉(zhuǎn)變,且逐漸從初級(jí)加工蔬菜向深加工蔬菜出口模式延伸;第四,中國(guó)對(duì)東盟的出口競(jìng)爭(zhēng)力優(yōu)勢(shì)在于自然資源、地理位置、生產(chǎn)成本和中國(guó)-東盟自由貿(mào)易區(qū)的區(qū)域經(jīng)濟(jì)合作,而競(jìng)爭(zhēng)劣勢(shì)在于,與發(fā)展中國(guó)家相比勞動(dòng)力成本高,與發(fā)達(dá)國(guó)家相比,深加工技術(shù)水平落后,這兩點(diǎn)導(dǎo)致其與競(jìng)爭(zhēng)對(duì)手相比,蔬菜出口價(jià)格高,造成市場(chǎng)不穩(wěn)定。根據(jù)研究結(jié)論,我國(guó)應(yīng)做到以下幾點(diǎn):首先,進(jìn)一步擴(kuò)大對(duì)東盟出口規(guī)模,調(diào)整出口結(jié)構(gòu);其次,提高蔬菜出口的國(guó)際競(jìng)爭(zhēng)力,提高勞動(dòng)生產(chǎn)率,改進(jìn)農(nóng)業(yè)科技水平,加大機(jī)械化蔬菜生產(chǎn)和出口標(biāo)準(zhǔn)化;然后,政府要提供有利的蔬菜生產(chǎn)和出口條件,從粗放型生產(chǎn)經(jīng)營(yíng)向集約型生產(chǎn)經(jīng)營(yíng)轉(zhuǎn)變;最后,充分利用好中國(guó)-東盟自由貿(mào)易區(qū),營(yíng)造更好的外部環(huán)境。
[Abstract]:The establishment of China ASEAN Free Trade Area, to promote friendly bilateral economic cooperation, ASEAN has become one of the largest vegetable export trade China market.1998-2013, China to ASEAN vegetable trade increasing, expanding its market share in ASEAN, and more than a traditional American vegetable exporting countries, Holland and Australia, among the ASEAN vegetable export market in the first, the China vegetables export trade development is the development and challenges. This paper aims at China exports to ASEAN vegetables, the analysis and Research on Chinese cooperation with ASEAN since the vegetable export growth model, then discuss Chinese vegetable export to ASEAN International Competitiveness and comparative advantage, and try to find out compared with other vegetable exporting countries, China's competition The advantages and disadvantages.
