【摘要】：改革開放以來我國經(jīng)濟飛速發(fā)展,高速增長引發(fā)了大量的土地需求,經(jīng)濟現(xiàn)代化帶來的城市現(xiàn)代化進程加快更加劇了土地供需矛盾激化。土地資源開發(fā)與利用是經(jīng)濟與社會發(fā)展領(lǐng)域的世界性命題,尤其是在當(dāng)前全球經(jīng)濟逐漸復(fù)蘇、新一輪經(jīng)濟增長周期到來的時候,包括我國在內(nèi)的主要經(jīng)濟發(fā)展國家所面臨的土地資源供應(yīng)與經(jīng)濟發(fā)展需求的矛盾將會進一步激化,節(jié)約資源,提高開發(fā)與利用效率,注重質(zhì)的提升與度的把控,這些目標(biāo)的實現(xiàn)都有賴于土地資源開發(fā)與利用戰(zhàn)略的科學(xué)制訂與有效實施,本文以“陜西省土地資源及其開發(fā)現(xiàn)狀的發(fā)展戰(zhàn)略研究”為研究的主要切入點,其所具有的理論意義與實踐價值明顯。本次研究主要針對土地資源開發(fā)與利用發(fā)展戰(zhàn)略作為研究方向,文中選取較有代表性的我國中西部省份陜西省作為實證研究對象,研究過程中理論結(jié)合實際,宏觀分析與微觀分析相結(jié)合,以土地可持續(xù)性利用等基礎(chǔ)理論為導(dǎo)引,對陜西省土地資源開發(fā)利用現(xiàn)狀及現(xiàn)有成效進行了宏觀分析和歸納,并在此基礎(chǔ)上個性化地針對該省土地資源開發(fā)利用所面臨的內(nèi)外部環(huán)境因素進行了最為關(guān)鍵與重要的發(fā)展戰(zhàn)略的分析與設(shè)計,并提出了具體的實施措施。由于專題化的研究土地資源開發(fā)利用與戰(zhàn)略管理層面的有機結(jié)合方面的研究非常少見,同時本文針對陜西省土地資源開發(fā)利用實際特點結(jié)合具體相關(guān)理論,分析了戰(zhàn)略管理在省級行政單位土地資源開發(fā)與利用層面的實施,其間通過分析工具SWOT矩陣針對土地資源開發(fā)與利用在陜西省當(dāng)前所處的宏觀環(huán)境與微觀環(huán)境進行了較為全面化、科學(xué)化、系統(tǒng)化的分析和研究,在同類型的研究中并不多見,這也是本文主要的創(chuàng)新之處。
[Abstract]:Since the reform and opening up to the outside world, China's economy has developed rapidly, and the rapid growth has caused a large amount of land demand. The accelerated process of urban modernization brought by economic modernization has intensified the contradiction between supply and demand of land. The development and utilization of land resources is a worldwide proposition in the field of economic and social development, especially in the current global economic recovery. With the arrival of a new cycle of economic growth, the contradiction between the supply of land resources and the demand for economic development in major economic development countries, including China, will be further intensified, resources will be saved, and the efficiency of development and utilization will be improved. The realization of these goals depends on the scientific formulation and effective implementation of strategies for the development and utilization of land resources. In this paper, the main breakthrough point of the study is "the study of the development strategy of the land resources and its development status in Shaanxi Province". This research mainly aims at the development strategy of land resources development and utilization as the research direction, and selects the representative central and western provinces of Shaanxi Province as the empirical research object. In the course of research, combining theory with practice, combining macro analysis with micro analysis, and guided by the basic theories of sustainable land use, this paper makes a macro analysis and induction of the present situation and existing results of land resources development and utilization in Shaanxi Province. On the basis of the analysis and design of the most critical and important development strategy, the internal and external environmental factors facing the exploitation and utilization of land resources in this province are analyzed and designed individualized. And put forward concrete implementation measures. Because of the special research on the organic combination of land resources development and utilization and strategic management, the research is very rare. At the same time, according to the actual characteristics of development and utilization of land resources in Shaanxi Province, combined with specific relevant theories, this paper analyzes the implementation of strategic management in the development and utilization of land resources in provincial administrative units. In the meantime, the macro and micro environment of land resources development and utilization in Shaanxi Province are analyzed and studied comprehensively, scientifically and systematically through the SWOT matrix, which is not common in the same type of research. This is also the main innovation of this paper.
