【摘要】：精準(zhǔn)扶貧是國家通過轉(zhuǎn)移國家財(cái)政和資源,精準(zhǔn)定位貧困村、貧困戶,實(shí)行精準(zhǔn)幫扶和精準(zhǔn)管理的重要工程,也是實(shí)現(xiàn)政府公共目標(biāo)的過程。開展精準(zhǔn)扶貧、實(shí)現(xiàn)精準(zhǔn)脫貧的工作主要由村民自治組織通過自治管理方式展開,其效果直接影響到精準(zhǔn)扶貧工作推進(jìn)和精準(zhǔn)脫貧任務(wù)完成。因此,在精準(zhǔn)扶貧政策實(shí)施過程中提升村民自治能力不僅有助于鄉(xiāng)村治理進(jìn)程推進(jìn),更影響著精準(zhǔn)扶貧工作的有效性。文章通過對(duì)黑龍江省富�？h相關(guān)情況的大量調(diào)研和訪談,以精準(zhǔn)扶貧政策為背景和基礎(chǔ),分析了該政策實(shí)施過程中村民自治的重要性以及在提升村民自治能力時(shí)存在的困境,進(jìn)一步探討了通過提升村民自治能力促進(jìn)精準(zhǔn)扶貧的有效性。通過發(fā)展完善鄉(xiāng)村治理過程中的基層民主,落實(shí)扶貧工作中精準(zhǔn)識(shí)別、精準(zhǔn)幫扶和精準(zhǔn)管理等關(guān)鍵環(huán)節(jié),促進(jìn)鄉(xiāng)村貧困戶精準(zhǔn)脫貧。
[Abstract]:Precision poverty alleviation is an important project for the country to carry out precision support and management through the transfer of national finance and resources, the accurate positioning of poor villages and poor households, and the process of achieving the public objectives of the government. The work of achieving precision poverty eradication is mainly carried out by villagers' autonomous organizations through autonomous management, and its effect directly affects the advancement of precision poverty alleviation work and the completion of precision poverty relief tasks. In the process of implementing the policy of precision poverty alleviation, it is not only helpful to advance the process of rural governance, but also affects the effectiveness of the work of precision poverty alleviation. Through a large number of investigations and interviews on the relevant situation in Fuyu County of Heilongjiang Province, Based on the precision poverty alleviation policy, this paper analyzes the importance of villagers' autonomy in the process of implementing the policy and the difficulties in improving the villagers' autonomy ability. It further discusses the effectiveness of promoting precision poverty alleviation through enhancing villagers' autonomy. Through the development and improvement of grass-roots democracy in the process of rural governance, the key links in poverty alleviation work, such as precision identification, precision support and accurate management, are carried out. To promote the accurate eradication of poverty among poor rural households.
