重慶農(nóng)村人力資源開發(fā)政策創(chuàng)新研究

【摘要】:農(nóng)村人力資源是促進農(nóng)村社會經(jīng)濟發(fā)展的力量源泉,也是現(xiàn)代化發(fā)展的必然趨勢。充分發(fā)揮政策對重慶農(nóng)村人力資源開發(fā)的基礎性指導作用,是我國處于社會轉型時期的重要體現(xiàn)。重慶農(nóng)村人力資源開發(fā)取得成效的關鍵在于政策的跟進,但是政策的滯后性及效應釋放的不足是阻礙重慶農(nóng)村人力資源進一步開發(fā)的決定性因素,因此從長遠來看,重慶要提高城鎮(zhèn)化質(zhì)量、實現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展和新農(nóng)村建設,必須立足實際,以創(chuàng)新驅(qū)動發(fā)展,實現(xiàn)重慶農(nóng)村人力資源開發(fā)政策創(chuàng)新。本論文結合重慶整體社會經(jīng)濟發(fā)展戰(zhàn)略與農(nóng)村人力資源開發(fā)政策實施的客觀現(xiàn)實,詳細梳理國內(nèi)外關于農(nóng)村人力資源開發(fā)及其政策創(chuàng)新的相關文獻,在借鑒人力資本理論、新經(jīng)濟增長理論、地方政府創(chuàng)新理論及政策生態(tài)理論等理論研究成果的基礎上,形成對農(nóng)村人力資源開發(fā)、農(nóng)村人力資源開發(fā)政策創(chuàng)新的規(guī)范性認識。本論文的基本思路是:運用歷史分析方法,對既有政策進行時序概覽,掌握重慶農(nóng)村人力資源開發(fā)既有政策的框架和演變特征,以此為分析基點,運用實證分析方法,從政策釋放效應和政策創(chuàng)新影響因子兩個維度,探尋重慶農(nóng)村人力資源開發(fā)政策問題和缺陷,并通過計量檢驗方法,揭示重慶農(nóng)村人力資源開發(fā)政策創(chuàng)新的影響因子,從而對重慶農(nóng)村人力資源開發(fā)政策創(chuàng)新提出相應的對策建議。本論文的主要內(nèi)容可分為導論、理論研究、實證研究和對策研究四個部分共7章。第1章為導論部分:通過對研究背景、意義與國內(nèi)外研究現(xiàn)狀的詳細闡述,確立研究思路、方法和內(nèi)容,并提出研究的可能創(chuàng)新點。第2章為理論研究部分:通過相關概念界定和理論借鑒,闡釋農(nóng)村人力資源開發(fā)政策效應及其創(chuàng)新影響機理,為研究提供理論基礎和邏輯起點;第3-5章為實證研究部分:第3章,以時序概覽的方式梳理重慶重慶直轄以來的農(nóng)村人力資源開發(fā)政策,透視既有政策框架及其演變特征;第4章通過對重慶農(nóng)村人力資源開發(fā)的現(xiàn)狀問題描述,實證分析既有政策效應,對當前農(nóng)村人力資源開發(fā)政策效應釋放不足的原因進行問題分析;第5章根據(jù)重慶發(fā)展現(xiàn)狀,科學選取指標體系,對重慶農(nóng)村人力資源開發(fā)政策創(chuàng)新的影響因素進行實證分析。第6章為對策研究部分:提出重慶農(nóng)村人力資源開發(fā)政策創(chuàng)新的對策建議。本論文的研究結論包括以下幾點:1.農(nóng)村人力資源開發(fā)政策創(chuàng)新本質(zhì)上是在社會經(jīng)濟發(fā)展新形勢下,地方政府采取新的價值標準、重組政策參與主體、優(yōu)化政策資源、使用新的政策工具,對原有農(nóng)村人力資源開發(fā)政策進行揚棄和超越的過程;2.農(nóng)村人力資源開發(fā)政策創(chuàng)新的影響機理主要體現(xiàn)在農(nóng)村人力資源開發(fā)政策創(chuàng)新與農(nóng)民增收和經(jīng)濟增長之間的相互聯(lián)系上,其結構為“政策創(chuàng)新——制度形成——農(nóng)村人力資源開發(fā)——農(nóng)民增收和經(jīng)濟增長”的實現(xiàn)過程;3.重慶直轄以來的農(nóng)村人力資源開發(fā)政策始終堅持以人為本為主線,政策框架包括教育培訓政策、社會保障政策、人才隊伍建設政策、新型農(nóng)民組織政策、就業(yè)創(chuàng)業(yè)政策、財稅金融政策和戶籍制度改革政策;4.由于主體機制不協(xié)調(diào)、制度體系不規(guī)范、農(nóng)民素質(zhì)不合理、經(jīng)濟發(fā)展不到位等原因的疊加影響,重慶農(nóng)村人力資源開發(fā)政策效應不能有效釋放;5.農(nóng)村人力資源開發(fā)政策創(chuàng)新是多維度因子相互制約、共同作用的結果,其指標結構具有多重性,因子鏈條紛繁復雜;6.實現(xiàn)農(nóng)村人力資源開發(fā)政策創(chuàng)新的核心內(nèi)容是制度環(huán)境、農(nóng)村經(jīng)濟、農(nóng)民發(fā)展、政策系統(tǒng)及主體機制五項內(nèi)容的改革與創(chuàng)新。本論文的可能創(chuàng)新之處有兩點:一是以政策創(chuàng)新視角研究農(nóng)村人力資源開發(fā)問題。從重慶農(nóng)村人力資源開發(fā)現(xiàn)狀來看,既有政策體系難以成為農(nóng)村人力資源高效開發(fā)的助推力量,并且政策的滯后性是發(fā)展農(nóng)業(yè)現(xiàn)代化、促進城鄉(xiāng)統(tǒng)籌發(fā)展以及實現(xiàn)社會主義新農(nóng)村建設的梗阻,因此,創(chuàng)新現(xiàn)有政策成為必要;二是,形成農(nóng)村人力資源開發(fā)政策創(chuàng)新的基本認識和探索趨勢。重慶市具有大農(nóng)村和大城市并存的典型特征,折射出全國農(nóng)村人力資源開發(fā)的整體意蘊,因而有可能形成對當前農(nóng)村人力資源開發(fā)政策創(chuàng)新的基本認識和探索趨勢,為政府實行科學的農(nóng)村人力資源開發(fā)政策提供了理論依據(jù)。同時,本論文研究的不足主要體現(xiàn)在:一是由于作者公共政策學和管理學理論基礎的不夠深入,存在研究視野上的局限,在分析重慶現(xiàn)狀的基礎上給出的政策創(chuàng)新建議缺乏更深層次的分析和整體性構建;二是客觀性受限。由于相關部門權威性政策的獲取相當不易,因此可能存在重慶農(nóng)村人力資源開發(fā)政策搜集的不全面。
[Abstract]:Rural human resource is the source of power to promote the development of rural social economy, but also the inevitable trend of modern development. Give full play to the role of policy on Chongqing rural human resources development the basic guidance, our country is in the important embodiment of the social transition period. Chongqing rural human resources development is the key to the success of the policy to follow up, but the lack of release lag and effect of the policy is a decisive factor that hinders the further development of human resources in rural areas of Chongqing, so in the long run, Chongqing should improve the quality of urbanization, urban and rural development and new rural construction must be based on the actual, innovation driven development, the realization of Chongqing rural human resources development policy innovation. This paper combines the objective reality of Chongqing the overall social and economic development strategy of rural human resources development policy implementation, detailed analysis of domestic and foreign literature about rural human Literature resource development and policy innovation, in reference to the theory of human capital, the new economic growth theory, the foundation of local government innovation theory and policy of ecological theory and research results, the formation of the rural human resources development, standardization of rural policy innovation of human resources knowledge. The basic idea of this thesis is: the use of historical analysis methods on the existing policy timing overview, master of human resource development in rural Chongqing has both framework and evolution of policy, on this basis, using the empirical analysis method, from the policy releasing effect and policy innovation influence factors of two dimensions, explore Chongqing rural human resources development policy problems and defects, and through empirical method and reveal the impact factor of Chongqing rural human resources development policy innovation, and to Chongqing rural human resource development innovation and put forward the corresponding policy The countermeasures and suggestions. The main contents of this paper can be divided into introduction, theoretical research, empirical research and Countermeasures of the four part consists of 7 chapters. The characteristics of rural and city coexist with the city of Chongqing, reflects the overall meaning of human resources development in the rural, which can To form a basic understanding and Exploration Trend of current rural policy innovation of human resources, and provides a theoretical basis for the government to implement the policy of human resource development in rural areas of science.
